The Civil Engineering and Development Department (CEDD) today (December 24) invited tenders for the contract for Site Formation and Infrastructure Works for Public Housing Developments at Kam Tin South, Yuen Long – Phase 1 (Contract No. YL/2020/04).
      
     The works mainly include:

• site formation works of about 15.8 hectares and construction of associated retaining structures and slopes;
• construction of a single two-lane carriageway of about 200 metres long with footpaths connecting to Tung Wui Road at Site 1;
• widening of a section of Kam Po Road of about 340m long from an existing single-lane road to a single two-lane carriageway with footpaths and a cycle track;
• improvement works at the junction of Tung Wui Road and Kam Po Road;
• construction of a lay-by and road improvement works at Kam Ho Road;
• road improvement works at Tung Wui Road, and provision of a cycle parking area near Site 6; and
• ancillary works including drainage, sewerage, water supply and landscaping works.
 
     The works are scheduled to commence in June 2021 and will take about 43 months to complete.
      
     The CEDD has commissioned AECOM Asia Company Limited to design and supervise the works. Interested contractors may obtain the forms of tender and further particulars from the company at 12/F, Tower 2, Grand Central Plaza, 138 Sha Tin Rural Committee Road, Sha Tin, New Territories.
      
     The invitation to tender was gazetted today. The closing time for the tender is noon on February 26, 2021.

     The Government today (December 24) announced the appointment of 12 members to the Labour Advisory Board (LAB) for a term of two years starting on January 1, 2021.

     The appointed members include five employee representatives elected by registered employee unions, namely:

* Mr Charles Chan Yiu-kwong 
* Mr Tang Ka-piu
* Mr Leung Chau-ting
* Ms Tam Kam-lin
* Mr Lo Tai-chi

     and five employer representatives nominated by major employer associations, namely:

* Mr Ho Sai-chu (representing the Chinese General Chamber of Commerce)
* Dr Kim Mak Kin-wah (representing the Employers' Federation of Hong Kong)
* Mr Irons Sze (representing the Chinese Manufacturers' Association of Hong Kong)
* Mr Emil Yu Chen-on (representing the Hong Kong General Chamber of Commerce)
* Mr Jimmy Kwok Chun-wah (representing the Federation of Hong Kong Industries)
     
     In addition, Ms Shea Wai-man and Dr Bankee Kwan Pak-hoo have been appointed on an ad personam basis as an employee member and an employer member of the LAB respectively.

     With the exception of Ms Tam Kam-lin, Mr Lo Tai-chi and Dr Bankee Kwan Pak-hoo, all appointed members are incumbent members. 

     The Secretary for Labour and Welfare, Dr Law Chi-kwong, and the new Commissioner for Labour and Chairman of the LAB, Mr Chris Sun, welcomed the above appointments.

     "The LAB is a high-level and representative tripartite consultative body. Over the years, the LAB assumes an important role in offering valuable and constructive advice on various labour issues to facilitate the Government to take into account and balance the interests of both employees and employers in the formulation of labour policies and legislation. Building on this solid foundation, I hope that members of the new term will continue to build consensus on issues relating to labour through tripartite dialogue," Dr Law said.

     "The LAB provides an effective platform for representatives of employees and those of employers to discuss labour issues (including legislation and Conventions and Recommendations of the International Labour Organization) on an equal footing. I look forward to working closely with all members of the LAB in the new term on issues of concern to employees and employers," Mr Sun said. 

     Mr Sun also paid warm tribute to the three outgoing members, namely employee representatives Mr Chau Siu-chung and Mr Lee Kwok-keung as well as employer representative Mr Cheung Sing-hung, for their significant contributions to the LAB during their term of office.

• ground treatment and site formation works of about 75 hectares within the Lok Ma Chau Loop (the Loop);
• construction of about 3,000-metre-long carriageway and associated footpaths and cycle tracks, and a public transport interchange, within the Loop;
• construction of Western Connection Road Phase 1 through widening of the existing Ha Wan Tsuen East Road of about 800m long; associated ground treatment and site formation works; construction of footpath, cycle track, slopes and retaining walls; and construction of a bridge about 60m long over the old Shenzhen River meander;
• provision of other infrastructure, including a tertiary sewage treatment works and sewerage system, a water supply system and a drainage system, and other associated works; and 
• environmental mitigation measures including compensation for offsite wetland of about 18 ha and offsite woodland of about 1.3 ha.
 
     The works are scheduled to commence in June 2021 and will take about 52 months to complete.

     The Government Property Agency is inviting tenders for a three-year tenancy of the government canteen on a portion of the third floor of the Lo Wu Terminal Building at the Lo Wu Control Point, New Territories, for canteen purposes only.
