Senior appointments (with photos)

     The Government announced today (March 26) the following senior appointments:

(a) Captain Victor Liu Chi-yung, Deputy Director-General of Civil Aviation, will take up the post of Director-General of Civil Aviation when Mr Simon Li Tin-chui commences his pre-retirement leave on April 9, 2020.

(b) Mr Joseph Leung Wai-hung, Deputy Director of Fire Services, will take up the post of Director of Fire Services on April 18, 2020 when Mr Li Kin-yat commences his pre-retirement leave.

     Commenting on the appointment of Captain Liu, the Secretary for the Civil Service, Mr Joshua Law, said, “Captain Liu has extensive professional knowledge and experience in civil aviation. I am confident that he will lead the Civil Aviation Department to rise up to the challenges ahead.” 
 
     On the retirement of Mr Simon Li, Mr Law said, “Mr Li has served with dedication in the civil service throughout the past 37 years. He has been committed to maintaining Hong Kong’s status as an international and regional aviation hub. In particular, he has made exemplary contributions to take forward the work of the Civil Aviation Department under the Three-Runway System Project and enhance air cargo safety as well as Hong Kong’s leading status in the international aviation industry. I sincerely wish him a happy retirement.”
 
     Commenting on the appointment of Mr Leung, Mr Law said, “Mr Leung has abundant experience in the Fire Services Department and possesses proven leadership and management skills. I am confident that he will be able to lead the Fire Services Department to meet the challenges ahead.”
 
     On the retirement of Mr Li Kin-yat, Mr Law said, “Mr Li has served with zeal and commitment in the civil service throughout the past 37 years. As the Director of Fire Services, Mr Li has made sustained efforts in enhancing firefighting and rescue capabilities of the Fire Services Department, and in promoting fire safety in the community as well as providing efficient emergency ambulance services to the public. I sincerely wish him a fulfilling and happy retirement.”

Mr Simon Li Tin-chui

     Mr Li joined the Civil Aviation Department as Assistant Operations Officer in February 1983 and was promoted to Chief Operations Officer in May 1998. He was promoted to Assistant Director-General of Civil Aviation in August 2010 and to Deputy Director-General of Civil Aviation in April 2015 before being appointed as Director-General of Civil Aviation in May 2016.

     Captain Liu joined the Social Welfare Department as Assistant Social Work Officer in February 1990 and was appointed as Executive Officer II in November 1990. He joined the Civil Aviation Department as Assistant Operations Officer in March 1992 and was promoted to Chief Operations Officer in August 2006. He was promoted to Assistant Director-General of Civil Aviation in July 2011, and was appointed as Deputy Director-General of Civil Aviation in May 2016.

     Mr Li joined the Fire Services Department as Station Officer in August 1983 and was promoted to Deputy Chief Fire Officer in May 2009, to Chief Fire Officer in October 2011 and to Deputy Director of Fire Services in December 2014 before being appointed as Director of Fire Services in August 2016.
 
Mr Joseph Leung Wai-hung

     Mr Joseph Leung joined the Fire Services Department as Station Officer in September 1985. He was promoted to Deputy Chief Fire Officer in October 2013 and to Chief Fire Officer in July 2015. He has been Deputy Director of Fire Services since August 2016.

Sick person in custody dies in public hospital

     A sick 59-year-old male person in custody at Stanley Prison died in a public hospital yesterday (March 25).
 
     The person in custody suffered from diabetes mellitus. He required continuous medical care and follow-up at the institution hospital and a public hospital. In mid-December 2019, he was sent to the public hospital for treatment due to physical discomfort and suspected stroke. During hospitalisation, his condition deteriorated and he was certified dead at 8.45pm yesterday.

     The case has been reported to the Police. A death inquest will be held by the Coroner’s Court.

     The person in custody was sentenced to imprisonment for the offence of trafficking in a dangerous drug in July 2016. read more
