DGCA visits Guangzhou (with photos)

     The Director-General of Civil Aviation (DGCA), Mr Victor Liu, visited Guangzhou on May 10 and 11 and paid courtesy calls on counterpart units to conduct exchanges on the latest developments in civil aviation and various other fields, and to further reinforce close co-operation with the counterparts.
 
     During his visit to Guangzhou, Mr Liu called on the Director-General of the Central and Southern Regional Administration of the Civil Aviation Administration of China (CAAC), Mr Ma Bing; the Director-General of the Middle-South Regional Air Traffic Management Bureau of the CAAC, Mr Nie Jianxiong; the Secretary of the Party Committee of the Nanhai Rescue Bureau of the Ministry of Transport of the People’s Republic of China (PRC), Mr Li Zhiqiang; and the Secretary of the Party Committee of the Guangzhou Salvage Bureau of the Ministry of Transport of the PRC, Mr Zhang Yongqiang. Mr Liu exchanged views with them on various topics, including aviation development in the Greater Bay Area, air traffic management and collaboration, as well as aeronautical search and rescue co-operation. They also looked into ways to foster closer co-operation to grasp the opportunities presented by the National 14th Five-Year Plan, with an aim to jointly promote the high-quality development of the civil aviation industry.
 
     Accompanying Mr Liu to Guangzhou were the Assistant Director-General of Civil Aviation (Flight Standards), Miss Clara Wong, and the Assistant Director-General of Civil Aviation (Air Traffic Management), Mr Tommy Au Yeung.
 
     Mr Liu will return to Hong Kong tonight (May 11).

First-stage consultation on enhancing Statutory Minimum Wage review mechanism to end on April 24

The following is issued on behalf of the Minimum Wage Commission:
 
     The Minimum Wage Commission (MWC) today (April 18) reminded the public that the first-stage consultation on enhancing the review mechanism of the Statutory Minimum Wage will end on April 24.
      
     The MWC launched a four-week first-stage consultation on March 28. The public is welcome to give views by e-form on the MWC’s website, email (mwc@labour.gov.hk), fax (2110 3518) or post (Minimum Wage Commission, 1/F, Harbour Building, 38 Pier Road, Central), on or before April 24. SFST attends Innovate Finance Global Summit in London, UK (with photos)

     The Secretary for Financial Services and the Treasury, Mr Christopher Hui, yesterday (April 17, London time) attended the Innovate Finance Global Summit (IFGS) 2023 in the City of London. The two-day summit, with Invest Hong Kong as one of the major support institutions this year, welcomes about 2 000 attendees from the financial services and fintech ecosystem from around the world to look into crucial issues facing the sector now and in years to come.

     Mr Hui joined the fireside chat at the IFGS entitled “The Rise of IFC 3.0 through Virtual Assets & Web3 – the Roadmap of Hong Kong”. He pointed out that Hong Kong has always been open and inclusive towards the global community of innovators engaging in virtual assets (VA) businesses, and the Policy Statement on Development of Virtual Assets in Hong Kong issued in October last year could provide a facilitating environment for promoting sustainable and responsible development of the VA sector. He informed the audience about Hong Kong’s latest legislative work to establish a licensing regime for VA service providers, under which licensed exchanges must comply with the anti-money laundering and counter-terrorist financing requirements as well as the regulatory requirements on investor protection.

     To accelerate the development of the Web3 ecosystem, Mr Hui said, the Hong Kong Special Administrative Region Government in the 2023-24 Budget has earmarked HK$50 million to organise major international conferences and events, facilitating industries and enterprises’ understanding of cutting-edge developments and promoting cross-sector business collaboration in Web3.

     Yesterday, Mr Hui met with the Chairman of Z/Yen Group, Professor Michael Mainelli, and the Chief Executive Officer of Z/Yen Group, Mr Mike Wardle. Mr Hui welcomed the continued recognition from the group for Hong Kong’s advantages as a leading global financial centre in the Global Financial Centres Index Reports over the years, saying that Hong Kong will keep on listening to views and take forward reforms to strengthen Hong Kong’s capital market. 

     Mr Hui also met with the Chief Executive Officer of Man Group, Mr Luke Ellis. A global active investment firm, Man Group manages about US$140 billion for their clients worldwide. Mr Hui shared during the meeting that Hong Kong is the only place in the world where the China and the global advantages converge in a single city, and such a unique convergence allows Hong Kong to be the Mainland’s gateway to the world’s financial markets and investors. 

     Mr Hui will continue his visit in London, the UK, on April 18.

Pamela Youde Nethersole Eastern Hospital announces passing away of patient in waiting area of Accident and Emergency Department

The following is issued on behalf of the Hospital Authority:

     The spokesman for Pamela Youde Nethersole Eastern Hospital made the following announcement today (April 17) regarding the passing away of a patient in the waiting area of the Accident and Emergency (A&E) Department:

     A 58-year-old female patient with chronic diseases attended the A&E last night (April 16) at around 11pm due to fever and cough. Medical assessment was conducted for the patient at 11.15am today and further examinations were arranged. The patient was in stable condition.

     At around 12.30pm, healthcare staff prepared to transfer the patient for further examinations. The patient was called in the waiting area and via Public Address System, but in vain. At around 1.45pm, the patient was called again via the Public Address System, but still in vain. At 4.30pm, the patient was found unresponsive inside the accessible toilet in the A&E’s waiting hall. Resuscitation was performed immediately. The patient was certified dead at 5.06pm.

     The hospital met the patient’s family members today to explain the details of the incident and expressed condolences to family members. The hospital will offer the necessary assistance to family members.

     The hospital is very concerned about the incident and has reported to the Hospital Authority Head Office via the Advance Incident Reporting System. The case will be reported to Coroner to follow up. read more

Buildings Department to issue investigation order regarding concrete spalling at ceiling of restaurant in Fanling

     In response to an incident of the collapse of false ceiling due to concrete spalling at the ceiling of a restaurant at G/F, Avon Mall in Fanling, a spokesman for the Buildings Department (BD) today (April 17) said that the department will issue an investigation order to the concerned owner under the Buildings Ordinance requiring the appointment of an Authorized Person to conduct an investigation of the condition of the concerned concrete slabs, and to submit a report on the investigation and proposed repair works.

     Upon receiving a notification from the Fire Services Department in the morning of April 17 about the collapse of false ceiling in a restaurant at G/F, Avon Mall in Fanling, BD officers were deployed for a site inspection. Officers at the scene found that part of the false ceiling in the restaurant had collapsed due to concrete spalling from the ceiling slab above. No obvious danger to the overall building structure was noted.

     The BD immediately required the concerned owner’s representative and property management company of the building to take remedial actions. The concerned property management company had fenced off the affected area and the concerned restaurant closed for business. The BD will continue to closely monitor the case to ensure that the investigation order will be followed up properly.

     The spokesman for the BD stressed that property owners are responsible for the building safety and maintenance of their properties, and should arrange regular inspections and carry out timely maintenance. The Government will offer assistance and support to owners and take enforcement actions to tackle dilapidation of buildings to ensure public safety. read more
