ACAN Chairman welcomes “The Chief Executive’s 2021 Policy Address”

The following is issued on behalf of the Chairman of Action Committee Against Narcotics (ACAN):
 
     The ACAN Chairman, Dr Donald Li, welcomed the initiatives on enhancing anti-drug education and law-abiding awareness of young people announced in “The Chief Executive’s 2021 Policy Address” delivered today (October 6) by the Chief Executive.
 
     Dr Li said, “I welcome the inclusion in the Policy Address the new initiatives to impart correct information on the harm caused by drugs to members of the public and enhance the law-abiding awareness of young people. In recent years, the community has been flooded with false information on drugs, particularly cannabis, and the number of young people abusing drugs and involved in drug offences has continued to rise. There is a need to strengthen relevant anti-drug education. I fully endorse the relevant policy direction. The Action Committee Against Narcotics will continue to render full support to the Government in facilitating the community, particularly young people, to understand the harm caused by drugs correctly.” read more

Hospital Authority welcomes “The Chief Executive’s 2021 Policy Address”

The following is issued on behalf of the Hospital Authority:
 
     The Hospital Authority (HA) Chairman, Mr Henry Fan, welcomed the healthcare initiatives in “The Chief Executive’s 2021 Policy Address” delivered by the Chief Executive, Mrs Carrie Lam, today (October 6), which enhance the quality of public healthcare services and the support for patients.
 
     Mr Fan said he was delighted that the Government has continued to support the HA to enhance manpower and hardware, promote public hospital expansion and redevelopment projects, and commission more beds and services. The HA will optimise resources to continue to implement different initiatives, such as the arrangement of extending employment beyond the retirement age and enhancing promotion opportunities for healthcare workers, strengthening training and the professional development structure to retain staff and attract more people to join public hospitals.
 
     The HA concurred with the Government’s strategy to promote primary healthcare. The HA will render full support and will work with the Food and Health Bureau to formulate a blueprint for the sustainable development of primary healthcare services, and will continue to enhance medical-social collaboration to relieve the pressure on public healthcare services.
 
     Mr Fan said, “To tie in with the Government’s strategy to encourage big data application, the HA will assist more research institutes to access healthcare data so as to enhance the quality and sustain the competitiveness of healthcare services in Hong Kong. The HA will also continue to implement smart hospital initiatives to bolster the capability and promote sustainability of public healthcare services.”
 
     The HA welcomed, and will fully co-operate with the Government on, the enhanced development of clinical trials. The HA established a Central Institutional Review Board in April 2021 to streamline the protocol for inter-cluster clinical trial ethics review. The HA will continue to expand genetics and genomic services to enhance support for patients with uncommon disorders and genetic disorders.
 
     With the support from the Government, the HA will continue to enhance the general out-patient and specialist out-patient services; strengthen support for elderly, chronic disease and cancer patients, including increasing cancer diagnostic and treatment service capacity and recruiting additional case managers; and enhance psychiatric in-patient, child and adolescent and community psychiatric services. Moreover, public hospitals will enhance the treatment of surgery and orthopaedic operations through the support of modern technology.
 
     Mr Fan expressed thanks for the Government’s support for public healthcare services. The HA will strive to implement the above-mentioned measures for the benefit of patients. read more

SJ briefs legal sector on initiatives in Policy Address (with photos)

     The Secretary for Justice, Ms Teresa Cheng, SC, briefed members of the legal sector on the major initiatives related to the Department of Justice (DoJ) in the Policy Address in a meeting today (October 6). She also listened to their views on how the industry should make the best use of the opportunities brought about by the National 14th Five-Year Plan, the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) development and the Plan for Comprehensive Deepening Reform and Opening Up of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (Qianhai Plan).

     Ms Cheng first pointed out that there are a number of important initiatives in the Policy Address aiming to establish Hong Kong as the centre for international legal and dispute resolution services in the Asia-Pacific region, which is in line with the national development. The DoJ will continue to roll out the Vision 2030 for Rule of Law initiative in order to help the community understand the correct concept of the rule of law and the way it operates in practice. At the same time, the DoJ will also strengthen education on the Constitution, the Basic Law and national security so that different sectors in society can gain a proper understanding in these aspects. She stressed that the DoJ is committed to following up on and implementing the measures in the Policy Address as early as possible with a view to consolidating the foundation of the rule of law, and enhancing Hong Kong’s role as an international legal hub for legal, deal-making and dispute resolution services.

     Ms Cheng then highlighted that the National 14th Five-Year Plan as well as the Qianhai Plan promulgated last month provide invaluable support for the development of Hong Kong’s legal and dispute resolution services. As the only common law jurisdiction within the country, Hong Kong shall utilise the unique advantages under “one country, two systems and three jurisdictions” in the GBA. With the support of the Central Government, opportunities are set to abound for Hong Kong’s legal and dispute resolution sector.

     The attendees said they all attached great importance to the abundant opportunities for the sector brought about by the country’s relevant measures and expressed support for the DoJ’s key initiatives. Ms Cheng thanked them for joining the meeting amid their busy schedules and offering their professional views and unique and insightful advice in different areas.

     The DoJ will continue to maintain close contact with the stakeholders to enhance their understanding of and support for the DoJ’s work and to bring out the best of Hong Kong in order to integrate with the needs of the country, enabling Hong Kong to enjoy brighter development prospects amid its integration into the overall development of the country.
