The Secretary for the Civil Service, Mr Patrick Nip, visited Hong Kong Baptist University (HKBU) today (June 30). During the visit, he and the President and Vice-Chancellor of HKBU, Professor Alexander Wai, jointly viewed the administering of a COVID-19 vaccine on the campus to some 200 students and teaching staff of the university as arranged by the Government’s outreach vaccination service.
“HKBU has already made arrangements relating to COVID-19 vaccination or testing for its students and teaching staff for the new academic year in order to provide a safe and healthy learning and working environment for them amid the epidemic. Receiving a COVID-19 vaccine is the best way to reduce the risk of the possible spread of the virus in a crowded environment. I hope that more students and teaching staff will get vaccinated,” Mr Nip said.
“Whether you are a secondary or primary school student, or a university student, when being in the same environment, all will bear the same risk of being infected with the virus. Getting vaccinated together will help provide mutual protection among each other.”
He called on various sectors and industries to join the Government in promoting the “Early Vaccination for All” campaign and encourage people to get vaccinated so as to help build an immune barrier in Hong Kong as soon as possible by significantly raising the vaccination rate, thereby restoring normality to society sooner rather than later.
Should enterprises and organisations have a sufficient number of employees who would like to get vaccinated and a suitable venue with sufficient space, they can make use of the outreach vaccination service so that their employees can be vaccinated in a more convenient way. Enterprises and groups can call the hotline for the outreach vaccination service at 3904 1490 from Monday to Friday, from 9am to 6pm, for arrangements.
There has been enthusiastic support for the outreach vaccination programme since it was launched by the Civil Service Bureau. The bureau has provided the outreach vaccination service to the Hong Kong Sports Institute, global professional services enterprises, property developers, financial institutions, the construction industry, public utilities, a district organisation, a property management company and post-secondary institutions.
Mr Nip expressed his gratitude to the medical team and administrative support staff of the Community Vaccination Centre at Yau Oi Sports Centre for providing the outreach service today.

​The Food and Health Bureau (FHB) today (June 30) invites tenders from non-public entities to provide services for the operation of the Southern District Health Centre (DHC) and Yuen Long DHC.
The successful tenderers of the Southern and Yuen Long DHCs (i.e. the future operators of the two DHCs), upon being awarded the service contracts, will have a gearing-up period of up to eight months for the targeted commissioning of the two DHCs and associated service networks in 2022. The operation period under both contracts will be three years.
The Southern and Yuen Long DHCs will provide services with a focus on three tiers of prevention, namely primary, secondary and tertiary prevention. Their services will be adjusted taking into account the population distribution and health risk factors in the community of the districts. Government-subsidised primary healthcare services including health promotion, health assessment, chronic disease management and community rehabilitation will be provided by the operators of the DHC through medical-social collaboration and public-private partnership to enhance the public’s capability in self-management of health and provide support for the chronically ill in the community.
As a key component of the public healthcare system, the DHC is a district primary healthcare hub comprising a core centre, complemented by sub-district satellite centres and a network of private medical and healthcare practitioners providing multiple access and service points. Apart from service delivery, the DHC also co-ordinates with community partners to provide social welfare and healthcare services in the district, and makes referrals as necessary.
The basic services to be operated by the DHCs are set out in the tender documents. The charges which the operators may impose on DHC clients cannot exceed the prescribed ceilings set out in the respective tender documents.
The two tender notices are available on the FHB website (www.fhb.gov.hk/en/tender/). A briefing session will be arranged for interested bidders on July 14, 2021 (Wednesday). Details are set out in the tender documents.

A spokesman for the Security Bureau made a statement today (June 30) that the Police have prohibited and objected to a public meeting and procession to be held on Hong Kong Island on July 1. The Appeal Board on Public Meetings and Processions has, after a hearing, confirmed the Police decisions. The event is an unauthorised assembly. No one should take part in, organise, advertise or publicise any unauthorised assembly.
Section 17A of the Public Order Ordinance (Cap. 245) stipulates that anyone taking part in or organising an unauthorised assembly is liable to a maximum penalty of five years’ imprisonment. Anyone advertising or publicising an unauthorised assembly is liable to a maximum penalty of 12 months’ imprisonment. In addition, taking part in the event may be in breach of the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) (i.e. Prohibition on Group Gathering), under which the maximum penalty is six months’ imprisonment. In court rulings in recent months regarding a number of cases of unauthorised assemblies, the persons concerned were found guilty and sentenced to imprisonment of varying terms.
Since the implementation of the Hong Kong National Security Law, violent crimes have dropped sharply. However, the risk of local terrorism remains and the public should not let their guard down. Yesterday, the Police arrested two males and seized suspected raw materials for making explosives, component parts of firearms and imitation firearms. An initial investigation revealed that the arrested persons intended to make lethal weapons for an unlawful purpose, posing serious security threats to the community.
With regard to any act that may occur on July 1 endangering public order and public safety, the Police will make an appropriate deployment and take resolute actions. If anyone attempts to challenge the law, including the Prohibition on Group Gathering, Public Order Ordinance, Crimes Ordinance, Hong Kong National Security Law, etc, the Police will deal with it seriously in accordance with the law.
