Approved Chai Wan Outline Zoning Plan amended

     The Town Planning Board today (June 19) announced amendments to the approved Chai Wan Outline Zoning Plan (OZP).

     The amendments mainly involve the rezoning of a site at the junction of Sun Yip Street and Siu Sai Wan Road from “Government, Institution or Community” (“G/IC”) to “G/IC(4)”, and a site at Cheung Man Road from “Green Belt” and an area shown as “Road” to “Residential (Group A)”. Some technical amendments to the Notes and Explanatory Statement of the OZP are also included to reflect the above amendments and to update the general information of various land use zonings and the planning area, where appropriate.

     The draft Chai Wan OZP No. S/H20/24, incorporating the amendments, is now available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Hong Kong District Planning Office, and (iv) the Eastern Home Affairs Enquiry Centre.
     
     Any person may make written representations in respect of the amendments to the Secretary of the Town Planning Board on or before August 19. Any person who intends to make a representation is advised to read the revised Town Planning Board Guidelines No. 29B on “Submission and Publication of Representations, Comments on Representations and Further Representations under the Town Planning Ordinance” (TPB PG-No. 29B) which were promulgated in November 2018 and took effect in 2019.

     Submission of a representation should comply with the requirements set out in TPB PG-No. 29B. In particular, the representer should take note of the following:
 
* If the representer fails to provide his or her full name and the first four alphanumeric characters of his or her Hong Kong identity card or passport number as required under TPB PG-No. 29B, the representation submitted shall be treated as not having been made; and
* The Secretariat of the Town Planning Board reserves the right to require the representer to provide identity proof for verification.
 
     The Guidelines and the submission form are available at locations (i) and (ii) above and the Town Planning Board’s website (www.info.gov.hk/tpb).

Approved Tseung Kwan O Outline Zoning Plan amended

     The Town Planning Board today (June 19) announced amendments to the approved Tseung Kwan O Outline Zoning Plan (OZP).

     The amendments mainly involve the rezoning of a site at Chiu Shun Road from an area shown as “MTR Pak Shing Kok Ventilation Building” and “Green Belt” to “Residential (Group A)8” for proposed residential development and rezoning of a strip of land along Chiu Shun Road from an area shown as “MTR Pak Shing Kok Ventilation Building” to “Road” to form part of the future footpath. Opportunity is also taken to amend the Notes and Explanatory Statement of the OZP to reflect the above amendments and to update the general information of various land use zonings and the planning area, where appropriate.

     The draft Tseung Kwan O OZP No. S/TKO/27, incorporating the amendments, is now available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Sai Kung and Islands District Planning Office, and (iv) the Sai Kung District Office.

Approved Tung Chung Town Centre Area Outline Zoning Plan amended

     The Town Planning Board today (June 19) announced amendments to the approved Tung Chung Town Centre Area Outline Zoning Plan (OZP).

     The amendments mainly involve the rezoning of a site currently occupied by the Tung Chung Traction Substation and its adjoining government land from “Other Specified Uses” annotated “Traction Substation cum Portal” (“OU(Traction Substation cum Portal)”), “Government, Institution or Community” (“G/IC”) and areas shown as “Road” to “Residential (Group A)8” for proposed residential development and rezoning of a strip of land along Man Tung Road from “OU(Traction Substation cum Portal)” to an area shown as “Road” to reflect the existing roadside amenity area. Opportunity is also taken to amend the Notes and Explanatory Statement of the OZP to reflect the above amendments and to update the general information of various land use zonings and the planning area, where appropriate.

     The draft Tung Chung Town Centre Area OZP No. S/I-TCTC/23, incorporating the amendments, is now available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Sai Kung and Islands District Planning Office, (iv) the Islands District Office, (v) the Islands Home Affairs Enquiry Centre (Tung Chung), and (vi) the Tung Chung Rural Committee.

New edition of Road Users’ Code takes effect today

     A spokesman for the Transport Department (TD) said that the Road Users’ Code (RUC) (June 2020 Edition), offering comprehensive advice and information to road users, took effect today (June 19). 

     The spokesman said, “The RUC sets out rules, advice and information applicable to different types of road users, including drivers, cyclists, passengers and pedestrians, and seeks to enable road users to understand the meaning of traffic signs, traffic signals and road markings. The last update of RUC was made in 2000.”

     The revisions of the new RUC are generally categorised as follows:​

1. Reflecting amendments that have been made to the relevant legislation since the last round of updating of the RUC 

For example, public light bus and taxi passengers must wear seat belts installed on their seats; private car and light goods vehicle drivers are required to undergo a probationary driving period before obtaining a full driving licence; drivers must switch off idling engines and adhere to the statutory requirements in connection with drink driving and drug driving;

2. Providing additional advice to road users

For example, ways to ride a bicycle safely; reminders for the elderly and the disabled on the safe use of public transport, roads and related facilities; and

3. Updating information

For example, updates on strategic route numbers, traffic signs and road markings, as well as revisions to illustrations and wordings. In addition, a new section on “Further Reference Materials” provides the QR codes/websites to facilitate public access to relevant information.

     The spokesman reminded members of the public that all rules, advice and information applicable to road users shall be subject to the prevailing legislation given that the legislation may be amended from time to time.

     With the launch of the new RUC, the content of the driving test (written test Part A) and the taxi written test (Part C) will be updated. The number of questions, the duration and the passing criteria of the written tests will remain unchanged. The new RUC is applicable to candidates (both fresh candidates and repeaters) who submit applications for the written test Part A and the taxi written test to the TD on or after July 15. Candidates will be allocated with test appointments on or after September 28 and be given one free copy of the new RUC. The public and the candidates can also view or download the new RUC for free via the TD’s website (www.td.gov.hk/tc/road_safety/road_users_code/index.html) or the mobile application “HKeMobility”.

     The new RUC, in separate Chinese and English versions, will also be available for sale from July 15 at the Information Services Department’s Publications Sales Unit at Room 626, 6/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong.
