7 July 2017 – Some 9.2 million children living in emergency countries will miss out on schooling unless the international community contributes an additional $820 million, the United Nations Children’s Fund (UNICEF) warned at the start of today’s G20 summit.
“Without education, children grow up without the knowledge and skills they need to contribute to the peace and the development of their countries and economies, aggravating an already desperate situation for millions of children,” said Muzoon Almellehan, UNICEF’s latest – and youngest – Goodwill Ambassador, speaking from Hamburg, Germany, where she is representing UNICEF at the summit.
“For the millions of children growing up in war zones, the threats are even more daunting: not going to school leaves children vulnerable to early marriage, child labour and recruitment by armed forces,” Ms. Almellehan said.
The UN agency has requested $932 million for its education programmes in conflict and disaster zones, but has received less than $115 million.
The greatest needs are in the Central African Republic and Yemen, where the funding gaps are above 70 per cent.
Students are missing out on opportunities to learn in Iraq and Syria, as well. According to a survey cited by UNICEF, pursuing educational opportunities was mentioned as one of the factors leading families and children to flee their homes.
A survey of refugee and migrant children in Italy revealed that 38 per cent of them headed to Europe to gain access to learning opportunities. In Greece, one in three parents or caretakers said that seeking education for their children was the main reason they left their countries for Europe.
UNICEF said that for children who have experienced the trauma of war and displacement, education can be life-saving.
“When I fled Syria in 2013, I was terrified I would never be able to return to school. But when I arrived in Jordan and realized there was a school in the camp, I was relieved and hopeful,” said Muzoon. “School gives children like me a lifeline and the chance of a peaceful and positive future.”
Secretary-General António Guterres is also participating in the two-day summit of the G20, which includes leaders from 19 countries and the European Union.

PHE announced today (7 July 2017) that it has bought the vacant GSK site at Harlow where it plans to build a £400 million world-leading home for public health science.
PHE will create a centre of excellence for research, health improvement and protection and bring together world-renowned scientists working to protect and improve the health of the nation.
PHE plans to create a campus where it will re-locate staff and facilities from Porton in Wiltshire and Colindale in north London as well as its headquarters functions from central London.
Richard Gleave, PHE Deputy Chief Executive said:
Our move to Harlow will create a world-class science campus for public health, of international significance and real benefits for the local community. The decision to buy the site now has been taken after careful consideration of the advantages and represents best value to the British taxpayer. This includes reduced running costs and the ability to carry out a number of further specialist additional surveys which will save us considerable time and money and provide invaluable information for the more detailed design work planned for later in the year.
We are also responding to the local community’s desire to see PHE move to Harlow as soon as possible. We hope today’s announcement will be a massive boost to the town and surrounding area.
The site and assets were purchased for £25 million which independent analysis has shown represents extremely good value for PHE’s particular needs and the taxpayer. This follows a significant period of close collaboration between PHE and GSK.
Councillor Jon Clempner, Leader of Harlow Council, said:
As the town celebrates its 70th birthday, and we look ahead to the next 70 years, this development will play a major part in Harlow’s bright future. New jobs and opportunities for local people and local businesses will be created and Harlow will be on the world map, leading the way as the place for protecting and improving lives. Securing Public Health England’s relocation to Harlow is all part of the jigsaw being put in place for Harlow’s future with new jobs, new investment and improving local people’s skills.
Today’s announcement comes just a few weeks before PHE expects to submit a planning application to refurbish a number of the current buildings and construct new ones on the Pinnacles Estate site. The plans include new and converted laboratories and a visitor centre.
It is anticipated that the first staff will move to Harlow in 2021 with the site fully operational by 2024. At that time up to 2,750 people could be based at the Science Hub with scope for further expansion to 3,250.

The Supreme People’s Procuratorate (SPP) announced Friday that three former senior officials have been charged with violations including taking bribes.
The three officials facing legal action are Wang Min, former Party chief of Jilin and Liaoning provinces, Wu Tianjun, former member of the standing committee of the Communist Party of China (CPC) Henan Provincial Committee, and Yao Zhongmin, former chairman of the board of supervisors at China Development Bank (CDB).
Luoyang City People’s Procuratorate in central China’s Henan Province filed the charge against Wang with Luoyang Intermediate People’s Court.
According to the indictment, Wang took advantage of his various posts to seek benefits for others, accepted “a huge amount” of bribes, and embezzled public funds while he served as Party chief in Jilin.
Wang, who is notorious for being responsible for serious electoral fraud, was also charged with dereliction of duty. His negligence had resulted in “major losses in the national and people’s interests and had an especially vile social impact,” according to the indictment.
Prosecutors filed the cases of Wu and Yao to the intermediate people’s courts in the cities of Xiangyang, Hubei and Baoding, Hebei respectively, with both indicted for taking advantage of their posts to seek benefits for others and accepting “a huge amount” of bribes.
