     The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public to a press release issued by The Bank of East Asia, Limited relating to a fraudulent mobile app, which has been reported to the HKMA. A hyperlink to the press release is available on the HKMA website.

     The HKMA wishes to remind the public that banks will not send SMS or emails with embedded hyperlinks which direct them to the banks' websites to carry out transactions. They will not ask customers for sensitive personal information, such as login passwords or one-time password, by phone, email or SMS (including via embedded hyperlinks).

     Anyone who has provided his or her personal information, or who has conducted any financial transactions, through or in response to the mobile app concerned, should contact the bank using the contact information provided in the press release, and report the matter to the Police by contacting the Crime Wing Information Centre of the Hong Kong Police Force at 2860 5012.

     The Government published in the Gazette today (December 9) the Inland Revenue (Amendment) (Tax Concessions for Family-owned Investment Holding Vehicles) Bill 2022, aiming to provide tax concession for eligible family-owned investment holding vehicles (FIHVs) managed by single family offices (SFOs) in Hong Kong with a view to facilitating the development of family office business in Hong Kong.
 
     "The multiplier effect of attracting more family offices to set up and operate in Hong Kong could be tremendous, including generating increased demand for financial and related professional services, creating more high-quality employment opportunities, and channelling substantial capital to Hong Kong's capital markets, thus benefitting the economy as a whole," a spokesman for the Financial Services and the Treasury Bureau said.
 
     The Government proposes that profits tax exemption will be provided to an FIHV's assessable profits earned from qualifying transactions and incidental transactions subject to the fulfilment of eligibility conditions. To attain the policy objective of bringing investment management and related activities to Hong Kong, the FIHV shall be managed by an SFO in Hong Kong and fulfil the minimum asset threshold and substantial activities requirement.
 
     The Bill will be introduced into the Legislative Council for first reading on December 14.

     The Agriculture, Fisheries and Conservation Department, together with the Western Police District and the Department of Health, conducted an enforcement operation today (December 9) at a building in Ap Lei Chau, which was included in a compulsory testing notice earlier. The operation commenced at around 8am and ended at around 11am today.

     Starting from around 8am today, staff arranged by the Government stationed at the entrances/exits of the Hoi Yat Court, South Horizons, Ap Lei Chau, to verify the testing certifications of persons subject to compulsory testing so as to confirm whether they had undergone testing in compliance with the requirement of the compulsory testing notice. Persons subject to compulsory testing had to present the SMS notification containing the results of COVID-19 tests or relevant proof, to prove that they had followed the requirement pursuant to the compulsory testing notice and completed the test within the specified period.

     During the operation, 342 persons were checked. Among them, five persons were found to have failed to comply with the compulsory testing notice. They were subsequently issued compulsory testing orders, requiring them to undergo testing within a specified period. Fixed penalty notices of $10,000 each were also issued to two of them.

     The Government expresses gratitude to most persons subject to compulsory testing who complied with the compulsory testing notices for their co-operation to fight the virus together. A Government spokesman reminded that any person who fails to comply with the compulsory testing notice commits an offence and may be fined a fixed penalty of $10,000. The Government will also issue the person concerned a compulsory testing order requiring him or her to undergo testing within a specified time frame. Failure to comply with the compulsory testing order is an offence, and the offender would be liable to a fine at level 5 ($50,000) and an imprisonment for six months. The spokesman reiterated that the Government will continue to enforce the law strictly.

     Also, the Government understands that the enforcement process may cause inconvenience to some residents, and appeals for understanding. Gratitude is also extended to members of the public and relevant organisations for their support and co-operation.

     The Buildings Department and the Land Registry, together with the Sham Shui Po Police District and the Department of Health, conducted an enforcement operation today (December 9) at a building in Cheung Sha Wan, which was included in a compulsory testing notice earlier. The operation commenced at around 7am and ended at around 10.30am today.
 
     Starting from around 7am today, staff arranged by the Government stationed at the entrance/exit of Block 1, Liberte, Cheung Sha Wan, to verify the testing certifications of persons subject to compulsory testing so as to confirm whether they had undergone testing in compliance with the requirement of the compulsory testing notice. Persons subject to compulsory testing had to present the SMS notification containing the results of COVID-19 tests or relevant proof, to prove that they had followed the requirement pursuant to the compulsory testing notice and completed the test within the specified period.

     The Government gazetted today (December 9) the proposed road works at Clear Water Bay Road and proposed Ta Ku Ling residential site in Sai Kung to serve the anticipated traffic demand induced by the residential development in that area.
