Working Group on External Lighting to hold public forums

     The Working Group on External Lighting (WGEL) is conducting a review on the effectiveness of the Charter on External Lighting. Three public engagement forums will be held to gauge the public's views on measures to manage external lighting and their future developments.

     Details of the three public engagement forums are as follows:

     The forums will be conducted in Cantonese with simultaneous interpretation in English and Putonghua. Those who are interested may download the registration form from the Charter's website (www.charteronexternallighting.gov.hk) and submit the completed form via email (lightingforum@enb.gov.hk) or fax (2527 8490) two working days before the forum. The public may also sign up for a forum by phone (Tel: 2866 8382). Registration for the three forums is accepted on a first-come, first-served basis due to limited seat availability.

     The Environment Bureau launched the Charter in 2016 to invite owners and responsible persons of external lighting installations to pledge to switch off their decorative, promotional or advertising lighting installations that affect the outdoor environment at the preset time (i.e. 11pm or midnight to 7am on the following day). About 5 000 participants from different sectors have signed the Charter under the promotion of the WGEL.

     The WGEL was set up in 2018. Apart from promoting the Charter, the WGEL is also responsible for reviewing its effectiveness and advising the Government on more options to effectively manage external lighting. The WGEL is conducting an opinion survey to gauge the views of various sectors and members of the public on the current situation and regulation of external lighting. Public engagement forums are among the channels to collect views from the public. Members of the public are also welcome to provide views in writing by email (lightingforum@enb.gov.hk), fax (2527 8490) or mail (16/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong) on or before October 31.
