Fraudulent websites and phishing SMS message related to Bank of China (Hong Kong) Limited

The following is issued on behalf of the Hong Kong Monetary Authority:
 
     The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public to a press release issued by Bank of China (Hong Kong) Limited on fraudulent websites and phishing SMS message, which has been reported to the HKMA. Hyperlink to the press release is available on the HKMA website for ease of reference by members of the public.
 
     Anyone who has provided his or her personal information to the websites concerned or has conducted any financial transactions through the websites should contact the bank concerned using the contact information provided in the press release, and report to the Police or contact the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force at 2860 5012.




Tender awarded for site in Kai Tak

     The Lands Department announced today (February 17) that the tender for a site, New Kowloon Inland Lot No. 6604 at Kai Tak Area 4E Site 2, Kai Tak, Kowloon, has been awarded to the highest tenderer, City Champion Investments Limited (parent company: CK Asset Holdings Limited), on a 50-year land grant at a premium of $10,280,000,000.

     The tenderers, other than the successful tenderer, in alphabetical order, with the name of the parent company where provided by the tenderer in brackets, were:

(1) Charmfield Pacific Limited (K. Wah International Holdings Limited);
(2) Confident Lead Investments Limited (Wheelock Properties Limited and Hysan Development Company Limited);
(3) Perfect Fame Limited (Sino Land Company Limited); and
(4) Topco (H.K.) Limited (Sun Hung Kai Properties Limited).

     New Kowloon Inland Lot No. 6604 has a site area of about 10,948 square metres and is designated for non-industrial (excluding office, godown, hotel and petrol filling station) purposes. The minimum gross floor area is 36,129 sq m and the maximum gross floor area that may be attained is 60,214 sq m.




Amended compulsory testing notice issued for seventh round of compulsory testing for staff members of RCHEs, RCHDs and nursing homes

     The Government today (February 17) said that an amended compulsory testing notice for the seventh round of compulsory testing for staff members of residential care homes for the elderly (RCHEs), residential care homes for persons with disabilities (RCHDs) and nursing homes has been issued. The arrangement aims to amend the requirements and procedure for the specified test with a view to offering more testing means for the staff members.
      
     In accordance with section 46(a) of the Interpretation and General Clauses Ordinance (Cap. 1), the Secretary for Food and Health has amended the compulsory testing notice issued on February 3, 2021. An amended compulsory testing notice was issued in accordance with section 10(1) of the Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulation (Cap. 599J) yesterday (February 16), requiring persons who are employed by and will be on duty at RCHEs, RCHDs, nursing homes and day service units attached to the premises of residential care homes during the period from February 21 to March 2, 2021, or who will provide services to residents or users through hire-of-service contracts with residential care homes and the aforementioned units during that period (including full-time, part-time and relief staff), to undergo polymerase chain reaction-based nucleic acid tests for COVID-19 during the period from February 7 to 20, 2021, according to the amended requirements and procedure set out in the amended notice (the Specified Test).
      
     The staff of the aforementioned institutions may choose the following means to undergo the Specified Test:
      
(1) To undergo the specified test in any of the Community Testing Centres (see the list at www.communitytest.gov.hk/en/), Temporary Testing Centres (if any) (see the list at www.swd.gov.hk/en/index/site_pubsvc/page_supportser/sub_ttc/), or mobile specimen collection stations (if any) (see the list at www.coronavirus.gov.hk/eng/early-testing.html) in accordance with the instructions given by the staff at the centre/station;
      
(2) To undergo the test as arranged by institution operators at a laboratory listed on the "COVID-19 Thematic Website" (see the list at www.coronavirus.gov.hk/pdf/List_of_recognised_laboratories_RTPCR.pdf) and as instructed by the staff of the laboratory;
      
(3) (Newly added testing means) To obtain a specimen bottle from one of the 121 post offices, 47 general out-patient clinics of the Hospital Authority or vending machines set up at 20 MTR stations, collect a deep throat saliva sample in the specimen bottle as per the guidelines provided together with the specimen bottle, and return the specimen bottle with the sample (see the specimen bottles distribution and specimen collection locations and times at www.coronavirus.gov.hk/eng/early-testing.html); 
      
(4) (Newly added testing means) Undergo the Specified Test at general out-patient clinics of the Hospital Authority as instructed by a medical professional of the Hospital Authority; or
      
(5) To self-arrange testing provided by a laboratory listed on the "COVID-19 Thematic Website" at their own expense (see the list at www.coronavirus.gov.hk/pdf/List_of_recognised_laboratories_RTPCR.pdf).
      
     Any person who fails to comply with the testing notice commits an offence and may be subject to a fixed penalty of $5,000. He or she would also be issued with a compulsory testing order requiring him or her to undergo testing within a specified time frame. Failure to comply with the order is an offence and the offender would be liable to a fine at level 4 ($25,000) and imprisonment for six months.

     A spokesman for the Social Welfare Department (SWD) reminded that staff of the said institutions who would undergo testing at community testing centres should make advance booking via the community testing centre booking system (www.communitytest.gov.hk) for the free testing service. In addition, institution operators should remind their staff members to properly keep the SMS notifications of their test results or their test result reports. Institution operators are required to keep records of their staff having received the Specified Test and the results within the time frame specified by the Government. Institution operators also have to co-operate with Checking Officers (Compulsory Testing) of the SWD who are enforcing the regulations at residential care homes.




Public urged to take anti-mosquito actions early

     The Food and Environmental Hygiene Department (FEHD) today (February 17) announced that the monthly gravidtrap index for Aedes albopictus (MGI) for January further dropped to 0.1 per cent from 0.7 per cent in December last year. The index in January remains lowest at Level 1, indicating that mosquito infestation in the areas surveyed was not extensive.
 
     To enhance dengue vector surveillance, the FEHD has increased the number of survey areas from 62 to 64 from January this year, adding Sung Shan area, where a local dengue case was recorded last year, and splitting Tai Po North into Tai Po East and Tai Po West.
 
     Among the 64 survey areas, no area was recorded with gravidtrap indices exceeding the alert level of 20 per cent. Moreover, the monthly density index for Aedes albopictus (MDI) in January remained at 1 as in December last year, which represented that an average of one Aedes albopictus adult was found in the Aedes-positive gravidtraps, indicating that the number of adult Aedes albopictus was not high in the areas surveyed. The FEHD reminded the public that despite the index remaining at a low level, the department appealed to the public to carry out early effective preventive measures against mosquito breeding as the warm and humid weather of spring is favourable for mosquito breeding.

     As for the port areas, the port monthly gravidtrap index in January dropped further to 0.02 per cent from 0.1 per cent in December last year, while the port monthly density index in January is 1 as in December last year.
 
     "The FEHD and relevant government departments will continue to intensify their mosquito prevention and control work covering areas under their purview and strengthen publicity and education. The FEHD will conduct a three-phase Anti-mosquito Campaign this year. The first phase of the territory-wide campaign, lasting for four weeks, will start on February 22 until March 19. During the period, mosquito prevention and control work will be enhanced by the FEHD and relevant government departments. The district offices of the FEHD will target areas which have drawn particular concern, such as locations in close proximity to human residences, schools, construction sites, public housing estates, hospitals, illegal cultivation sites, waterfront public and private cargo working areas, cross boundary check points, typhoon shelters and cross boundary ferry terminals to remove accumulation of water and to carry out mosquito prevention and control work. The FEHD will, after the first and second phases of the campaign, conduct territory-wide thematic mosquito prevention and control special operations so as to enhance the effectiveness of the campaign," a spokesman for the FEHD said.
 
     The area gravidtrap index (AGI) and the area density index (ADI) indicate the extensiveness of distribution and the density of Aedine mosquitoes respectively in that particular survey area, while the MGI and the MDI are enumerated by pooling together all AGIs and ADIs of the same month, which reflect the general situation of Aedes albopictus in all survey areas. The gravidtrap and density indices for Aedes albopictus in different areas and information on mosquito prevention and control measures are available on the department's website at www.fehd.gov.hk.
 
     The spokesman said, "Aedes albopictus is a kind of mosquito that can transmit dengue fever (DF) as well as Zika virus infection. DF is commonly found in tropical and subtropical regions of the world, and has become endemic in many countries in Southeast Asia. As Hong Kong has recorded one local DF case last year and the dengue activity in neighbouring areas has remained high, while the weather will turn even warmer and more humid in spring which will be conducive to large-scale mosquito breeding in a short period of time, the community should stay vigilant and continue to carry out effective mosquito prevention and control measures."
 
     The spokesman added that as Aedes albopictus breeds in small water bodies, members of the public should carry out effective mosquito prevention and control measures including inspecting their homes and surroundings to remove potential breeding grounds, changing the water in vases and scrubbing the inner surfaces, removing the water in saucers under potted plants at least once a week, properly disposing of containers such as soft drink cans and lunch boxes, and drilling large holes in unused tyres. He also advised the public and estate management bodies to keep drains free of blockage and level all defective ground surfaces to prevent accumulation of water. They should also scrub all drains and surface sewers with an alkaline detergent at least once a week to remove any mosquito eggs.
 
     The spokesman reiterated that effective mosquito control requires the sustained effort of all parties concerned. The community must work together with the Government to carry out effective mosquito control measures.




Arrangements for Highways Department’s public services

     To align with the Government's announcement that public services will fully resume, the Highways Department announced today (February 17) that its public services will be back to normal from tomorrow (February 18).
      
     The Highways Department will continue to implement various social distancing and precautionary measures, which include introducing flexible working hours and lunch hours, adjusting meeting arrangements and arranging for cleaning service contractors to strengthen the cleaning work at different offices.
