FS visits Hongkong Post (with photos)

     The Financial Secretary, Mr Paul Chan, today (June 26) visited the Hongkong Post to learn about the work of Hongkong Post in supporting the implementation of the Cash Payout Scheme. 

     Accompanied by the Postmaster General, Miss Cathy Chu, Mr Chan toured the General Post Office in Central and talked to staff. He was glad to learn that collection and processing of registration forms by Hongkong Post has been smooth since the first registration day (i.e. June 21). In addition, to facilitate the public and speed up the process, Hongkong Post will arrange designated counters at some post offices, which are selected by more registrants for cheque collection, from July 20.

     Mr Chan thanked Hongkong Post’s support for the Scheme, including the special arrangement to open about 120 post offices over the territory last Sunday to facilitate the submission of registration forms.
      
     He then proceeded to visit the Data Input Centre in Kowloon Bay established by Hongkong Post for the Scheme. He was briefed on the process of handling registration forms and data input. Before departure, he also toured the Hongkong Post Call Centre which is dedicated to provide public enquiry services (Hotline no. 2908 0080) relating to cheque collection matters of the Scheme.

     The Cash Payout Scheme started to accept registration on June 21. Over 4.6 million and about 57 000 registrations were received through banks and Hongkong Post respectively as at today. People who wish to register through Hongkong Post to receive order cheques may submit a paper registration form to drop-box at post offices or mail it to GPO Box No. 182020. Electronic registration forms are also available at the Hongkong Post website. There is no need to submit registration forms in person. These registrants will have to collect the cheque in person later at the chosen post office.
      
     Registration by paper form will be conducted in three batches according to the registrants’ year of birth. The first batch (i.e. for persons born in 1955 or before) may submit the forms from June 21. Those submitting registration forms in the first two weeks will receive the payment or notification of cheque collection from July 20 simultaneously. Those submitting electronic registration forms through the Hongkong Post website will also receive cheque collection notification according to the above-mentioned arrangement. For electronic registrations submitted through banks before end of this month, payment will be deposited simultaneously into the bank accounts specified by the registrants from around July 8. For electronic registrations submitted on or after July 1, registrants will receive payment around one week after registration.

Opening remarks by SDEV on land sale programme for July to September 2020

     Following is the transcript of the opening remarks by the Secretary for Development, Mr Michael Wong, at a media session today (June 26) on the land sale programme for July to September 2020:
 
     In the second quarter of the financial year 2020-21, the Government will sell by tender two residential sites, one in Sai Kung and one in Tai Po, capable of providing about 160 flats. In addition, the MTR Corporation Limited plans to tender Package 13 of LOHAS Park project, which will produce about 2 550 flats. The total supply from these three projects would be about 2 710 flats. 
 
     Together with the supply in the first quarter, the total private housing land supply in the first half of the financial year 2020-21 from all sources would be about 4 290 flats.  
 
     With regard to commercial land, in the coming quarter, the Government will put up for sale two commercial sites in the New Central Harbourfront and Tung Chung, capable of providing about 267 000 square meters of gross floor area in total.  
 
     The site at the New Central Harbourfront can provide about 150 000 sq m of commercial gross floor area. The developer would be required to provide a large-scale public open space and a landscaped deck spanning across the site to enhance pedestrian connectivity to the Central Harbourfront. As we attach great importance to the development design of this site, we will use a “two-envelope” approach for this tender, so that both design and price submissions would be taken into account during the tender evaluation. The detailed tender arrangements will be announced when the site is put up for sale.
 
     The commercial site in Tung Chung is the first land sale site in the Tung Chung East reclamation area, showing that our efforts in producing land through near-shore reclamation is beginning to bear fruit.
 
     Looking ahead, the Government will continue to increase land supply through a multi-pronged approach to meet the community’s needs for housing, economic and social development. Thank you very much. read more

Government announces quarterly land sale programme for July to September 2020

     The Government announced today (June 26) the quarterly land sale programme for the second quarter of 2020-21, i.e. July to September 2020.
 
     “In the second quarter of 2020-21, the Government will sell by tender two residential sites, one each in Sai Kung and Tai Po. The total estimated flat yield is about 160 units,” the Secretary for Development, Mr Michael Wong, said.
 
     In the coming quarter, the MTR Corporation Limited also plans to tender Package 13 of the LOHAS Park property development project, which can produce about 2 550 flats.  
 
     “Including the supply from government land sales and railway property development, the private housing land supply in the second quarter of 2020-21 is estimated to have a capacity to produce about 2 710 flats,” Mr Wong said. 
 
     Together with the residential land supply in the first quarter, the private housing land supply in the first half of 2020-21 is capable of providing about 4 290 flats in total.
             
     “On commercial land, the Government will put up for sale in the second quarter of 2020-21 two commercial sites located in the New Central Harbourfront and Tung Chung. These two sites are capable of providing about 267 000 square meters of gross floor area,” Mr Wong said.
 
     The commercial site at the New Central Harbourfront could provide about 150 000 sq m of commercial gross floor area. The developer will be required to provide a large-scale public open space and a landscaped deck spanning across the site to enhance pedestrian connectivity to the Central Harbourfront. The Government will adopt a “two-envelope” approach to tender this site, taking into account both design and price submissions during the tender evaluation. This is to ensure that the design of the site could benefit Hong Kong both economically and socially, and at the same time respond to the public aspiration for quality public open space at the harbourfront.
 
     “The commercial site in Tung Chung is the first site in the Tung Chung East reclamation area put up for land sale, capable of providing around 117 000 sq m of gross floor area. It shows that the Government’s efforts in producing land through near-shore reclamation is beginning to bear fruit,” Mr Wong said.
 
     Mr Wong said that the Government would continue to increase land supply through a multi-pronged approach to meet the community’s needs for housing, economic and social development.
      
     The list of the sites to be tendered in July to September 2020 is attached. The actual tender timetable will be drawn up taking into account the progress of necessary preparatory work. The Lands Department will announce the detailed land sale arrangements before individual sites are tendered.
 
      In addition, taking into account the private development and redevelopment project not requiring lease modification/land exchange recorded in March this year, the actual private housing land supply for 2019-20 has increased to about 12 200 units from 12 190 units as announced in February. read more
