Tenders invited for management, operation, installation and maintenance of public lighting system in New Territories West

     The Highways Department (HyD) today (May 25) invited tenders for a four-year term contract for the management, operation, installation and maintenance of public lighting system in New Territories West (Contract No. 01/HY/2023) from October 2023 to September 2027.

     The contract, which will be supervised by the Lighting Division of the HyD, covers the design, management, operation, installation and maintenance of the public lighting system in New Territories West. The public lighting system generally consists of conventional road lighting, village lighting, gantry sign lighting, roadside directional sign lighting, traffic bollards and the associated network of cables, ducts and peripheral items. Within the designated contract area, there are about 64 300 road and village lighting points, 2 200 lighting installations on illuminated gantry signs and roadside directional signs, and 3 800 traffic bollards.

     Tender submissions should be placed in the Government Secretariat Tender Box at the lobby of the Public Entrance on G/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Submission of tenders will close at noon on July 7, 2023 (Friday).

Bankruptcy and Companies Legislation (Miscellaneous Amendments) Bill 2023 gazetted

     The Government published the Bankruptcy and Companies Legislation (Miscellaneous Amendments) Bill 2023 (the Bill) in the Gazette today (May 25).
 
     The Bill seeks to amend the Bankruptcy Ordinance (Cap. 6), the Companies (Winding Up and Miscellaneous Provisions) Ordinance (Cap. 32) and the relevant subsidiary legislation to enable implementation of the Electronic Submission System (ESS) for the Official Receiver's Office (ORO); streamline the publication requirements for insolvency and related notices; and introduce miscellaneous amendments.
 
     "The ESS will enhance the ORO's services, strengthen the monitoring of insolvency cases, create a more automated working environment and support electronic payments. The ORO will implement the ESS by phases starting from the fourth quarter of 2023. Furthermore, to streamline the process and reduce advertising costs, we propose to mandate publishing insolvency and related notices only by the Government Gazette, which is now easily accessible online," a spokesperson for the Financial Services and the Treasury Bureau said.
 
     The Bill will be introduced into the Legislative Council for first reading on June 7.




United Nations Sanctions (Yemen) Regulation 2019 (Amendment) Regulation 2023 gazetted

     The Government today (May 25) gazetted the United Nations Sanctions (Yemen) Regulation 2019 (Amendment) Regulation 2023 (the Amendment Regulation), which came into operation today.

     "The Amendment Regulation amends the United Nations Sanctions (Yemen) Regulation 2019 to give effect to certain decisions relating to sanctions in the United Nations Security Council Resolutions 2664 and 2675 in respect of Yemen," a Government spokesperson said.
      
     The amendments renew the financial sanctions and travel ban, and reflect the latest exemption arrangements in respect of asset freeze.




June 2023 adjustment in ceiling prices for dedicated LPG filling stations

     The Electrical and Mechanical Services Department today (May 25) announced an adjustment to the auto-LPG (liquefied petroleum gas) ceiling prices for dedicated LPG filling stations from June 1 to June 30, 2023, in accordance with the terms and conditions of the contracts of the dedicated LPG filling stations.
 
     A department spokesman said that the adjustment on June 1, 2023, reflects the movement of the LPG international price in May 2023. The adjusted auto-LPG ceiling prices for dedicated LPG filling stations will range from $3.56 to $4.14 per litre, representing an increase of $0.03 per litre.
 
     The spokesman said that the auto-LPG ceiling prices were adjusted according to a specified pricing formula. The formula comprises two elements – the LPG international price and the LPG operating price. The LPG international price is the LPG international price of the preceding month. The LPG operating price is adjusted on the first day of February every year according to the movement in the Composite Consumer Price Index in the previous year.

     The spokesman said that the details of the LPG international price and the auto-LPG ceiling price of each dedicated LPG filling station have been uploaded to the department website www.emsd.gov.hk. They are also posted at dedicated LPG filling stations to enable the trades to monitor the price adjustment.
 
     Details of the pricing adjustment mechanism for dedicated LPG filling stations can also be viewed under the "What's New" section of the department website at www.emsd.gov.hk/en/what_s_new/current/index.html.

     The dedicated LPG filling stations at Marsh Road in Wan Chai, Sham Mong Road in Mei Foo and Yip Wong Road in Tuen Mun are closed for renovation. For details, please refer to the announcement on the webpage of the Electrical and Mechanical Services Department.
