CHP follows up on COVID-19 confirmed cases at Block R, Luk Yeung Sun Chuen in Tsuen Wan

     The Centre for Health Protection (CHP) of the Department of Health (DH) today (February 1) said that as 12 confirmed cases of COVID-19 recently occurred at seven units in Block R, Luk Yeung Sun Chuen in Tsuen Wan, the CHP is following up to investigate whether the infections of the cases are related, so as to stop the potential risk of the further spread of the virus.

     As confirmed cases were found in four units on the 18th Floor of Block R, the CHP has listed all units on that floor as close contacts and transferred them to quarantine centres. In investigating yesterday’s preliminary positive cases, the CHP further identified that the 04 units at three different floors of Block R were affected. Hence, the CHP carried out further follow-up actions.

     The CHP co-ordinated with related government departments and conducted a site inspection this morning to the floors and units concerned of Block R, Luk Yeung Sun Chuen, to investigate and examine if environmental factors were involved in the infection of the cases. The CHP took into account opinions from experts and decided to carry out further measures on infection control. The DH will issue quarantine orders to all asymptomatic residents of 04 and 05 units above 18th Floor of Block R, Luk Yeung Sun Chuen (19th Floor to 30th Floor), and transfer them to quarantine centres, and symptomatic residents will be sent to the hospital for treatment.

     Moreover, as a family cluster at a unit of Block D is epidemiologically linked with a unit on 18th Floor of Block R, Block D of Luk Yeung Sun Chuen will be included in the compulsory testing notice today. 

     For the well-being of members of the public and public health safety, the Government appeals for the co-operation of all related residents to participate in the testing and stay home until the results of the tests are available, so as to prevent the risk of spreading the virus in the community.

     The CHP spokesman urged all individuals who are in doubt about their own health condition, or individuals with exposure to infection risk, to undergo testing promptly for early identification of infected persons. read more

Government releases final report of Expert Adviser Team on Shatin to Central Link Project

     The Expert Adviser Team on the Shatin to Central Link (SCL) Project has submitted the final report to the Transport and Housing Bureau (THB). It was uploaded to the THB website today (February 1) (www.thb.gov.hk/eng/psp/publications/transport/studies/index.htm).
      
     The Expect Adviser Team was established in August 2018 to provide expert advice on the construction of the SCL Project, conduct an overall review of the MTR Corporation Limited (MTRCL)’s project management system, and recommend additional management and monitoring measures to be undertaken by the MTRCL and government departments in taking forward the SCL Project. In the past two years, the Highways Department, relevant government departments and the MTRCL have been in close communication with the Team, and rendered full co-operation and support to their work.

     The Expert Adviser Team has put forward in the final report 42 recommendations for the continuous improvement of railway project management. The Government agreed to the recommendations and is progressively implementing those related to the SCL Project. For recommendations related to the MTRCL’s project management system, the Government’s monitoring measures and future railway projects, the Government will follow up with the MTRCL for implementation in future railway projects. The THB will continue to monitor the implementation of the EA Team’s recommendations and review their effectiveness.
      
     The Secretary for Transport and Housing, Mr Frank Chan Fan, expressed his sincere gratitude to members of the Expert Adviser Team, namely Dr Lau Ching-kwong, Mr Hui Siu-wai and Mr Wong Hok-ning, for their sterling work and valuable advice on the SCL Project in the past two years, as well as their contribution in compiling the final report as a detailed record.

CE thanks members of public for co-operating with compulsory testing operations

     The Chief Executive, Mrs Carrie Lam, today (February 1) thanked the vast majority of the members of the public for co-operating with the compulsory measures adopted by the Government to prevent and control the spread of the epidemic, emphasising that the Government will take stringent enforcement action against offenders.
 
     “All the compulsory measures taken by the Government amid the epidemic are necessary and with legal basis. It is an offence to breach the rules and penalties are clear. Regardless of whether members of the public are required to undergo compulsory virus tests or commercial or personal activities are subject to restriction, we hope that we can have the full co-operation of the public in order to achieve the expected results,” Mrs Lam said.
 
     “I noticed that the vast majority of the relevant citizens were fully co-operative during the four compulsory testing operations at the ‘restricted areas’ and in the relevant law enforcement actions in the past week. The operation at Blocks 5 and 7 of Laguna City completed this morning is an example, with no residents found to have not undergone compulsory tests. In the other law enforcement operations conducted at three ‘restricted areas’ in Jordan, Yau Ma Tei and North Point earlier, about 200, 5 and 15 residents respectively were identified as having violated the compulsory testing requirement.
 
     “I would like to express my heartfelt thanks to members of the public for their understanding and co-operation. Various government departments will continue to take stock of their experience for the benefit of the operations, with a view to minimising inconvenience caused to the residents and suppressing the epidemic effectively as soon as possible, so that economic activities and people’s daily lives can return to normal gradually,” Mrs Lam said.
 
     Regarding a public officer who was injured in an attack while taking part in the operation to enforce a “restriction-testing declaration” last night, Mrs Lam sent her regards to the officer and condemned the assailant’s violent behaviour.
 
     “Hong Kong is governed by the rule of law. Violent acts are totally unacceptable. Testing programmes implemented by the Government are intended to safeguard public health, and inconvenience caused to the public is minimised as far as possible. Members of the public may raise their questions or express their views through various means. They should not pick on the working staff or even resort to violence,” Mrs Lam said.
 
     Various government departments will proactively enforce the anti-epidemic regulations, including verifying the testing certification of residents at the entrances and exits of buildings subject to compulsory testing, conducting inspections on premises to check whether there is illegal operation or violation of relevant requirements, and taking enforcement action in public places in relation to regulations on mask wearing, group gatherings and more. read more
