Latest arrangements on online appointment quota of Transport Department’s Licensing Offices

     The Transport Department (TD) said today (March 7) that the TD will further increase the quota for online appointments for renewals of a full driving licence/vehicle licence and applications for an international driving permit to 4 000 per day from March 9 to the end of March, and the opening period for appointments will continue to be 10 weeks, in order to facilitate the booking of appointments by members of the public requiring the services.

     The TD’s licensing and related services will maintain the arrangements announced on February 28. The service hours of the Licensing Offices at Admiralty, Cheung Sha Wan, Kwun Tong and Sha Tin are from 9am to 5pm from Monday to Friday. The Licensing Offices will continue to suspend walk-in counter services, but will process licensing applications submitted by applicants with scheduled appointments, via drop-in boxes placed at each Licensing Office, by post or online (except for the direct issue of a full Hong Kong driving licence).

     Members of the public entering the Licensing Offices have to undergo on-the-spot body temperature checks arranged by the TD. Any member of the public whose body temperature is higher than 37.5 degrees Celsius or who refuses to undergo a body temperature check will be denied entry into the Licensing Offices. The Licensing Offices will also request members of the public entering to wear masks and clean their hands with alcohol-based sanitiser before entering.

     If there are any new arrangements for the online appointment quota, the TD will upload relevant information to its website (www.td.gov.hk). To reduce gatherings of people and social contacts for infection control purposes, the TD again appeals to members of the public to consider submitting applications for licences/permits on later dates unless their licences are about to expire. Latest arrangements for services of EPD

     To align with the implementation of targeted measures to reduce social contact and other infection control measures as well as gradually resume more public services by the Government in an orderly manner, the Environmental Protection Department (EPD) announced today (March 7) the latest arrangements for its public services from March 9. The detailed arrangements are as follows:

(1) The instant call answering service of the EPD’s general customer service hotline (2838 3111) will resume in a limited scale, with operating hours between 8.30am and 6.30pm from Monday to Friday. Since the EPD has reduced the number of staff answering call to increase distancing among staff, the waiting time is expected to be longer for connecting to the service hotline. Members of the public can also leave voice messages or make enquiries by email (hq-hotline@epd.gov.hk).

(2) Counter and licence application services of three EPD regional offices will resume during adjusted office hours (10am to 4pm, Monday to Friday):

  • 8/F, Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon
  • 8/F, Tsuen Wan Government Offices, 38 Sai Lau Kok Road, Tsuen Wan, New Territories
  • 10/F Sha Tin Government Offices, 1 Sheung Wo Che Road, Sha Tin, New Territories

Counter and licence application services of the other two regional offices remain to be temporarily suspended:
  • 5/F, Nan Fung Commercial Centre, 19 Lam Lok Street, Kowloon Bay, Kowloon
  • 2/F, Chinachem Exchange Square, 1 Hoi Wan Street, Quarry Bay, Hong Kong

Members of the public may also place application documents in the drop-in boxes located at the above five regional offices (opening hours of the drop-in boxes: 9am to 5pm, Monday to Friday), or submit applications online or by post. The EPD will continue to process all licence applications as normal.
 
(3) Members of the public can place their applications for vehicle exhaust and noise emissions compliance/exemption with relevant documents in the drop-in box located at the EPD’s office at 34/F, Revenue Tower, 5 Gloucester Road, Wan Chai, during office hours (9am to 5pm, Monday to Friday). The applicants will be informed of the collection arrangement of the approved letters.

(4) Members of the public can submit their applications and submissions under the Environmental Impact Assessment Ordinance to the EPD’s office located at 27/F, Southorn Centre, 130 Hennessy Road, Wan Chai, during office hours (9am to 12.30pm and 1.30pm to 5pm, Monday to Friday).

(5) Members of the public can submit applications for non-road mobile machinery online, and registration and enquiries for the “Waste Cooking Oils” Scheme by email or by post. For details, please refer to the EPD website (www.epd.gov.hk).
 
(6) For the Construction Waste Disposal Charging Scheme, members of the public may call 2872 1838 for application for an account, call 2872 1854 or 2872 1856 for chits application and billing account enquiries, or email enquiry@epd.gov.hk for any of the above enquiries. Operating hours of the telephone enquiry service: 9am to 12.30pm and 1.30pm to 5pm, Monday to Friday. 
 
(7) For Waste Transfer Service Accounts, members of the public may call 2872 1704 (9am to 12.30pm and 1.30pm to 5pm, Monday to Friday) or email rts@epd.gov.hk for enquiries.  
 
     Details of the latest arrangements of the above services are available at the EPD website (www.epd.gov.hk).
      
     In addition to the services above, the EPD has gradually stepped up inspections and investigations to accelerate the handling of enquiries and complaints. If necessary, the EPD may also arrange virtual or face-to-face meetings with contractors, consultants and the trade.
      
     Regarding facilities, the EPD’s WEEE•PARK visitor centre, T•PARK visitor centre, EcoPark visitor centre and Environmental Resource Centres will continue to be temporarily closed. All Community Green Stations remain open to collect recyclables, while visitor and education programmes will continue to be suspended until further notice. read more

Latest arrangements on LCSD public services

     The Leisure and Cultural Services Department (LCSD) announced today (March 7) that some indoor leisure venues and cultural facilities will be reopened on March 11 (Wednesday).
 
     Indoor leisure venues to be reopened include badminton courts, squash courts, table tennis rooms/tables, a cycling track, indoor golf driving bays, indoor bowling greens, indoor jogging tracks and indoor tennis courts. Please refer to the attachment for details of the facilities to be reopened.
 
     The public can book the above facilities via the Internet Booking Service of Leisure Link within 10 days in advance from March 9, or attend counter booking at the leisure venues from March 11. For refund arrangements in relation to earlier venue closures (there is no reallocation arrangement), the hirer may complete the refund application form and submit it, together with the original permit, to the reopened LCSD leisure venue or a Leisure Link Booking Office at a District Leisure Services Office.      Other team games facilities at multi-purpose arenas in the venues listed in the Annex (such as basketball courts, volleyball courts and netball courts), activity rooms (including those inside multi-purpose squash courts), dance rooms, fitness rooms, children’s play rooms, study rooms, sport climbing walls, American pool rooms (including those inside multi-purpose squash courts), the billiard centre and gymnastics training hall at Shun Lee Tsuen Sports Centre, the Sanshou Training Hall at Lei Yue Mun Sports Centre and the contact sports centre at Pei Ho Street Sports Centre will continue to be closed until further notice.
 
     To avoid people gathering and to foster social distancing, the LCSD will adopt special measures at the sports facilities to be reopened. The measures include limiting the number of users at venues, closing spectator stands, cancelling organisation bookings for competitions, and opening alternate courts/rinks/tables for badminton courts, bowling greens and table tennis tables. Furthermore, disinfectant carpets and alcohol-based handrub will be in place and cleaning measures will be stepped up at the venues. People entering the venues will have to go through temperature checks. Changing rooms and showering facilities at leisure venues will be temporarily closed to reduce the risk of the spread of the COVID-19 virus.
 
     Non-fee charging land-based leisure facilities, including parks, playgrounds, outdoor hard-surface pitches, skateboard grounds, skateparks, roller skating rinks and cycling grounds, will maintain services. Some outdoor leisure venues, including tennis courts, bowling greens, running tracks in sports grounds (for jogging only), Ngau Chi Wan Park Archery Range, Shek O Obstacle Golf Course and the archery range, golf driving range and practice greens at Tuen Mun Recreation and Sports Centre, have been reopened earlier.
 
     The adult, young adult and children’s libraries of Hong Kong Central Library and six other major public libraries, namely City Hall Public Library, Kowloon Public Library, Tsuen Wan Public Library, Sha Tin Public Library, Tuen Mun Public Library and Ping Shan Tin Shui Wai Public Library, will partially open on March 11 and implement special opening hours. The opening hours of the seven libraries will be 1pm to 8pm from Monday to Saturday and 9am to 5pm on Sundays and public holidays. To avoid people gathering, the libraries will arrange admission by sessions, with each session lasting about one hour. Admission slips will be distributed on a first-come, first-served basis for entry to each session. Children under 12 will only be allowed to enter when accompanied by an adult. Limited services, including lending and returning of library materials and picking up reserved library materials, will resume. The newspaper and periodical areas, Reference Libraries, Computer Information Centres, computer facilities and study rooms will remain closed.      All book drop services of the Hong Kong Public Libraries have resumed and the self-service library stations at Island East Sports Centre Sitting-out Area, the Hong Kong Cultural Centre and Tsuen Nam Road, Tai Wai, resumed services on March 3. Public libraries will continue to provide online services such as e-Books and e-Databases.
 
     The Hong Kong Museum of Art, the Hong Kong Heritage Museum, the Hong Kong Film Archive and the Flagstaff House Museum of Tea Ware will partially open their exhibition facilities on March 11, with interactive exhibits and public programmes temporarily suspended. Special opening hours from 10am to 5pm daily (except on the regular closing day) will be implemented. Among the four museums, the Hong Kong Museum of Art and the Hong Kong Heritage Museum will arrange visits by sessions, each lasting two hours, to limit visitor flow. Visitors will be able to enter the museums on a first-come, first-served basis. Children aged under 12 must be accompanied by an adult.      Visitors to the libraries and museums are advised to wear their own masks and will be subject to temperature checks before admission. Enhanced measures including cleaning between sessions will be conducted.
 
     Various LCSD cultural and leisure facilities, including sports grounds (except for running tracks), grass pitches, artificial turf soccer pitches, public swimming pools, beaches, the Adventure Park at Tuen Mun Recreation and Sports Centre, water sports centres and holiday camps, will continue to be temporarily closed. Recreational, sports and cultural programmes to be held will also be cancelled until further notice.
 
     All major facilities of performance venues will not be opened before the end of the month. All music centres of the Music Office will remain closed. Apart from the above-mentioned public libraries and museums, the rest of the relevant cultural facilities will continue to be temporarily closed.
 
     URBTIX will maintain Internet and mobile app ticketing and hotline services. URBTIX outlets and ticket dispensing machines at LCSD performance venues resumed operation on March 3 with special opening hours (from noon to 6.30pm daily). Refund arrangements for cancelled events at the relevant performance venues will be announced in due course.
 
     Meanwhile, processing and acceptance of individual and block booking applications for the department’s non-fee charging land recreation and sports facilities as well as block booking applications for the fee charging land recreation and sports facilities are suspended until further notice.
 
     Application for use of wedding venues, amphitheatres and non-fee charging leisure venues for non-designated use/sales activities is suspended until further notice.
