The following is issued on behalf of the Hong Kong Monetary Authority: 

     â€‹The Chief Executive of the Hong Kong Monetary Authority, Mr Eddie Yue, today (June 24) was deeply saddened to learn of the passing of Sir Yang Ti-liang.

     Sir Ti-liang was the Chairman of the Exchange Fund Investment Limited from 1998 to 2002, responsible for managing the share portfolio acquired by the Exchange Fund during the market operation in 1998.

     “During his tenure as the Chairman of the Exchange Fund Investment Limited (EFIL), Sir Ti-liang led the EFIL in successfully completing the Exchange Fund’s Hong Kong equity disposal programme, and made valuable contributions to establishing the management mechanism of the Tracker Fund of Hong Kong. On behalf of the Hong Kong Monetary Authority, I extend my deepest condolences to Sir Ti-liang’s family,” Mr Yue said. read more

The following is issued on behalf of the Legislative Council Secretariat:
 
     The President of the Legislative Council (LegCo), Mr Andrew Leung Kwan-yuen, is deeply saddened over the passing of former Chief Justice, Sir Yang Ti-liang.
 
     Mr Leung said that Sir Ti-liang was a leader highly respected by the judicial and the Hong Kong community. During his tenure as the Chief Justice and his membership of the Law Reform Commission of Hong Kong, Sir Ti-liang made significant contributions to the development of Hong Kong’s Common Law system. Since the establishment of the Hong Kong Special Administrative Region, his active participation in community affairs, in the development of Hong Kong’s tertiary education and charitable affairs in particular, was evident in his appointments to numerous public service roles by the Government.
 
     On behalf of all LegCo Members, Mr Leung extended his deepest condolences to Sir Ti-liang’s family. read more

     The Secretary for Justice, Mr Paul Lam, SC, today (June 24) was saddened by the passing of former Chief Justice Sir Yang Ti-liang, and expressed his deepest condolences to his family.

     Mr Lam said, “I was greatly saddened to learn that Sir Ti-liang has passed away. The news of his death was received by all in the Department of Justice with great sorrow. Sir Ti-liang was the first local Chief Justice before Hong Kong’s return to the motherland. He had offered 40 years of service to the Judiciary of Hong Kong with outstanding achievements and was held in high regard in the legal sector. He had always been dedicated to public service and promoting the development of law and order and the higher education in Hong Kong, making significant contributions to upholding the rule of law and to Hong Kong.”

     Mr Lam said that Sir Ti-liang had made profound contributions to the Hong Kong judicial sector. He would be dearly missed by the legal sector and the society. read more

The following is issued on behalf of the Judiciary:
 
    The Chief Justice of the Court of Final Appeal, Mr Andrew Cheung Kui-nung, today (June 24) expressed deep sadness over the passing of Former Chief Justice Sir Yang Ti-liang.
 
    “Sir TL served as the Chief Justice from 1988 to 1996. He was the first Chinese to hold the most senior post in the Judiciary. He made tremendous contributions to upholding the rule of law and judicial independence in Hong Kong. A great jurist of his time, he led the Judiciary with dedication and vision, particularly in its localisation in preparation for Hong Kong’s return to the motherland,” Chief Justice Cheung said.
 
    Sir TL was born in Shanghai in 1929. He was called to the English Bar at Gray’s Inn in 1954, and was appointed a Magistrate in Hong Kong in 1956. He was made a District Judge in 1968 and appointed a Judge of the High Court in 1975. He was elevated to the Court of Appeal in 1980 and served as Chief Justice from 1988 to 1996. He was awarded the Grand Bauhinia Medal in 1999 for his distinguished public service and his outstanding contributions to the development of law and order and higher education in Hong Kong.
 
    “Sir TL’s legacy as head of the Judiciary is rich and substantial, and he will be remembered with great respect and affection. On behalf of the Judiciary, I would like to extend my deepest condolences to his family,” Chief Justice Cheung said. read more

     The Secretary for the Civil Service, Mrs Ingrid Yeung, will lead a delegation of more than 20 Permanent Secretaries and Heads of Departments to Beijing and Zhejiang Province tomorrow (June 25) for a study programme and duty visit.

     In the light of the full resumption of normal travel between Hong Kong and the Mainland, and the full resumption to normalcy of society, the Hong Kong Special Administrative Region (HKSAR) Government has been actively striving the early organisation of a delegation of Permanent Secretaries and Heads of Departments to study, train and pay visits on the Mainland following the one in 2018. This group study activity, which has the largest number of participants ever, is of great significance and sets a good example to the civil service in attaching great importance to national studies.

     The trip aims to enable the most senior colleagues in the civil service of the HKSAR Government to reinforce their understanding of the country’s important policies and future development strategies through the study programme and duty visit, which will help them formulate and implement policies and initiatives to foster Hong Kong’s integration into national development.

     The delegation will attend national studies at the National Academy of Governance in Beijing, and proceed to Zhejiang Province for duty visit on June 27 to obtain a deeper understanding of the practical experience of grassroots governance and common prosperity, as well as the preparatory work for the upcoming Hangzhou Asian Games.

     The delegation will depart Hangzhou for Hong Kong on June 30. read more
