Winning entries of “Love our Country, Love Hong Kong, Love our Community” Mascot and Logo Design Competitions announced

     The “Love our Country, Love Hong Kong, Love our Community” Mascot and Logo Design Competitions, organised by the Working Group on Patriotic Education (WGPE) under the Constitution and Basic Law Promotion Steering Committee, have concluded. The results were announced today (August 23).
      
     The two competitions on mascot and logo design, with primary, secondary and tertiary sections, ran from May 30 to July 15. There were also the Most Supportive School Awards. Adjudicators comprised members of the WGPE and professional designers. The list of awardees is provided in the Annex.
      
     The Convenor of the WGPE, Ms Starry Lee, officiated at the award presentation ceremony today. WGPE Media Publicity Sub-group members Mr Lee Luen-fai, Ms Cally Kwong and Mr James Li; WGPE Local Community Sub-group member Mr Stanley Choi; and the Director of Information Services, Mrs Apollonia Liu, also attended the ceremony to show appreciation to the participating students for their support.
      
     Ms Lee praised the participants for submitting creative and unique works in different styles, reflecting their appreciation of and enthusiasm for “Love our Country, Love Hong Kong, Love our Community”. She said she firmly believes that through the creative process, the students have gained a deeper understanding of their home and country, and their sense of national belonging and national identity has also been enhanced.
      
     She added that the WGPE will continue to step up publicity efforts. Creative concepts from these quality works will be incorporated into promotional materials, so that the message of “Love our Country, Love Hong Kong, Love our Community”, as reflected in the students’ designs, will reach across the community and create impacts on people’s daily lives.
      
     With the theme of “Love our Country, Love Hong Kong, Love our Community”, the mascot and logo design competitions aimed to enhance awareness and sense of patriotism among the youth, and promote mainstream values characterised by patriotism with affection for the country and Hong Kong, and in conformity with the principle of “one country, two systems”. The competitions were administered by the Hong Kong Ta Kung Wen Wei Media Group. All winners were awarded certificates. The champion, first runner-up and second runner-up were also awarded annual passes to the Hong Kong Palace Museum. read more

HKSAR Government to hold seminar on promotion of spirit of Third Plenary Session of 20th CPC Central Committee

     The Central Government is showing its staunch support for the Hong Kong Special Administrative Region (HKSAR) by sending a publicity delegation to Hong Kong to speak on the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC Central Committee), upon the invitation of the HKSAR Government. The HKSAR Government will hold a seminar to promote the spirit of the Third Plenary Session of the 20th CPC Central Committee to people from various sectors of the community at the Hong Kong Convention and Exhibition Centre, Wan Chai, on the afternoon of August 26 (Monday). The keynote speakers of the delegation include the Vice-chairperson of the Constitution and Law Committee of the National People’s Congress and Chairman of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, Mr Shen Chunyao, and the Secretary of the CPC Leadership Group of the Ministry of Commerce of the People’s Republic of China and Minister of Commerce, Mr Wang Wentao. 

     “In addition to leading the country towards Chinese modernisation and high-quality development, the Third Plenary Session of the 20th CPC Central Committee is also crucial to the long-term development of Hong Kong and the well-being of her people. All citizens of Hong Kong should learn and embrace the spirit of the Third Plenary Session,” a Government spokesman said.

     The seminar will be broadcast from 3pm to 5.30pm on that day on a government website (webcast.info.gov.hk) and the Facebook page of the Constitutional and Mainland Affairs Bureau (www.facebook.com/cmab.gov.hk). Major local television will also broadcast the seminar. The full version of the seminar will also be uploaded to the website of the Constitutional and Mainland Affairs Bureau (www.cmab.gov.hk/en/home/index.htm).

     “It is an invaluable opportunity to have the delegation speak on the spirit of the Third Plenary Session of the 20th CPC Central Committee in Hong Kong. Tenders invited for site formation and infrastructure works at Kwu Tung North New Development Area

     The Civil Engineering and Development Department (CEDD) today (August 23) gazetted a notice to invite tenders for the contract for Kwu Tung North New Development Area, Remaining Phase: Site Formation and Infrastructure Works (North) (Contract No. ND/2024/02). The closing time for the tender is noon on November 1.

     The works mainly include:

  • site formation of lands (including site clearance and land decontamination works) and ground investigation within Kwu Tung North New Development Area (KTN NDA);
  • construction of at-grade roads within KTN NDA;
  • construction of noise barriers and low noise road surfacing; and
  • ancillary works including footpaths, cycle tracks, lighting, traffic aids, drainage, sewerage, water mains, district cooling mains, landscaping works, slope works, flood prevention works and electrical and mechanical works.

     The works are scheduled to commence in March 2025 and will take about 63 months to complete.

     The CEDD has commissioned AECOM Asia Company Limited to design and supervise the works.  Interested contractors can download the tender forms and other particulars from the e-Tendering System (e-TS). Tenderers must submit tenders in electronic format via the e-TS.

Adjustment in ceiling prices for dedicated LPG filling stations in September 2024

     â€‹The Electrical and Mechanical Services Department (EMSD) today (August 23) announced an adjustment to the auto-LPG (liquefied petroleum gas) ceiling prices for dedicated LPG filling stations from September 1 to September 30, 2024, in accordance with the terms and conditions of the contracts for dedicated LPG filling stations.
 
     A department spokesman said that the adjustment on September 1, 2024, would reflect the movement of the LPG international price in August 2024. The adjusted auto-LPG ceiling prices for dedicated LPG filling stations would range from $3.51 to $4.41 per litre, amounting to an increase of $0.02 to $0.03 per litre.
 
     The spokesman said that the auto-LPG ceiling prices were adjusted according to a pricing formula specified in the contracts. The formula comprises two elements – the LPG international price and the LPG operating price. The LPG international price refers to the LPG international price of the preceding month. The LPG operating price is adjusted on February 1 and June 1 annually according to the average movement of the Composite Consumer Price Index and the Nominal Wage Index.

     â€‹The spokesman said that the details of the LPG international price and the auto-LPG ceiling price for each dedicated LPG filling station had been uploaded to the EMSD website (www.emsd.gov.hk) and posted at dedicated LPG filling stations to enable the trades to monitor the price adjustment.

LD reminds employers and employees to take heat stroke preventive measures in times of Heat Stress at Work Warning

     â€‹As the Heat Stress at Work Warning is now in effect, the Labour Department (LD) reminds employers and employees to take appropriate measures during the effective period of the warning to prevent heat stroke when working in hot weather or hot environments.
      
     Employees who work outdoors or in non-air-conditioned indoor environments face high levels of heat stress and are at a relatively higher risk of heat stroke. Employers should assess the risk factors of heat stress for employees at work and, based on the identified risk factors, take necessary preventive and control measures, including rescheduling work periods, setting up shading covers, providing ventilation and heat dissipation equipment, and reminding employees to replenish water and rest in a timely manner.
      
     The Heat Stress at Work Warning is formulated by the LD based on the Hong Kong Heat Index. There are three levels of the warning: Amber, Red and Black, which help employers and employees better understand the level of heat stress while working outdoors or indoors without air-conditioning systems.
      
     A spokesman for the LD said that when the department issues the Heat Stress at Work Warning, employers must refer to the criteria and recommendations provided in the “Guidance Notes on Prevention of Heat Stroke at Work” to conduct risk assessments, according to the workloads and other relevant heat stress risk factors, for employees who work outdoors or in non-air-conditioned indoor workplaces. Appropriate rest breaks should be arranged every hour, as far as reasonably practicable, based on various levels of the Heat Stress at Work Warning, to reduce employees’ risk of heat stroke.
      
     Employees must also follow instructions to rest on time. Whenever there are any symptoms of heat-related illnesses, such as headache, dizziness, thirst, and nausea, they should rest in a cool and shady place, drink water, and inform employers/supervisors to take appropriate action immediately.
      
     The LD issued the “Guidance Notes on Prevention of Heat Stroke at Work”, detailing the various risk factors that should be considered when conducting heat stress risk assessments and recommending corresponding control measures for identified risk factors for employers’ and employees’ reference.
