EMSD announces test results of LPG quality in June 2019

     â€‹The Electrical and Mechanical Services Department (EMSD) today (July 10) announced that the department collected eight liquefied petroleum gas (LPG) samples from auto-LPG filling stations and LPG terminals on a random basis in June 2019 for laboratory tests. The results showed that the LPG quality of all these samples complied with auto-LPG specifications.
      
     The detailed test results are available on the EMSD’s website (www.emsd.gov.hk/en/rl/lpg_sample_analysis_simple). Enquiries can also be made to the EMSD’s hotline on 2333 3762.
 
     In addition, the EMSD has been vetting independent third-party test reports submitted by LPG supply companies for each shipment to ensure that the quality of imported LPG complies with the specified requirements. read more

Opening ceremony for “North Lamma Public Library cum Heritage and Cultural Showroom, Lamma Island” under Islands District Signature Project Scheme held

     An opening ceremony for the North Lamma Public Library cum Heritage and Cultural Showroom, Lamma Island under the Islands District Signature Project Scheme (SPS) was held at the open area outside 1 Yung Shue Wan Main Street on Lamma Island today (July 10).

     Under the district-led SPS, the Government earmarked $100 million for each district to implement one to two large-scale and sustainable signature projects to address district needs. The Islands District Council (IDC) selected two projects, comprising this project and “Improvement Works at Silvermine Bay Beach, Mui Wo, Lantau Island” completed last year.

     The Yung Shue Wan project included the demolition of the existing one-storey library and the construction of a three-storey building. The library is reprovisioned on the first and second floors of the new building, while the Heritage and Cultural Showroom is located on the ground floor. It showcases antiquities and videos about the history and culture of Lamma Island and changes in residents’ ways of life. The design of the new building adopts the concept of “Reading a book on Lamma by the sea”, and has a concrete feature wall with Chinese calligraphy characters about poetry as a book cover and timber slats as a book spine.

     The Chief Executive, Mrs Carrie Lam; the Secretary for Home Affairs, Mr Lau Kong-wah; and other guests officiated at the opening ceremony of the building, which marked its official opening.

     Speaking at the ceremony, Mr Lau said that the newly built Heritage and Cultural Showroom gives full play to its geographical proximity to the Yung Shue Wan Ferry Pier, enabling members of the public and tourists to visit the showroom once they arrive in Yung Shue Wan. Apart from the expansion in floor area, the library also features a number of new facilities and services, and its opening hours have been extended as well.

     Other officiating guests were the Chairman of the IDC, Mr Chow Yuk-tong; the Director of Home Affairs, Miss Janice Tse; Deputy Director of Home Affairs Miss Charmaine Wong; and the Deputy Director of Leisure and Cultural Services (Culture), Ms Elaine Yeung. read more

ICAC Complaints Committee Annual Report released

     The 2018 Annual Report of the Independent Commission Against Corruption (ICAC) Complaints Committee was released today (July 10). The report gives a summary of the Committee’s work in 2018.

     The Committee is tasked with the responsibility of monitoring the handling of non-criminal complaints against the ICAC and its officers. The Committee takes an independent view on the ICAC’s investigation findings on the complaints received, reviews the ICAC’s procedures which may lead to complaints, and makes recommendations for improvement.

     In 2018, the Committee received 11 complaints involving 22 allegations against the ICAC or its officers. An additional allegation was registered in 2018 in respect of a complaint received in 2017. Among these 23 allegations registered in 2018, 30 per cent were related to misconduct, 57 per cent to neglect of duty and four per cent to abuse of power by ICAC officers. The remaining nine per cent were related to inadequacies of ICAC procedures.  

     The ICAC submits investigation reports to the Committee after conducting full investigation into complaint cases, while assessment reports are submitted for complaints which do not warrant full investigation. During 2018, the Committee held three meetings to consider the investigation reports of 17 complaint cases received in 2017 or 2018. These complaints contained a total of 88 allegations. Five allegations in four of these complaints were found to be substantiated or partially substantiated concerning a total of five ICAC officers, leading to two of them receiving a verbal warning and three being given advice by their senior officers. In the year, the Committee also considered and endorsed nine assessment reports. Preliminary assessment showed that there were no grounds or justifications in these complaints that would warrant formal investigation, and the Committee agreed that no further investigative actions should be taken.

     In the course of considering the complaints, both the Committee and the ICAC scrutinised the internal procedures, guidelines and practices of the ICAC. After careful examination of the issues identified in the investigation reports considered during 2018, the ICAC organised a number of internal briefing sessions and strengthened the training programmes for frontline officers to enhance their vigilance, technique and knowledge in answering public enquiries, dealing with requests from complainants and suspects, and handling of items seized during search operations. Commencing in 2018, additional modules focusing on emotion management and effective interpersonal communication skills have also been included in the induction/preparatory courses for new recruits and officers who newly take up duties in the ICAC Report Centre.
