Proposed reinstatement of Shek O Blue Bridge gazetted

     The Government has proposed in-situ reinstatement of the typhoon-stricken Shek O Blue Bridge at the Shek O Headland Picnic Area. The extent of the area of foreshore and sea-bed affected is described in a notice published in the Government Gazette today (March 13).

     The proposed works involve in-situ reinstatement of the Shek O Blue Bridge within an area of approximately 183 square metres of foreshore and sea-bed. The works aim to restore the bridge to its original appearance as far as technically feasible and to resume access to the Shek O Headland Picnic Area. The proposed works are scheduled to commence in the second half of this year for completion in 2021.
 
     The notice and its related plan are posted near the site. The plan is also available for inspection at:
 
* Survey and Mapping Office of the Lands Department (23/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong) (where copies can be purchased on order);
 
* Southern Home Affairs Enquiry Centre of the Southern District Office (G/F, Ocean Court, 3 Aberdeen Praya Road, Aberdeen, Hong Kong); and
 
* Lands Department’s website (www.landsd.gov.hk) under Government Notices.
 
     Any person who considers that he or she has an interest, right or easement in or over the foreshore and sea-bed involved may submit a written objection to the Director of Lands, 20/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, within two months from the above-mentioned date, i.e. on or before May 13. The notice of such objection shall describe the interest, right or easement of the objector and the manner in which he or she will be allegedly affected. read more

Tenders invited for tenancy of government property

     The Government Property Agency is inviting tenders for a three-year licence for the fee-paying public car park on portions of the Ground Floor of Tuen Mun Government Offices, 1 Tuen Hi Road, Tuen Mun, New Territories, Hong Kong.

     The tender notice was uploaded on March 11 to the Agency’s website: www.gpa.gov.hk. Tender documents are available for collection at the Government Property Agency, 9/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon, during office hours (8.30am to 5.45pm from Mondays to Fridays). The documents can also be downloaded from the Agency’s website.

     Interested tenderers who wish to attend a site inspection should make a prior appointment with the Government Property Agency by calling 3842 6783 on or before March 16, 2020.

     Tenderers must submit their tenders by placing them in the Government Logistics Department Tender Box situated on the Ground Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong, before noon on March 24, 2020. Late tenders will not be accepted.

Government announces appointments to Communications Authority

     The Government today (March 13) announced that the Chief Executive has appointed Dr Hubert Chan Chung-yee and Ms Amy Fung Dun-mi, and re-appointed Ms Karen Chan Ka-yin and Professor Ray Yep Kin-man, as members of the Communications Authority (CA) for a term of two years from April 1, 2020, to March 31, 2022.
      
     Commenting on the appointments, the Secretary for Commerce and Economic Development, Mr Edward Yau, said, “I welcome the two new CA members who come from the communications and social service sectors respectively. Their rich experience and areas of expertise will be valuable to the CA’s work.”
      
     Mr Yau also thanked the outgoing members, Mr Hubert Ng Ching-wah and Dr Anthony William Seeto Yiu-wai, for their dedicated service and valuable contributions to the CA.
      
     Brief profiles of the newly appointed non-official members are as follows:

     Dr Hubert Chan is the Chairman of HKC International Holdings Ltd, an information and communications technology company. He was the Chairman of the Communications Association of Hong Kong from 2006 to 2012, and is currently a member of the Innovation and Technology Fund General Support Programme Vetting Committee.
 
Ms Amy Fung

     Ms Amy Fung is the Chief Executive Officer of the New Life Psychiatric Rehabilitation Association. She is a co-opted member of the Broadcast Complaints Committee under the CA. She is currently a member of the Betting and Lotteries Commission, the Committee on the Promotion of Civic Education, the Community Investment and Inclusion Fund Committee, the Joint Commission on Information Technology for the Social Welfare Sector and the Steering Committee on the Child Development Fund.

New Valuation List and Government Rent Roll open for inspection

     The newly declared 2020-21 Valuation List and Government Rent Roll will be available for inspection from next Monday (March 16).
 
     The List and Rent Roll can be inspected during office hours from March 16 to May 31 at the Rating and Valuation Department (RVD), Cheung Sha Wan Government Offices, 15/F, 303 Cheung Sha Wan Road, Kowloon.
 
     The public may also search for entries on the List and the Rent Roll on the department’s website (www.rvd.gov.hk) or its Property Information Online (PIO) website (www.rvdpi.gov.hk) during this period.
 
     Notices relating to the display of the List and the Rent Roll were gazetted today (March 13).
 
     Proposals objecting to the new rateable values should be made on the specified form (R20A), which is available from the RVD or the Home Affairs Enquiry Centres of the Home Affairs Department. Completed forms should reach the RVD by post or by hand between March 16 and May 31. The public may also lodge a proposal by submitting an electronic form (e-R20A) using the Electronic Submission of Forms service provided on the department’s website.
 
     “Proposals received after May 31 or served by other modes including facsimile transmission will not be accepted,” a department spokesman said.
 
     All rateable values are reviewed by reference to rental values in the open market on the designated valuation reference date of October 1, 2019, to ensure that the rates and government rent liability are distributed fairly among rates and rent payers in accordance with the assessed rateable values.
 
     Rates are charged at a percentage of the rateable value of the property. For the financial year 2020-21 the rates percentage charge will remain at the present level of 5 per cent. If payable, government rent is charged at 3 per cent of the rateable value of the property.
 
     In the 2020-21 Budget Speech, the Financial Secretary announced the waiving of rates for four quarters of 2020-21, subject to a ceiling of $1,500 per quarter for each domestic rateable tenement. For each non-domestic rateable tenement, the ceiling will be $5,000 per quarter for the first two quarters, and $1,500 per quarter for the following two quarters.
 
     Rates and government rent demands to be issued in early April will show the revised rateable values for 2020-21, the government rent payable and the net rates amount payable after deducting the rates concession. Leaflets explaining the general revaluation and the rates concession scheme will accompany these demands. Enquiries can be made on the department’s 24-hour hotline 2152 0111.
 
     “The demands must be paid by the last day for payment shown on the demand whether or not an objection is made to the new rateable value,” the spokesman said. “If there is any change to the rateable value as a result of any objection, this will date back to April 1, 2020, and any necessary adjustment to the amount payable will be made in subsequent demands.”
 
     To enhance valuation transparency, rates and rent payers of assessed private residential properties (excluding village houses) may obtain information on the saleable area and age of their properties free of charge through the PIO by making use of the Assessment Number and the PIO Enquiry Code printed on the Rates and Government Rent Demand. read more
