SB holds Flag Raising Ceremony to Commemorate 40th Anniversary of Constitution (with photos/video)

     Today (December 4) is Constitution Day. As this year marks the 40th anniversary of the promulgation and implementation of the Constitution of the People's Republic of China, the Security Bureau (SB) led its six disciplined services, the youth groups under various disciplined and auxiliary services, and other youth uniformed groups to hold the Flag Raising Ceremony to Commemorate 40th Anniversary of Constitution at the Hong Kong Customs College, thereby enhancing public awareness of the Constitution and promoting its spirit. The Secretary for Justice, Mr Paul Lam, SC, officiated at the ceremony.

     Opening the ceremony, the disciplined services band conducted a military tattoo, followed by a march-in by the nine youth groups. The disciplined services ceremonial guard and the flag party then marched into the venue with Chinese-style foot drill and conducted the flag-raising ceremony during the playing and singing of the national anthem and a fly-past by a helicopter of the Government Flying Service (GFS). The flag party then lowered the flags to half mast and all participants observed a moment of silence to mourn the passing of Former President of the People's Republic of China, Mr Jiang Zemin.

     Addressing the ceremony, Mr Lam said that the Constitution is the root and origin of the Hong Kong Special Administrative Region (HKSAR). It is the constitutional basis of the HKSAR. He pointed out that the flag-raising ceremony on Constitution Day today carried special significance as this year marks the 40th anniversary of the promulgation and implementation of the current Constitution as well as the 40th anniversary of the establishment of the special administrative region system. He encouraged teenagers to learn and cultivate good qualities of understanding and respecting the Constitution as well as upholding the rule of law and abiding by the law consciously since their childhood.

     Participating disciplined services in the flag-raising ceremony included the Customs and Excise Department, the GFS, the Correctional Services Department (CSD), the Fire Services Department, the Hong Kong Police Force and the Immigration Department. In addition, the youth groups under various disciplined and auxiliary services, as well as other youth uniformed groups, namely the Customs Youth Leader Corps, the CSD's Rehabilitation Pioneer Leaders, the Fire and Ambulance Services Teen Connect, Junior Police Call, the Immigration Department Youth Leaders Corps, the Auxiliary Medical Service Cadet Corps, the Civil Aid Service Cadet Corps, the Hong Kong Army Cadets Association and the Hong Kong Air Cadet Corps, also participated in the ceremony.

     To strengthen teenagers' awareness of the Constitution, the SB set up the constitution education zone on-site for guests and participating teenagers to visit. The SB also held the "Constitution Day in my eye" photo competition, which allowed teenagers, using their unlimited creativity, to express their reflections on Constitution Day through photography and online platforms in order to boost their sense of identity and belonging towards the country. Prizes were presented by the Secretary for Security, Mr Tang Ping-keung, and the heads of disciplined services, auxiliary services or youth groups.

     The flag-raising ceremony was broadcast live via Radio Television Hong Kong (RTHK) TV 32, the Facebook pages of the SB and the disciplined services, the websites of RTHK and the Information Services Department, and the YouTube channel of RTHK to allow the public to participate together.

Cluster Chief Executive of Kowloon East Cluster tests positive for COVID-19

The following is issued on behalf of the Hospital Authority:

     The Hospital Authority spokesman said today (December 4) that the Cluster Chief Executive of the Kowloon East Cluster, Dr Deacons Yeung, has tested positive for COVID-19 by rapid antigen test. He is undergoing isolation in accordance with the guidelines of the Centre for Health Protection of the Department of Health.

     Dr Yeung wore masks and followed relevant infection control measures at work. He has no recent travel history. He last went to work on Friday (December 2).

     The cluster will conduct thorough cleaning and disinfection operations at the office concerned and will continue to implement disease prevention measures vigorously.




Government conducts enforcement action on compulsory testing notice at building in Kwun Tong

     The Innovation, Technology and Industry Bureau and its departments together with the Kwun Tong Police District and the Department of Health, conducted an enforcement operation today (December 4) at a building in Kwun Tong, which was included in a compulsory testing notice earlier. The operation commenced at around 8.30am and ended at around 11.30am today.

     Starting from around 8.30am today, staff arranged by the Government stationed at the entrance/exit of Block 5, Laguna City, to verify the testing certifications of persons subject to compulsory testing so as to confirm whether they had undergone testing in compliance with the requirement of the compulsory testing notice. Persons subject to compulsory testing had to present the SMS notification containing the results of COVID-19 tests or relevant proof, to prove that they had followed the requirement pursuant to the compulsory testing notice and completed the test within the specified period.

     During the operation, 268 persons were checked. Among them, 11 persons were found to have failed to comply with the compulsory testing notice. They were subsequently issued compulsory testing orders, requiring them to undergo testing within a specified period. Fixed penalty notices of $10,000 each were also issued to four of them.

     The Government expresses gratitude to most persons subject to compulsory testing who complied with the compulsory testing notices for their co-operation to fight the virus together. A Government spokesman reminded that any person who fails to comply with the compulsory testing notice commits an offence and may be fined a fixed penalty of $10,000. The Government will also issue the person concerned a compulsory testing order requiring him or her to undergo testing within a specified time frame. Failure to comply with the compulsory testing order is an offence, and the offender would be liable to a fine at level 5 ($50,000) and an imprisonment for six months. The spokesman reiterated that the Government will continue to enforce the law strictly.

     Also, the Government understands that the enforcement process may cause inconvenience to some residents, and appeals for understanding. Gratitude is also extended to members of the public and relevant organisations for their support and co-operation.




Arrangements to watch live broadcast of Former President Jiang Zemin memorial service

     The memorial service for Former President of the People's Republic of China, Mr Jiang Zemin, will be held solemnly at the Great Hall of the People in Beijing at 10am on December 6 (Tuesday). The 18 District Offices will make arrangements to facilitate members of the public to watch the live broadcast of the memorial service at designated locations. 

     The designated locations will be opened to the public from 9.30am on December 6. Details are as follows:
