Appointments of Chairperson and members to Veterinary Surgeons Board of Hong Kong

     The Government announced today (September 29) the appointment of Professor Charles Ng Wang-wai as the new Chairperson of the Veterinary Surgeons Board of Hong Kong (VSB), as well as the appointment of four new members and the reappointment of eight incumbent members, for a term of three years with effect from October 1, 2023.
 
      Professor Ng is the Vice-President of the Hong Kong University of Science and Technology (HKUST) (Guangzhou), Dean of the Fok Ying Tung Graduate School, HKUST and Chair Professor of Department of Civil and Environmental Engineering, HKUST. Professor Ng has rich experience in government advisory board and community service. He has previously served on the Geotechnical Engineers Registration Committee, Solicitors Disciplinary Tribunal Panel, Appeal Tribunal Panel (Buildings), etc.
 
     The Secretary for Environment and Ecology, Mr Tse Chin-wan, thanked Professor Ng for accepting the appointment. He said he is confident that Professor Ng will continue to uphold high veterinary standards in Hong Kong and lead the VSB to scale new heights. He also welcomed the four newly appointed members: Professor Vanessa Rosemary Duke Barrs, Dr Bronte Stuart Forbes, Dr Wilson Li and Dr Owen Swan, and the eight reappointed members: Ms Fiona Chin Chun-yee, Mr Howard Chuk Hau-chung, Dr Jennifer Go Le-lin, Dr Anthony Kwok Wai-leung, Dr Hilary Lam Ho-yan, Mr John Lau Hon-kit, Dr Angela Ng Lai-ping and Dr Esther To Man-wai.
 
      Mr Tse expressed his gratitude to the outgoing Chairperson, Professor Ching Pak-chung, for his distinguished leadership and immense contribution during his 10 years of service on the VSB. Mr Tse commended Professor Ching for his drive and passion, especially in the transition to a newly constituted Board with new membership structure in 2020 after the smooth conduct of the VSB’s first ordinary election of elected members.
 
      Mr Tse also thanked the three outgoing members, Dr Tint Naing, Dr Brian David Stewart and Dr Henry Yeung Chiu-fat, for their dedicated service and valuable contribution to the VSB during their terms of appointment.
 
      Enacted in 1997, the Veterinary Surgeons Registration Ordinance (Cap. 529) provides for the establishment of the VSB, which is responsible for the regulation of the practice of veterinary surgery, the registration of veterinary surgeons, and the disciplinary control of the professional activities of registered veterinary surgeons in Hong Kong.
 
      The Ordinance specifies that six of the seats of the VSB are to be filled by registered veterinary surgeons elected by members of the profession. In accordance with the Veterinary Surgeons Board (Election of Members) Regulation (Cap. 529B), the VSB conducted its second ordinary election for the elected members in 2023. The election was concluded in May and four candidates were returned uncontested, namely Dr Carmen Chui Lap-man, Dr Paul George Essey, Dr Patricia Shuen Yi-man and Dr Joshua Perry Steinhaus. As with appointed members, these elected members shall hold office for a term of three years with effect from October 1, 2023. To fill the remaining two vacancies, the VSB will hold a by-election in early 2024.

Special traffic and transport arrangements in Chai Wan during Chung Yeung Festival

     The Transport Department (TD) today (September 29) reminded members of the public that in anticipation of a large number of grave-sweepers heading to the cemeteries along Cape Collinson Road in Chai Wan during the Chung Yeung Festival period, the following special traffic and transport arrangements will be implemented there to facilitate their visits to the cemeteries.

A. Special traffic arrangements
 

  • Temporary prohibited zone
 
     The section of Cape Collinson Road to the east of Lin Shing Road (i.e. the left-turning movement from Lin Shing Road to Cape Collinson Road leading to the Chinese Permanent Cemetery and its vicinity) will be temporarily designated as private car and light goods vehicle prohibited zone from 7am to 3pm daily from September 30 to November 19. All private cars and light goods vehicles, except those with permits, will be prohibited from entering the prohibited zone. 
 
  • Road closures
 
     In connection with the implementation of level 1 road closures on October 14, 15, 21, 22, 28 and 29 by the Police, Lin Shing Road and Cape Collinson Road will be closed to all vehicular traffic from 7am to 5pm except for franchised buses; green minibuses (GMB) routes 16A, 16M, 16X and 18M; taxis; hearses; funeral vehicles; and vehicles with permits.
 
     In connection with the implementation of level 2 road closures on the day of Chung Yeung Festival (October 23) by the Police, Lin Shing Road and Cape Collinson Road will be closed to all vehicular traffic from 7am to 5pm except for franchised buses; GMB routes 16A, 16M and 16X; hearses; funeral vehicles; and vehicles with permits.
 
B. Public transport services
 
  • The following special bus services will be operated on the specified dates and the bus services will be strengthened depending on passenger demand and traffic conditions.

  • CTB routes 8X, 9 and 780 and cross harbour routes 106, 118 and 606, and GMB route 18M will be strengthened subject to passenger demand.
 
     During the Chung Yeung Festival period, adjustments to the extent of road closures, traffic control measures and public transport diversions will be made by the Police depending on the actual traffic conditions in the areas.
      
     Grave-sweepers are advised to plan their journey early and allow more travelling time. If they would like to go to the cemeteries along Cape Collinson Road in Chai Wan outside the above-mentioned road closure periods, they should use public transport services as far as possible. They can take GMB routes 16A, 16M, 16X or 18M at Chai Wan MTR Station to Cape Collinson Road, or take CTB Route 9 at Shau Kei Wan Bus Terminus to Shek O Road near Cape Collinson Road.
      
     The TD anticipates that the traffic in the vicinity of Cape Collinson Road, Lin Shing Road and Wan Tsui Road in Chai Wan will be busy. Motorists are advised not to drive to the congested and affected areas, and should exercise tolerance and patience in case of traffic congestion and observe the instruction given by the Police.
      
     Members of the public are advised to be alert to the latest traffic news on radio and television. They may also visit the TD’s website (www.td.gov.hk) or use the mobile application “HKeMobility” for the latest traffic and public transport information. read more

Proposed works of Tuen Mun Bypass gazetted

     The Government gazetted today (September 29) the proposed construction of Tuen Mun Bypass (TMB), connecting Tuen Mun Area 40 and Tuen Mun – Chek Lap Kok Tunnel to the proposed Lam Tei Quarry Interchange. TMB, consisting of tunnels and elevated carriageways, aims to enhance the major road network in the Northwest New Territories (NWNT) and alleviate the traffic load at Tuen Mun town centre, thereby supporting various proposed developments in Tuen Mun and the NWNT as well as the future developments in Tuen Mun West.

     A notice of objection should describe the objector’s interest and the manner in which he or she alleges that he or she will be affected by the works or the use. Public reminded not to burn wax, fly sky lanterns or litter

     The Leisure and Cultural Services Department (LCSD) reminds people to keep places clean, not to burn wax or put lit candles on the ground, grass pitches or beaches, not to throw glow sticks or other objects onto trees, and not to fly sky lanterns while celebrating the Mid-Autumn Festival.
 
     People littering at LCSD venues such as parks, beaches and barbecue sites are liable to a penalty of $1,500, while the maximum penalty for burning wax, throwing objects onto trees or flying sky lanterns is a fine of $2,000 and 14 days’ imprisonment.  read more

Tenders invited for Dualling of Hiram’s Highway from Marina Cove to Sai Kung Town

     The Highways Department (HyD) today (September 29) invited tenders for Dualling of Hiram’s Highway from Marina Cove to Sai Kung Town (Contract No. HY/2023/12).
 
     The works are scheduled to commence in the second quarter of 2024 and will take about 84 months to complete. The Contract mainly comprises design and construction of the following:
 
     (i) widening of two sections of Hiram’s Highway of approximately 3.5 kilometres in total length between Marina Cove and Pak Sha Wan, and between Pak Sha Wan and Sai Kung Town from the existing single two-lane carriageway to a dual two-lane carriageway;

     (ii) widening of the Pak Sha Wan section of Hiram’s Highway of approximately 100 metres in length from the existing single two-lane carriageway to a single four-lane carriageway; 

     (iii) widening of a section of Po Tung Road of approximately 400 metres in length between Yau Ma Po Street and Fuk Man Road from the existing single two-lane carriageway to a dual two-lane carriageway;

     (iv) improvement of a section of Po Tung Road and Tai Mong Tsai Road of approximately 600 metres in total length between Fuk Man Road and Wai Man Road to a single two-lane carriageway in accordance with current standards; 

     (v) a subway across Hiram’s Highway with associated lifts in Pak Sha Wan; and

     (vi) ancillary works including drainage and sewerage, waterworks, slope stabilisation, public lighting, noise barriers, landscaping works as well as other associated works.

     The HyD has appointed WSP (Asia) Limited as the consultant to supervise the design and construction works. Interested contractors can obtain the tender forms and other particulars from WSP (Asia) Limited at 7/F, One Kowloon, 1 Wang Yuen Street, Kowloon Bay, Hong Kong.
 
     The invitation to tender was gazetted today. Submission of tenders will close at noon on December 22, 2023 (Friday).
