Suspected fraudulent website

The following is issued on behalf of the Hong Kong Monetary Authority:
 
     The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public in Hong Kong to a suspected fraudulent website with the domain name http://clippercoin.com/#/programIndex. The website is operated by an alleged Clipper/Clipper Crypto Bank.
 
     The public should be aware that Clipper/Clipper Crypto Bank is not authorised by the Monetary Authority (MA) under the Banking Ordinance to carry on banking business in Hong Kong, nor does it have the MA’s approval to establish a local representative office.
 
     The HKMA has referred the case to the Hong Kong Police Force for further investigation. Anyone who has provided his or her personal information to the website or has conducted any financial transactions through the website should contact any local Police Station or the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force at 2860 5012.
 
     Given the global nature of the Internet, members of the public are reminded to verify the status of any organisation making use of the Internet to solicit deposits from the public. A list of authorised institutions is available on the HKMA’s website (www.hkma.gov.hk). Members of the public may also check the status of any entity in Hong Kong which solicits deposits from the public with the HKMA by emailing its public enquiry service (publicenquiry@hkma.gov.hk). read more

Statement by LegCo President on matters relating to House Committee

The following is issued on behalf of the Legislative Council Secretariat:

     The President of the Legislative Council (LegCo), Mr Andrew Leung, today (April 17) issued the following statement through the LegCo Secretariat:
 
     I note with deep disappointment and regret that the LegCo House Committee (HC) has once again failed to elect its Chairman at its meeting today.
 
     Under Article 73 of the Basic Law, enacting laws is one of the LegCo’s primary powers and functions.  In half a year, HC has yet to elect its Chairman, rendering it unable to deal with dozens of bills and subsidiary legislation. This has severely impeded the operation of the LegCo and the proper exercise of its constitutional functions.  The situation is far from satisfactory, falling short of public expectations.
 
     I sincerely appeal to all Members to put aside their differences for the common good and work out a solution sensibly with a view to ending the present deadlock.  
 
     Hong Kong is in the midst of unprecedented challenges and economic hardship, and it is now only some three months before prorogation of the Council.  All bills will lapse at the end of a LegCo term, resulting in a serious wastage of public resources.  Once again, I call on all Members to act in the best interest of the whole community and dutifully fulfill their constitutional duties as LegCo Members, enabling HC and the Council as a whole to function effectively. read more
