FEHD takes enforcement action against sale of chilled or frozen meat disguised as fresh meat (with photos)

The Food and Environmental Hygiene Department (FEHD) has long been committed to combating the sale of chilled or frozen meat disguised as fresh meat. The department yesterday (March 19) and today (March 20) conducted raids on two licensed fresh provision shops (FPSs) in Kwai Tsing District and Sai Kung District, suspecting such malpractices.

During the operations, FEHD officers raided two licensed FPSs at Kwai Shing Circuit in Kwai Chung and Tong Ming Street in Tseung Kwan O, seized and immediately destroyed about 180 kilograms of suspected frozen beef. In addition, FEHD officers marked and sealed about 123kg of prepackaged frozen beef for further investigation. Beef samples were also collected for detection of preservatives, and prosecutions will be initiated should there be sufficient evidence. The licensees of the FPSs are suspected of breaching the licensing conditions for the display and sale of frozen meat as fresh meat, and the FEHD is proceeding with the cancellation of the FPS’s licences.

Verbal warnings were also given to the licensees for failing to provide delivery notes for inspection, which is a licensing condition.

A spokesman for the FEHD said, “The selling of chilled or frozen meat disguised as fresh meat breaches the licensing conditions and poses food safety risks. Such operations are unfair to other compliant businesses.”

The spokesman added, “Anyone selling chilled or frozen meat without permission commits an offence and is liable to a maximum fine of $50,000 and six months’ imprisonment on conviction. The FEHD will continue to conduct regular inspections at licensed FPSs and market meat stalls, and will deal with the complaints promptly. In detecting any irregularities, the department will carry out investigations promptly and take appropriate enforcement action. In addition, the FEHD also proactively investigates suspected violations from time to time and conducts surprise inspections and enforcement actions as necessary. If there is sufficient evidence, prosecutions will be initiated and follow-up action will be taken against breaches of licensing conditions or tenancy agreements. The licences of those FPSs breaching licensing conditions may be cancelled, while the tenancies of market meat stalls breaching tenancy agreements may be terminated.”

â€‹The spokesman emphasised the FEHD’s deep concern and strong commitment to combating the sale of chilled or frozen meat disguised as fresh meat through stringent enforcement actions.

HKMoA’s “Dreamchasers” exhibition telling stories of Hong Kong artists in pursuit of dreams starts tomorrow (with photos)

The Hong Kong Museum of Art (HKMoA) will launch a new exhibition, “Dreamchasers: Stories of Hong Kong Art”, starting from tomorrow (March 21) to take visitors on a 60-year journey through Hong Kong’s art scene. It invites audiences to reflect on the paths taken by various Hong Kong artists in pursuit of their dreams.

A team of local architects and designers led by Mr Kevin Siu and Mr Shuyan Chan, in collaboration with graphic designer Mr Gary Tong, have crafted a unique space for the exhibition. The space displays artworks of veteran Hong Kong artists Gaylord Chan, Ha Bik-chuen and Tong King-sum, as well as contemporary artist Rosanna Li, from a HKMoA collection. Visitors can explore memorable moments and stories of the artists through projection and interactive elements, and learn about the development and evolution of Hong Kong art. The exhibition reflects the four artists’ persistent pursuit of their dreams and how they channelled their views on art and life into their creative work. These artists have made significant strides in sculpture, painting, ceramics and more, highlighting the rich diversity of Hong Kong’s vibrant art scene.

Chan (1925-2020) began to paint and pursue his dream at the age of 42. Initially, he worked with acrylic and quickly established a distinctive and unique personal style. Although his health deteriorated in 2001, and it became difficult for him to stand for long periods to paint, he did not give up and he turned to Microsoft Paint. Chan’s digital art work “Cologon” is a pioneering example of his digital art in early 2000s, showcasing his boundless creativity.

Through self-taught mastery and relentless dedication, Ha (1925-2009) gradually entered the world of art. His works infused the vibrancy of everyday life, blending humour and wit, while reflecting his deep connection to the community and nature. Despite hardships, he never abandoned his dreams. Instead, he channelled fragments of life into creative inspiration, achieving the extraordinary. Crafted from repurposed bamboo, discarded ironware and old tools, “Lone Commander” exemplifies Ha’s ability to transform the mundane into unique artworks.

Despite facing health problems and limited mobility from a young age, Tong (1940-2008) transcended these obstacles through his art, embodying an extraordinary spirit of perseverance, establishing him as one of Hong Kong’s pioneering sculptors. Through masterful polishing techniques, he infused his sculptures with intricate textures and fluid lines, transforming each piece into a celebration of nature and the human spirit. The exhibition features his inaugural wooden work, “Ball”, formed with a carving knife and a small block of wood, embodying how Tong shaped his dreams by his hands.

Hong Kong contemporary artist Li’s ceramic works, renowned for their rustic charm and sense of everyday life, fully showcase her keen observations of society. She often uses humorous methods to satirise the anomalies of life, allowing her audiences to reflect on the people and events of daily living while appreciating her well-loved works. Li’s work “The Ceremony”, combines reverence for heaven with ceramics, creating a series of lifelike figures.

The “Dreamchasers: Stories of Hong Kong Art” exhibition will be open from March 21 at the Attic, on the fifth floor of the HKMoA (10 Salisbury Road, Tsim Sha Tsui, Kowloon). Hong Kong maintains third place globally with higher rating in Global Financial Centres Index

Hong Kong maintained third place globally, with the overall rating increasing by 11 points to 760, slightly closing the gap in rating with first place, in the Global Financial Centres Index (GFCI) 37 Report published today (March 20) by Z/Yen from the United Kingdom and the China Development Institute from Shenzhen. Hong Kong also continued to rank first in the Asia Pacific.

A Government spokesman said, “The report fully recognises Hong Kong’s leading status and strengths as an international financial centre. Hong Kong’s rankings in the areas of ‘human capital’, ‘infrastructure’, and ‘financial sector development’ rose to second in the world, while rankings in ‘business environment’ and ‘reputational and general’ rose to third globally.”

Hong Kong also ranked among the top in various financial industry sectors. Among these, Hong Kong ranked first globally in “investment management”, “insurance” and “finance”, and ranked third globally in “banking”. In addition, the report assessed the financial centres’ fintech offering, and Hong Kong’s ranking leapt further by five places to fourth in the world.

The spokesman added, “With the staunch support of our country, Hong Kong will continue to leverage the advantages under ‘one country, two systems’, actively integrate into national development, and deepen international exchanges and co-operation, with a view to fulfilling our roles as a ‘super connector’ and a ‘super value-adder’. Finance is an important tool to support the development of the real economy. A series of policy initiatives have been announced in the 2025-26 Budget, pressing ahead with the high-quality development of Hong Kong’s international financial market to create more new growth areas.

“On the stock market, various institutional reforms, including enhancing the timeframe for the listing application process and listing requirements for specialist technology companies, coupled with the Government’s active efforts to attract new capital from the Mainland and overseas and expand new markets, have injected new impetus into the Hong Kong market and improved its liquidity. We also endeavour to deepen financial mutual access between the Mainland and Hong Kong and have implemented a number of measures to enrich and support offshore Renminbi (RMB) business, such as enhancing the settlement arrangements of Bond Connect and launching offshore RMB bond repurchase business using Northbound Bond Connect bonds as collateral, further strengthening Hong Kong’s role in connecting the Mainland and international capital markets.

“On asset and wealth management business, the Government has implemented measures to continuously promote its development over the past year, including enhancements to the Cross-boundary Wealth Management Connect Scheme in the Guangdong-Hong Kong-Macao Greater Bay Area, Exchange-traded Fund Connect, and the Mainland-Hong Kong Mutual Recognition of Funds arrangement. On green finance, we launched in December last year a roadmap on sustainability disclosure in Hong Kong, which provides a well-defined pathway for large publicly accountable entities to fully adopt the International Financial Reporting Standards – Sustainability Disclosure Standards (ISSB Standards) no later than 2028, leading Hong Kong to be among the first jurisdictions to align its local requirements with the ISSB Standards. On fintech, we will soon promulgate a second policy statement on the development of virtual assets to explore the integration of traditional finance and virtual assets. We will also continue to explore new growth areas, including promoting gold market development and creating a commodity trading ecosystem in Hong Kong.”

The GFCI Report has been released every March and September since 2007. In GFCI 37, 119 financial centres were assessed, and Hong Kong ranked third globally with an overall rating of 760. read more
