Grading of beach water quality released

     The Environmental Protection Department (EPD) today (January 28) released the latest grading of water quality for four gazetted beaches that are open all year round for swimming (see Note).

     Four beaches were rated as Good (Grade 1).
 
Grade 1 beaches are:

Clear Water Bay Second Beach Golden Beach
Deep Water Bay Beach Silverstrand Beach
 
     Under the present grading system, beaches are classified into four grades, namely Good (Grade 1), Fair (Grade 2), Poor (Grade 3) and Very Poor (Grade 4), according to the level of E. coli in the water. Grades are calculated on the basis of the geometric mean of the E. coli counts on the five most recent sampling occasions.
 
     A summary of beach grades is published weekly before the weekend. The latest beach grades based on the most current data may be obtained from the EPD’s website on Beach Water Quality (www.epd.gov.hk/epd/beach) or the beach hotline, 2511 6666.
 
Note: In view of the latest situation of COVID-19, the Leisure and Cultural Services Department has announced that lifeguard services at these beaches are temporarily suspended. read more

Approved Cheung Sha Wan Outline Zoning Plan amended

     â€‹The Town Planning Board today (January 28) announced amendments to the approved Cheung Sha Wan Outline Zoning Plan (OZP).
      
     The amendments mainly involve the (i) rezoning of the existing Wang Cheong Factory Estate in Cheung Sha Wan and the adjacent section of Tan Lai Street from “Open Space” to “Residential (Group A)11” (“R(A)11”) for public housing development; (ii) incorporation of the areas covered by the approved Urban Renewal Authority (URA) Lai Chi Kok Road/Kweilin Street and Yee Kuk Street Development Scheme Plan (DSP) No. S/K5/URA1/2 and the approved URA Hai Tan Street/Kweilin Street and Pei Ho Street DSP No. S/K5/URA2/2 into the OZP and zoning the areas as “R(A)12” and “R(A)13” respectively to reflect the completed developments; (iii) rezoning of a site at Tai Po Road from “Comprehensive Development Area” and “Green Belt” to “Residential (Group C)7” to reflect the existing residential development; and (iv) other amendments to reflect the current uses and as-built conditions. 
      
     Opportunity is also taken to amend the Notes and Explanatory Statement of the OZP to reflect the above amendments and to update the general information of various land use zonings and the planning scheme area, where appropriate.
      
     The draft URA Cheung Wah Street/Cheung Sha Wan Road DSP No. S/K5/URA3/1 has replaced the related area of the draft Cheung Sha Wan OZP No. S/K5/38 as delineated and described in the draft DSP starting from the date that the exhibition of the DSP is first notified in the Gazette on January 28.
      
     The draft Cheung Sha Wan OZP No. S/K5/38, incorporating the amendments, is available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Tsuen Wan and West Kowloon District Planning Office and (iv) the Sham Shui Po District Office.
      
     Any person may make written representations in respect of the amendments to the Secretary of the Board on or before March 28. Any person who intends to make a representation is advised to read the Town Planning Board Guidelines No. 29B on “Submission and Publication of Representations, Comments on Representations and Further Representations under the Town Planning Ordinance” (TPB PG-No. 29B).
      
     Submission of a representation should comply with the requirements set out in TPB PG-No. 29B. In particular, the representer should take note of the following:
 
* If the representer fails to provide his or her full name and the first four alphanumeric characters of his or her Hong Kong identity card or passport number as required under TPB PG-No. 29B, the representation submitted shall be treated as not having been made; and
* The Secretariat of the Board reserves the right to require the representer to provide identity proof for verification.
 
     The Guidelines and the submission form are available at the above locations (i) and (ii) and the Town Planning Board’s website (www.info.gov.hk/tpb).

Draft Urban Renewal Authority Cheung Wah Street/Cheung Sha Wan Road Development Scheme Plan published

     The Town Planning Board today (January 28) announced the publication of the draft Urban Renewal Authority (URA) Cheung Wah Street/Cheung Sha Wan Road Development Scheme Plan (DSP) No. S/K5/URA3/1.

     The scheme area covers about 1.9 hectares and comprises two sites, namely Site A and Site B. Site A is designated as “Residential (Group A)” for high-density residential development with commercial and government, institution or community (GIC) facilities. Site B is designated as “Government, Institution or Community” and “Open Space” for GIC uses and public open space.

     In accordance with section 25(9) of the URA Ordinance, the draft Cheung Wah Street/Cheung Sha Wan Road DSP No. S/K5/URA3/1 replaces the related area of the draft Cheung Sha Wan Outline Zoning Plan No. S/K5/38 as delineated and described in the draft DSP.
      
     The draft DSP No. S/K5/URA3/1 is now available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Tsuen Wan and West Kowloon District Planning Office and (iv) the Sham Shui Po District Office.

Government finishes exercise on “restriction-testing declaration” in respect of specified “restricted area” in Wong Tai Sin and enforcement operation for breaches of compulsory testing notice (with photo)

     The Government yesterday (January 27) exercised the power under the Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulation (Cap. 599J) to make a “restriction-testing declaration” effective from 10pm yesterday, under which people (hereafter referred to as “persons subject to compulsory testing”) within the related area of the specified “restricted area” in Wong Tai Sin (i.e. Block 1 and Block 2 of Hsin Kuang Centre, 120 Lung Cheung Road, Wong Tai Sin) were required to stay in their premises and undergo compulsory testing. Persons subject to compulsory testing were required to stay in their premises until all such persons identified in the related area of the “restricted area” had undergone testing and the test results were mostly ascertained. Moreover, the Government issued a compulsory testing notice yesterday, requiring persons who had been present at the above buildings, Hsin Kuang Centre M2 Square and the carpark thereat for more than two hours from January 14, 2022 to January 27, 2022, even if they were not present in the related area of the “restricted area” at the time when the declaration took effect, to undergo compulsory testing on or before January 29, 2022. The Government announced the completion of the compulsory testing exercise at around 10.50am today (January 28) and carried out enforcement action in the related area of the “restricted area” afterwards to verify that all people in the related area of the “restricted area” had undergone compulsory testing in accordance with the requirements of the relevant declaration and compulsory testing notice. The Government announced that the enforcement operation ended at around 2.45pm today.
     
     In this exercise, the Environment Bureau, the Environmental Protection Department, the Education Bureau, the Home Affairs Department (including the Wong Tai Sin District Office), the Hong Kong Police Force, the Food and Environmental Hygiene Department and the Tobacco and Alcohol Control Office of the Department of Health mobilised around 190 staff to arrange for implementation of the declaration and enforcement actions for breaches of the compulsory testing notice issued earlier.
 
     The Government thanks persons subject to compulsory testing for their support and understanding. With everyone’s co-operation and efforts, coupled with the tireless efforts of the testing contractors, residents have been informed about their testing results by SMS notification. After finishing the compulsory testing exercise at around 10.50am today, the Government took enforcement action in the related area of the “restricted area” immediately to verify that all people in the related area of the “restricted area” had undergone testing according to the requirements of the declaration and the compulsory testing notice. Persons who could present an SMS notification containing a negative testing result or wore a wristband as proof of having undergone the compulsory testing could leave the related area of the “restricted area” through the designated exit after providing personal information to a prescribed officer. The enforcement operation was completed at around 2.45pm. Test records of around 362 persons subject to compulsory testing were checked. Thirty-seven persons were found not having undergone compulsory testing and compulsory testing order was issued to them. Taking into account the above situation, the Secretary for Food and Health revoked the “restriction-testing declaration” in accordance with Cap. 599J (see attachment).
 
     The Government reminds the about 47 households who have not answered the door to contact the Government for arrangement of testing as soon as possible after reading the notices put up by the Government, in the hope of eliminating the possible risk of further spread of the virus in the community.
 
     The Government thanks all participating government staff and the testing agencies for their hard work. The Government is also grateful to those subject to compulsory testing for their support and understanding, and their full co-operation during this period in undergoing testing and waiting for the results at home.
 
     The Government will seriously follow up on the compliance situation of the compulsory testing notices and the “restriction-testing declaration” by persons subject to compulsory testing. Any person who fails to comply with the compulsory testing notices commits an offence and may be liable to a fixed penalty of $5,000. The person will also be issued with a compulsory testing order, requiring him or her to undergo testing within a specified time frame. Failure to comply with the order or the “restriction-testing declaration” is an offence and the offender may be liable to a fine of level 4 ($25,000) and imprisonment for six months.
