     The election of five employee representatives to the Labour Advisory Board (LAB) for the next two-year term commencing on January 1, 2027, will be held on November 28 (Saturday) at the Mei Foo Community Hall, 1/F, Mei Foo Government Complex, 33 Mei Lai Road, Sham Shui Po. The Labour Department (LD) received seven valid nominations of candidates from employee unions registered under the Trade Unions Ordinance during the nomination period from September 14 to October 6, 2026.

     The candidates, listed in the order of receipt of nomination forms by the LD, are:

     A total of 804 employee unions registered as electors have appointed authorised representatives to vote in this election. The electors will soon be informed in writing of the candidate list and detailed proceedings on the election day. Authorised representatives may cast votes at the polling station at Mei Foo Community Hall, from 9am to 5pm on the election day of November 28.

     Candidates may monitor the counting of votes in person on the election day. The Assistant Commissioner for Labour (Development) will act as the Returning Officer.

     The Electrical and Mechanical Services Department (EMSD) launched today (October 23) the revamped Hong Kong Energy Efficiency Registration Scheme for Buildings (HKEERSB) and five new/revised operational guidelines in connection with the Enhancement Scheme for District Cooling Systems and Centralised Multi-Building Cooling Systems.
      
     The Government-led Kai Tak District Cooling System (DCS) has demonstrated the viability of developing DCSs in Hong Kong. The Chief Executive announced in the 2025 Policy Address that an enhancement scheme will be rolled out to encourage and facilitate the commissioning of small-scale DCSs or centralised multi-building cooling systems (CMCSs) by non-governmental entities from aspects such as technology, taxation and floor area arrangements, with a view to enhancing the popularity of the relevant technologies and promoting the development of green technology to combat climate change and accelerate Hong Kong to move towards the target of carbon neutrality under the Climate Action Plan 2050.
      
     The revamped HKEERSB has expanded the coverage to accept registration applications for DCSs and CMCSs, without the need to separately obtain relevant green certifications. Capital expenditure for such eligible energy-efficient building installations is eligible for a whole deduction when it was incurred for the purpose of profit tax calculation.
      
     The operational guidelines introduce best practices, design references and emerging technologies to the trade and users for enhancing the reliability, safety and energy efficiency performance of DCS and CMCS projects. Three guidelines have been revised and two guidelines are newly added:

1. Updated “District Cooling Services Supply Conditions”;
2. Updated “Technical Guidelines for Connection to District Cooling System”;
3. Updated “Guidelines for Excavation Works near the District Cooling System”;
4. Newly added “Guidance Notes on Adoption of MiMEP in DCS”; and
5. Newly added “Guidance Notes on Facility Upkeep of DCS Pipe Network”.

     The Director of Broadcasting, Ms Angelina Kwan, led a delegation from Radio Television Hong Kong (RTHK) to visit Chengdu from October 21 to 23. During the visit, RTHK signed a Memorandum of Understanding (MOU) with Chengdu Radio and Television to prepare to jointly organise the “RTHK Vinyl Pop Up” and other events in Chengdu next year. The collaboration aims to strengthen people-to-people bonds and cultural connections between the two cities, jointly amplify their communication influence, and showcase the cultural soft power of Hong Kong and Chengdu to audiences around the world.
 
     Ms Kwan and the President of Chengdu Radio and Television and Chairman of Chengdu Broadcasting (Group) Corporation, Mr Yang Xiaoyang, signed the MOU yesterday (October 22). The two broadcasters will expand co-operation across a range of areas, including programme content exchanges, talent development and related exchanges, collaboration on new media platforms and the organisation of events. A key initiative will be the introduction of RTHK’s acclaimed signature project, the “RTHK Vinyl Pop Up”, to Chengdu in the second quarter of next year. The event has previously been staged in Hong Kong, Qianhai in Shenzhen, and Shanghai. During the visit, the RTHK delegation also met with senior management of the Chengdu Media Group to exchange views and explore further opportunities for collaboration.
 
     Ms Kwan said that RTHK has long been committed to strengthening ties with media organisations across the Chinese Mainland through broadcasting and cultural exchanges, thereby fostering people-to-people bonds between Hong Kong and the Chinese Mainland. RTHK expressed hopes that bringing the “RTHK Vinyl Pop Up” to Chengdu would allow music to serve as a bridge for introducing Hong Kong’s pop culture to a wider Mainland audience, while helping to share the stories of both Hong Kong and Chengdu with the world.
