Lunar New Year auction of vehicle registration marks to be held on March 7

     The Transport Department (TD) today (March 1) announced that the Lunar New Year auction of vehicle registration marks will be held on March 7 (Sunday) at Meeting Room N101, L1, Hong Kong Convention and Exhibition Centre, Wan Chai.

     “A total of 45 vehicle registration marks will be put up for public auction. Forty-four of them are traditional vehicle registration marks (TVRMs) and one of them is a personalised vehicle registration mark (PVRM). The list of marks has been posted at the TD’s website, www.td.gov.hk,” a spokesman for the TD said.

     People who wish to participate in the bidding at the auction should take note of the following points:

(1) Bidders are required to produce the following documents for completion of registration and payment procedures immediately after the successful bidding:
 

  1. the identity document of the successful bidder;
  2. the identity document of the purchaser (if the purchaser and the successful bidder are different persons);
  3. a copy of the certificate of incorporation (if the purchaser is a body corporate); and
  4. a crossed cheque made payable to “The Government of the Hong Kong Special Administrative Region” or “The Government of the HKSAR”. Any bidder who wishes to bid for both TVRMs and the PVRM should bring along at least two crossed cheques for payment of auction prices (for an auctioned mark paid for by cheque, the first three working days after the date of auction will be required for cheque clearance confirmation before processing of the application for mark assignment can be completed). Successful bidders may also pay through the Easy Pay System (EPS), but are reminded to note the maximum transfer amount in the same day of the payment card. Payment by post-dated cheque, cash, credit card or other methods will not be accepted.

(2) Purchasers must make payment of the purchase price through EPS or by crossed cheque and complete the Memorandum of Sale of Registration Mark or the Memorandum of Sale of Personalised Vehicle Registration Mark immediately after the bidding. Subsequent alteration of the particulars in the Memorandum will not be permitted.

(3) A registration mark can only be assigned to a motor vehicle which is registered in the name of the purchaser. The Certificate of Incorporation must be produced immediately by the purchaser if a vehicle registration mark purchased is to be registered under the name of a body corporate.

(4) The display of a vehicle registration mark on a motor vehicle should be in compliance with the requirements stipulated in Schedule 4 to the Road Traffic (Registration and Licensing of Vehicles) Regulations.

(5) Special vehicle registration marks are non-transferable. Where the ownership of a motor vehicle with a special vehicle registration mark is transferred, the allocation of the special vehicle registration mark shall be cancelled.

(6) The purchaser shall, within 12 months after the date of auction, apply to the Commissioner for Transport for the vehicle registration mark to be assigned to a motor vehicle registered in the name of the purchaser. If the purchaser fails to assign the registration mark within 12 months, allocation of the registration mark will be cancelled and arranged for re-allocation by the Commissioner for Transport in accordance with the statutory provision without prior notice to the purchaser.

(7) In view of public health concerns, all persons entering the auction venue will have to undergo on-the‑spot body temperature checks arranged by the TD. Any member of the public whose body temperature is higher than 37.5 degrees Celsius or who refuses to undergo a body temperature check will be denied entry to the auction hall and payment office. The TD also requests all persons entering the auction hall and payment office to wear masks and clean their hands with alcohol-based sanitiser, and to wear masks throughout the duration of the auction and payment process.

(8) In order to reduce the risk of the virus spreading, the TD will adjust the distance between seats and the number of seats in the auction hall and payment office, and implement crowd-control measures. The TD appeals to the bidders to reduce the number of accompanying persons as far as possible. Furthermore, the auction will be divided into two sessions so as to shorten the duration of crowd congregation. The first session of the auction will commence at 2.30pm while the second session will begin no earlier than 4pm. The auction venue will be disinfected before the commencement of the second session. Interested bidders may arrive at the auction venue in accordance with the time schedule for the auction of vehicle registration marks.

(9) In order to more effectively assist the Department of Health in epidemiological investigations and to protect the safety of members of the public and employees, members of the public will be required to scan the “LeaveHomeSafe” QR code or register their names, contact numbers and the date and times of their visits before entering the auction venue (auction hall and payment office). As a result of the arrangement, members of the public are advised to remain patient as the waiting time for entering the auction venue may be longer.

Tsang Tsui Garden of Remembrance in Tuen Mun commences service (with photos)

     The Tsang Tsui Garden of Remembrance (GoR) in Tuen Mun of the Food and Environmental Hygiene Department (FEHD) was commissioned today (March 1) and started accepting applications for scattering cremated ashes at the GoR.
      
     An FEHD spokesman said, “The Government’s efforts over the years in promoting green burial has started to pay off with more members of the general public accepting and adopting a more environmentally friendly and sustainable way to handle cremated ashes. The Tsang Tsui GoR is the largest GoR under FEHD management. Integrated with nature, it is situated in a scenic and tranquil environment. Memorial walls are in place for mounting plaques in memory of the deceased.” 

     The Tsang Tsui GoR has brought the total number of GoRs under the management of the FEHD to 13. They are located in nine public columbaria, namely Cape Collinson, Diamond Hill, Wo Hop Shek, Fu Shan, Kwai Chung, Tsang Tsui, Cheung Chau, Peng Chau and Lamma Island.
      
     The service of using a GoR is free of charge. Members of the public can consider to scatter the cremated ashes of their loved ones themselves or with the help of FEHD staff. They can conduct memorial rituals inside the GoR. Application forms for scattering cremated ashes at GoRs can be downloaded from the FEHD website (www.fehd.gov.hk), or obtained in person from the FEHD Hong Kong or Kowloon Cemeteries and Crematoria Office.
      
     Applicants, either in person or represented by an authorised agent, should present the completed application form and the original copy of the “Permit to Take Away Cremated Ashes” upon application at the FEHD Hong Kong or Kowloon Cemeteries and Crematoria Office.

     The application form may also be sent to one of the above offices by fax or by post. Upon receipt of the form, the FEHD will contact the applicant to arrange for submission of the original copy of the permit. Approval will normally be given within 10 working days.

Professional Services Advancement Support Scheme invites new round of applications

     The Professional Services Advancement Support Scheme (PASS) is inviting a new round of applications starting today (March 1) from non-profit-distributing organisations such as professional bodies, trade and industrial organisations and research institutes.

     The PASS, with a total allocation of $200 million, aims at funding non-profit-making industry-led projects to increase exchanges and co-operation between Hong Kong’s professional services and external counterparts, promote relevant publicity activities, and enhance the standards and external competitiveness of Hong Kong’s professional services.

     The maximum grant under the PASS for each approved project is 90 per cent of the total eligible project cost or $3 million, whichever is lower. A wide range of professional services, such as accounting, legal and dispute resolution, architecture, engineering, healthcare, information and communications technology, design and technical testing and analysis, are eligible for the PASS. Sector-specific projects and cross-sectoral projects are both welcome. Expenses directly incurred for implementing a project, such as manpower costs, venue and set-up costs, production and promotion costs, and the project team and active participants’ travel and accommodation costs outside Hong Kong, are typically eligible for funding support under the Scheme. Funding support may also be provided for travel and accommodation costs incurred by participants of relatively longer professional internship or attachment programmes outside Hong Kong which are funded by PASS.

     As announced in “The Chief Executive’s 2020 Policy Address”, funding of $50 million will be set aside under PASS to subsidise major professional bodies to participate in activities organised by the Government, the Hong Kong Trade Development Council and overseas Economic and Trade Offices after the pandemic situation has stabilised, with a view to stepping up the promotion of Hong Kong’s competitive edge and professional services to the Mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area and overseas markets. Professional bodies may also make use of the PASS funding to organise their own activities.

     Up to the end of February 2021, more than 60 projects had been funded under the PASS, including activities in and outside Hong Kong. The activities include capacity-building programmes for enhancing the standards of local professionals, such as training programmes, workshops and study tours; outreach and promotional activities for showcasing the strengths of Hong Kong’s professional services, such as roadshows, promotional seminars and participation in exhibitions outside Hong Kong; exchange activities for deepening interaction between Hong Kong professionals and their external counterparts, such as visits to other economies, and international conferences and seminars held in Hong Kong; and research projects on potential external markets for Hong Kong professional services and development of best practice guidelines and manuals for professionals. In view of the latest pandemic situation, suitable flexibility will be provided to grantees for implementing their projects.      The PASS receives applications all year round and they are processed on a quarterly basis. The deadline for the new round of applications is May 31, 2021.
