Buildings Department continues special work arrangement

     In view of the extension of the special work arrangement for government employees until August 9 to reduce social contacts in order to stop COVID-19 from further spreading in the community, the Buildings Department (BD) announced today (July 31) that it will continue to provide emergency and essential public services during this period. The services will be mainly handling public reports on building safety and unauthorised building works in progress, critical statutory submissions for new developments, registration of building professionals and contractors, advisory services for licensing authorities and implementation of Operation Building Bright 2.0.
 
     Submission of the following applications and documents in person should be through:

1. A drop-in box located at G/F, Buildings Department Headquarters, North Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon (BD Headquarters), for collection of the specified forms and supporting documents required to be submitted under the Minor Works Control System, the Mandatory Building Inspection Scheme and the Mandatory Window Inspection Scheme, applications for registration and renewal of registration of building professionals and contractors under the Buildings Ordinance, as well as documents for compliance with statutory orders or directions issued by the BD (e.g. investigation reports, remedial works proposals, completion reports, etc.) from 10am to 4pm from Monday to Friday;

2. A tender/quotation box located at the ground floor of the BD Headquarters for receiving tender/quotation documents from 8.30am to 5.30pm from Monday to Friday; and

3. A drop-in counter located at the office of the BD’s New Buildings Division on 7/F, 14 Taikoo Wan Road, Taikoo Shing, Hong Kong, for receiving statutory applications and related documents and forms for new building works and returning the processed plans and related documents to the applicants from 9.30am to 2.30pm on Tuesday and Friday.
 
     The department will issue receipts/acknowledgements of submissions in due course. However, the handling time of the above services may be longer than usual.
     
     The Building Information Centre and all receipt counters, dispatch counters, general enquiry counters and meeting rooms of the BD will not be open to the public until further notice. All appointments, meetings (except meetings essential to meet statutory requirements such as Minor Works Contractor Registration Committee meetings) and inspections scheduled for the period will be rescheduled to later dates and the individuals concerned will be notified in due course.
     
     The BD appeals to the public to minimise visiting the department’s offices in person unless they genuinely require its public services urgently. The public may call 1823 to make emergency reports. Latest arrangements for Rating and Valuation Department Counter Services

     In light of the extension of the special work arrangements for government employees, the Rating and Valuation Department announced today (July 31) that from August 3, the opening hours of its enquiry counters will be adjusted as follows to provide essential services to members of the public.
 
Opening hours of enquiry counters:
Monday and Thursday (8.30am to 2pm)
 
     To achieve social distancing, the department appeals to the public to minimise visiting the enquiry counters in person unless they require services of the department urgently. Members of the public should use the department’s 24-hour electronic services (www.rvd.gov.hk) to submit forms or obtain information as far as possible. They may also contact the department by email (enquiries@rvd.gov.hk), by fax (2152 0138) or by phone (2152 0111/2152 2152). Special arrangement for CAD’s Personnel Licensing Office counter service to be extended

     In light of the extension of the special work arrangements for government employees, the Civil Aviation Department (CAD) today (July 31) announced that the walk-in counter service of the department’s Personnel Licensing Office (PELO) will continue to be temporarily suspended until further notice. Only services scheduled by prior appointment will be maintained.

     In light of the extension of the special work arrangement for government departments, the Immigration Department (ImmD) announced today (July 31) the provision of emergency and essential services to members of the public from August 3 to 9 as follows:

     To avoid gathering of crowds, the ImmD appeals to applicants to submit applications through its homepage, mobile application, by post or drop-in. As the ImmD only provides emergency and essential services, applicants who are required to visit its offices for urgent applications should expect a longer waiting time. In accordance with the latest regulations implemented by the Government, persons entering the premises of the ImmD are required to wear masks.
      
     The above-mentioned offices will provide services during normal opening hours. For detailed opening hours of individual offices, please refer to the ImmD’s homepage or mobile application. The hotline of the Assistance to Hong Kong Residents Unit on (852) 1868 will continue to operate as normal to provide practicable assistance for Hong Kong residents in distress outside Hong Kong. Meanwhile, other ImmD offices, including all Smart Identity Card Replacement Centres and other public services will continue to remain closed and suspended.
         
     In addition, according to the existing arrangements by the Hong Kong Special Administrative Region Government, except for the Hong Kong International Airport, Shenzhen Bay and Hong Kong-Zhuhai-Macao Bridge Control Points, passenger immigration clearance services in other immigration control points will remain suspended until further notice. Moreover, the operating hours of the passenger clearance services at the Shenzhen Bay and Hong Kong-Zhuhai-Macao Bridge Control Points have been adjusted as follows with effect from April 3 and 5 respectively until further notice:

Shenzhen Bay Control Point:

  • Operating hours of all passenger clearance services have been adjusted to 10am to 8pm daily while the operating hours for cargo clearance will remain unchanged (i.e. from 6.30am to midnight daily).

Hong Kong-Zhuhai-Macao Bridge Control Point:

  • Operating hours of the Passenger Clearance Building (i.e. for passengers crossing the boundary by cross-boundary coaches and shuttle buses) have been adjusted to 10am to 8pm daily; and

  • Operating hours of the clearance for private cars have been adjusted to 6am to 10pm daily while the operating hours for cargo clearance will remain in operation 24 hours daily.
