     The Chief Executive, Mr John Lee, led a Hong Kong Special Administrative Region (HKSAR) delegation to arrive at Vientiane, the capital of Laos, this afternoon (July 28) and commence the visit programme in three countries (Laos, Cambodia and Vietnam) of the Association of Southeast Asian Nations (ASEAN).
           
     Upon arrival in Vientiane, Laos, Mr Lee attended a dinner hosted by the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Lao People’s Democratic Republic, Ms Fang Hong. Mr Lee expressed his gratitude to Ambassador Fang and the Embassy for the support to the HKSAR Government and the thoughtful arrangements for this visit. He also thanked the Embassy for its continuous care and assistance to Hong Kong people in Laos and Hong Kong enterprises investing in Laos.
      
     Noting that Hong Kong and Laos have good prospects for economic and trade co-operation, Mr Lee said that the HKSAR Government will continue to explore room for co-operation and promote cultural exchanges between the two places, and introduce Hong Kong’s advantages and development opportunities in Laos and other ASEAN countries, telling Hong Kong’s good stories.
      
     Mr Lee and the delegation tomorrow (July 29) will meet with local government and business leaders. They will also visit a school, an enterprise and a railway project.            read more

     The Multicultural Carnival in Celebration of the 27th Anniversary of the Establishment of the Hong Kong Special Administrative Region (HKSAR) cum Kick-off Ceremony for Ethnic Minority Care Teams, organised by the Home Affairs Department and Radio Television Hong Kong, was held today (July 28). The Chief Secretary for Administration, Mr Chan Kwok-ki, and the Secretary for Home and Youth Affairs, Miss Alice Mak, officiated at the ceremony, announcing the official launch of the first eight Ethnic Minority Care Teams, while sharing with the ethnic minority community the joy of the 27th anniversary of Hong Kong’s return to the motherland. 

     Speaking at the ceremony, Mr Chan said that the Government spares no effort in building an inclusive and caring society. The Chief Executive, in his Policy Address last year, announced a series of new support measures. Among those measures are the setting up of Ethnic Minority Care Teams, and two additional support service centres for ethnic minorities. Mr Chan said that the Care Teams will visit ethnic minority households and stay in touch with them. Besides keeping them posted on the latest Government information, the Care Teams will proactively find out and fulfil their needs with relevant services. If necessary, the Care Teams can also refer them to relevant government departments or organisations for follow-up. 

     He also said the Government was pressing ahead with setting up two additional support service centres for ethnic minorities, one in Kowloon Central and the other in the New Territories East, bringing the total to 10. The two new centres, along with two more dedicated Care Teams, are expected to come into service by year’s end.

     Mr Chan also expressed gratitude towards the Central Government for its recently announced measure for non-Chinese Hong Kong permanent residents to apply for designated Mainland travel permits. The new measure can facilitate ethnic minorities with the permits to visit the Mainland for sightseeing or business purposes, and enjoy self-service clearance at Mainland control points. District Offices of the relevant districts, Ethnic Minority Care Teams, and support service centres for ethnic minorities will carry out relevant publicity and provide assistance in making applications.

     Other officiating guests were the Permanent Secretary for Home and Youth Affairs, Ms Shirley Lam; the Under Secretary for Home and Youth Affairs, Mr Clarence Leung; the Director of Home Affairs, Mrs Alice Cheung; the Director of Broadcasting, Mr Eddie Cheung, and representatives from non-governmental organisations responsible for operating the support service centres for ethnic minorities.

     The Multicultural Carnival in Celebration of the 27th Anniversary of the Establishment of the HKSAR started after the ceremony, bringing the audience stellar performances of different ethnic groups that included dancing, musical instrument and martial arts. There were also game booths featuring ethnic minority cultures for the public to appreciate these diverse components of Hong Kong, helping visitors learn to build a caring and inclusive community.

     After the ceremony, Mr Chan and Miss Mak visited an ethnic minority family living in Kwai Chung to understand their daily lives and needs, and introduce the roles and services of the Ethnic Minority Care Teams. Mr Chan and Miss Mak then visited a support service centre for ethnic minorities, the LINK Centre in Kwai Chung, to observe the activities organised by the Centre, including language classes, youth activities, drawing workshops and cooking classes. 

     The support service centres for ethnic minorities and Ethnic Minority Care Teams will work together and strive to provide caring services and organise various activities for ethnic minority residents, with the ultimate aim of building a more harmonious and inclusive Hong Kong.

Distinguished guests, ladies and gentlemen,
 
     A warm welcome to our multicultural carnival and kick-off ceremony for Ethnic Minority Care Teams. 
      
     Hong Kong has long been a vibrant multicultural metropolis, which more than 300 000 ethnic minority residents call home. Not only have they enriched our city’s cultural diversity, but they have also contributed to its development in many ways.
      
     The Hong Kong SAR (Special Administrative Region) Government spares no effort in building a caring and inclusive society. Our support for ethnic minorities is wide-ranging – from education and employment to welfare, healthcare and community integration. 
      
     The Chief Executive, in his Policy Address last year, announced a series of new support measures. They include setting up dedicated Care Teams, and additional support service centres, for ethnic minorities.
      
     To that end, I am pleased to announce that eight Ethnic Minority Care Teams will be set up today. They will underpin the services provided by the eight existing government-funded support service centres for ethnic minorities. 
      
     The Care Teams will visit ethnic minority households and stay in touch with them. Besides keeping them posted on the latest government information, the Care Teams will proactively find out and fulfil their needs with relevant services. If necessary, the Care Teams can also refer them to relevant government departments or organisations for follow-up. 
      
     Meanwhile, our Government is setting up two additional support service centres for ethnic minorities – one in Kowloon Central, the other one in New Territories East – bringing the total to ten. We expect the two new centres, along with two more dedicated Care Teams, will come into service by year’s end.
      
     With 10 centres in place by then, we will be able to cover all the major districts of ethnic minority communities in Hong Kong. In those centres, ethnic minorities can enjoy holistic support, which covers orientation programmes, language and after-school tutorials, community integration workshops, youth activities, counselling services, and much more. 
      
     All in all, we are always here for members of our city’s ethnic minorities, helping them unleash their potential and realise their dreams.
      
     And our support for ethnic minorities goes beyond Hong Kong. We are grateful for the Central Government’s recently announced measure for non-Chinese Hong Kong permanent residents – many ethnic minority residents included – to apply for designated Mainland travel permits (Mainland Travel Permits for Hong Kong and Macao Residents (Non-Chinese Citizens)). 
      
     With these permits, they can easily go to the Mainland for tourism or business, enjoying self-service clearance and greater clearance efficiency at Mainland control points. 
      
     The measure has been well received by ethnic minorities, I am pleased to say. Our Kowloon City and Yau Tsim Mong District Offices have organised designated sessions to help them apply for permits. Looking ahead, our dedicated Care Teams, and their affiliated support service centres, will also provide the necessary support.
      
     Ladies and gentlemen, today’s carnival presents a variety of cultural performances and interactive game booths to celebrate the 27th anniversary of the establishment of the Hong Kong SAR. I am sure you will enjoy it.
