     The Buildings Department (BD) carried out a site inspection on June 26 on the development at High West, 142 Pokfulam Road, in view of the defects in some of the reinforced concrete elements including the appearance of honeycombed concrete, which revealed quality problems.

     According to the BD’s on-site inspection, some of the reinforced concrete elements on LG3/F, LG2/F and LG1/F of the Staff Quarters No. 1 of the project were found to be defective. No obvious structural danger was however noted by the staff of the BD.

     The registered structural engineer (RSE) of the project explained to the staff of the BD on site that during the gradual removal of the formwork of the concrete elements by the registered contractor (RC) from end of April to early June this year, the technically competent persons (TCPs) appointed by the RSE found that some of the concrete elements were of defective quality. The TCPs then completed the “Non-conformity and Rectification Report” (Form B) in accordance with the requirements of the Code of Practice for Site Supervision. For those concrete elements with relatively minor and small extent of defects, the RC had carried out the rectification works including the removal of defective parts and carrying out patch repair to the concrete, with the consent and under the supervision of the RSE. For those concrete elements with larger extent of defects, the RC has submitted a remedial proposal to the RSE and the rectification works will only be commenced after obtaining the consent of the RSE and will be carried out under his supervision.

     The BD said that the Government attaches great importance to the safety and quality of building works. In so far as private development projects are concerned, the BD, by virtue of the Buildings Ordinance (BO) (Cap. 123), requires the registered building professionals (including (RSE)) and RC responsible for the building works to properly supervise the works so as to ensure that the works are carried out in accordance with the BO and its subsidiary regulations, approved plans of the works concerned and any orders made or conditions imposed by the Building Authority (BA) under the aforementioned legislation, including compliance with the required standards.

     According to the Code of Practice for Site Supervision, if any non-conformities are found by the registered building professionals, the RC or their TCPs during construction, the non-conformities should be rectified according to the relevant procedures of the established mechanism. The BA should also be notified if any non-conformities pose an imminent danger.

     The BD considered that the current regulatory and supervision system is effective in that the RSE and his appointed TCPs had identified the non-conformities and timely required the RC to carry out the rectification works. Nevertheless, the BD has requested the RSE to submit an incident report on the above irregularities together with the improvement measures that have been implemented to prevent reoccurrence of similar incidents.

     The BD will continue to monitor the implementation of the rectification works. 

     Furthermore, the RC responsible for the development of High West is Aggressive Construction Company Limited. The BD would follow the established procedures and consider the performance of the RC in different projects as well as consulting the Contractors Registration Committee in processing its application for renewal of registration. read more

  The National Security Department of the Hong Kong Police Force yesterday afternoon (June 26) conducted an enforcement operation and arrested a 63-year-old man in Tsim Sha Tsui for suspected of “doing an act or acts with seditious intention”, contravening Section 9 and 10 of the Crimes Ordinance (Cap. 200).

    Investigation revealed that the arrested man was suspected of repeatedly publishing posts with seditious intention on social media platforms, including content which incited the overthrow of the Central Authorities, provoked hatred towards the Central Authorities and the Government of the Hong Kong Special Administrative Region, advocated “Taiwan independence” and “Hong Kong independence” and desecrated the national flag and national anthem. The arrested person is being detained for further enquiries.

     Besides, Police conducted searches at the arrested man’s residence and office with a court warrant. Some electronic communication devices which were used to publish seditious messages were seized. Police remind members of the public that “doing an act or acts with seditious intention” is a serious crime. Offenders shall be liable upon conviction to imprisonment for two years on first conviction. Members of the public are urged not to defy the law. read more

     â€‹A delegation of Permanent Secretaries and Heads of Departments of the Hong Kong Special Administrative Region (HKSAR) Government for study and duty visit formally started their study programme at the National Academy of Governance (NAG) this morning (June 26). The Director of the Hong Kong and Macao Affairs Office of the State Council (HKMAO), Mr Xia Baolong, had a meeting with the delegation participants this afternoon.
      
     The Executive Vice President of the NAG in charge of daily operations, Mr Xie Chuntao, and Deputy Director of the HKMAO Mr Wang Linggui, attended and delivered speeches at the opening ceremony for the study programme, marking the resumption of the study programme for the most senior colleagues in the civil service of the HKSAR Government since 2018.
      
     The leader of the delegation, the Secretary for the Civil Service, Mrs Ingrid Yeung, said Hong Kong is now in a new phase of advancing from stability to prosperity. The civil service is the backbone of the HKSAR Government, while Permanent Secretaries and Heads of Departments are the core of the civil service of the HKSAR Government. It is most timely for them to come to the NAG to receive training at this critical period and she hoped that the participants will seize this learning opportunity.
      
     She added that the NAG’s training could reinforce the participants’ understanding of the country’s important policies and future development strategies, helping them formulate and implement future policies and initiatives and obtain a deeper understanding on how Hong Kong can better integrate into national development.
      
     After the ceremony, vice-dean of National Security College at National Defense University of the People’s Liberation Army, Major General Tang Yongsheng, and academician of the Chinese Academy of Engineering and chief designer of the space station system of the China Manned Space Program, Mr Yang Hong, gave lectures to the participants on national security and the national manned space programme respectively.
      
     Meanwhile, Deputy Director of the HKMAO Mr Wang Linggui, delivered a lecture on Chinese-style modernisation to the Permanent Secretaries and Heads of Departments of the HKSAR Government.
      
     The Secretary for the Civil Service yesterday led a delegation of more than 20 Permanent Secretaries and Heads of Departments of the HKSAR Government to Beijing and Zhejiang Province for a six-day study and duty visit. This arrangement was made after the full resumption of normal travel between Hong Kong and the Mainland and the full resumption to normalcy of society for Permanent Secretaries and Heads of Departments to study on the Mainland following the one in 2018. It also has the largest number of participants ever.
      
     The delegation will continue the study at the NAG tomorrow morning, and depart for Zhejiang Province for duty visit tomorrow afternoon.

     The Chief Executive, Mr John Lee, attended the Opening Ceremony of Hong Kong & Macao – Zhejiang Week & Zhejiang and Hong Kong Cooperation Theme Forum 2023 in Hong Kong today (June 26). At the opening ceremony, Mr Lee, and the Secretary of the CPC Zhejiang Provincial Committee, Mr Yi Lianhong, jointly witnessed the signing of a number of co-operation agreements between Zhejiang and Hong Kong for promoting complementarity and mutual benefits and achieving high-quality development of the two places.
      
     Mr Lee said that for a long time, Hong Kong and Zhejiang Province have had close relations and frequent exchanges. Under the overall layout of the country, both Zhejiang and Hong Kong play important and unique roles. Zhejiang Province has huge development potential and is the important province of the Yangtze River Delta; Hong Kong is a promoter of domestic and international dual cycles and possesses the unique advantage of “one country, two systems”. Through strengthening co-operation further, both sides would definitely achieve complementarity and mutual benefits, and jointly contribute to the development of the country.

     Encourage Zhejiang enterprises to continue to make full use of different financing channels in Hong Kong’s financial market, including listing in Hong Kong, issuing bonds, etc., and using Hong Kong’s financial services to “go global”; give full play to the role of Hong Kong’s capital market in serving the country’s economy and boosting technological innovation, and encourage Zhejiang enterprises to use Hong Kong as a platform for refinancing, merger and acquisition, and restructuring; encourage Zhejiang fintech enterprises and financial institutions to set up offices in Hong Kong and co-operate with Hong Kong fintech enterprises.
 
     Promote Hong Kong’s green and sustainable finance grant scheme and Hong Kong’s advantages as the preferred financing platform; both sides will further co-operate closely in the construction of the carbon emission rights market system, and jointly help the country achieve the goal of carbon neutrality.
 
     Support Zhejiang enterprises to set up treasury centres in Hong Kong to centrally manage overseas treasury business and improve risk management and control; encourage Zhejiang entrepreneurs to set up family offices in Hong Kong; support the financial sector of the two places to hold financial forums and investment promotion activities to promote exchanges and co-operation in finance.
 
Innovation and Technology

     Strengthen exchanges and co-operation in innovation and technology, using the advantageous areas and key industries of the two places to realise complementary advantages and facilitate the transformation and realisation of research and development outcomes; support universities, scientific research institutions, and innovative enterprises of the two places to jointly build international technology co-operation platforms; support the strengthening of co-operation of both sides in the area of digitalisation and encourage digital enterprises in Zhejiang to set up research and development centres or laboratories in Hong Kong.
 
     Explore the establishment of a joint training mechanism for science and technology talents, and attract international high-tech talents; support the exchange of young researchers of the two places.
 
Trade and Investment

     Support Hong Kong-funded enterprises to set up offices in Zhejiang, explore specific co-operation mechanisms, and carry out regular investment promotion activities; support co-operation of the two places in the areas of exhibition economy, international trade, digital trade, and e-commerce, etc. Take advantage of the open platform provided by the China (Zhejiang) Pilot Free Trade Zone, explore the safe and orderly flow of data between Zhejiang and Hong Kong, and carry out pilot projects integrating the uniqueness of Hong Kong enterprises and Zhejiang-Hong Kong co-operation.
 
     Explore co-operation in publicity and organising seminars on intellectual property publicity between Zhejiang and Hong Kong, and promote intellectual property commercialisation and intellectual property trading; support delegations of Hong Kong chambers of commerce, professional associations and enterprises to visit Zhejiang to share Hong Kong’s experience in modern service industries and enhance the professional standard of modern service industries in Zhejiang.

     Strengthen the airport co-operation between Hong Kong and Zhejiang; continue to deepen the joint venture co-operation between Hangzhou Airport and the Hong Kong Airport Authority; support Zhejiang Airport to establish an international aviation innovation co-operation platform in Hong Kong. Make full use of the advantages of Hong Kong’s world-class international aviation hub to promote the high-quality development of Zhejiang’s aviation economy.
             
     Strengthen the personnel exchanges between Hong Kong and Zhejiang airports, and provide training related to airport management to Zhejiang airport personnel through the Hong Kong International Aviation Academy.
 
Education

     Strengthen exchanges and co-operation in higher education personnel training, teacher exchanges, and academic research. Support Hong Kong and Zhejiang higher education institutions for co-operation integrating their respective strong disciplines.
      
     Encourage schools in the two places to form a sister school pairs to facilitate exchanges between teachers and students; support vocational schools and enterprises in the two places to carry out projects such as joint student training and school-enterprise co-operation.
 
Youth Exchange

     Promote exchanges between Zhejiang and Hong Kong youths, enhance mutual understanding between youths of the two places, and provide support to Hong Kong youths studying, taking up internships and working in Zhejiang.

     Support and promote the Hong Kong Youth Internship Programme, encourage Zhejiang enterprises to provide more internship places for Hong Kong youth; support Hong Kong youth to start businesses in Zhejiang, and jointly establish the Zhejiang, Hong Kong and Macao Youth Talent Service Center; strengthen the liaison between youth associations in the two places.
 
Culture and Tourism

     Actively support various arts groups, education institutions and cultural institutions in Zhejiang and Hong Kong to conduct exchanges and performances, and encourage young artists to carry out exchanges and co-operation.

     Support the development of creative industries in the two places; co-operate with the Hong Kong industry to develop “Zhejiang + Hong Kong” tourism product routes, improve service quality, and jointly formulate marketing plans for related products.
 
Exchange of Talents and Civil Servants

     Both sides work together to improve the facilitation policy for talent exchanges, encourage talent exchanges in various industries, and support eligible talents with overseas professional qualifications to provide services in the Zhejiang Pilot Free Trade Zone.

     Through the “Talent Engage”, the “Dedicated Team for Attracting Businesses and Talents” set up by the Mainland Offices of the Government of the Hong Kong Special Administrative Region (HKSAR) and facilitation of entry, Hong Kong encourages qualified talents and professionals from Zhejiang to work in Hong Kong.
      
     With the co-ordination of the Hong Kong and Macao Affairs Office of the State Council, both sides continue to promote exchanges between civil servants in Zhejiang and Hong Kong, and share management experience and professional knowledge in public services.
 
Health, Hygiene and Chinese Medicine

     Promote regular exchanges on health between Hong Kong and Zhejiang, and support Hong Kong service providers in setting up medical institutions in accordance with the law in Zhejiang; support exchanges between the two places on biomedical applications, treatment options for major diseases and effectiveness of clinical application of drugs, and promote exchanges and co-operation in the medical area between the two places. Accelerate academic and talent exchanges in Chinese medicine between the two places, and strengthen co-operation in the field of international standardisation of Chinese medicine.

     At the meeting, the Chief Secretary for Administration, Mr Chan Kwok-ki, and Vice Governor of Zhejiang Provincial People’s Government, Mr Lu Shan, signed the “Co-operation Agreement between the Government of the Hong Kong Special Administration Region and the People’s Government of Zhejiang Province to jointly promote high-quality development”.      In addition, three co-operation agreements were signed by government departments and an organisation of the two places:
 

• “Co-operation Memorandum between Department of Education of the People’s Government of Zhejiang Province and Education Bureau of the Government of the Hong Kong Special Administrative Region”;
• “Co-operation Memorandum between Department of Commerce of the People’s Government of Zhejiang Province and InvestHK of the Government of the Hong Kong Special Administrative Region”; and
• “Co-operation Memorandum between Hangzhou Municipal People’s Government and The Hong Kong Jockey Club on the development of equine sports.”

     Hong Kong Customs yesterday (June 25) detected an incoming passenger drug trafficking case at Hong Kong International Airport and seized about 14 kilograms of suspected cocaine with an estimated market value of about $15 million.
      
     A 42-year-old female passenger arrived in Hong Kong from Kuala Lumpur, Malaysia, yesterday. During customs clearance, Customs officers found 38 boxes of agar-agar powders in her two checked-in carton boxes. Each box of agar-agar powders contained suspected cocaine, weighing about 14kg in total. The woman was subsequently arrested.
      
     The arrested woman has been charged with one count of trafficking in a dangerous drug. The case will be brought up at the West Kowloon Magistrates’ Courts tomorrow (June 27).
      
     Following the resumption of normal travel and exchanges with the Mainland and other parts of the world, the number of visitors to Hong Kong has also been increasing steadily. Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.
      
     Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.
