Proposed road works for public housing development at Cheung Man Road in Chai Wan gazetted

     The Government gazetted today (June 30) the proposed road works to provide the necessary infrastructure to the proposed public housing development at Cheung Man Road in Chai Wan.

     Details of the proposal are set out in the Annex. The plans and scheme of the works are available for public inspection at the following government offices during office hours:

Appointment of self-recommended young members to Antiquities Advisory Board

     The Government today (June 30) announced that the Chief Executive has appointed two members to the Antiquities Advisory Board (AAB) through the Member Self-recommendation Scheme for Youth (MSSY) from June 30, 2023, to December 31, 2024. The appointment notice was published in the gazette today.
      
     The newly appointed members are Miss Erica Chim Wing-yi and Mr Caspar Yam Ming-ho. Both of them have joined the field of heritage conservation after graduation from university. 
      
     The AAB is a statutory body established under the Antiquities and Monuments Ordinance to advise the Antiquities Authority (i.e. the Secretary for Development) on matters relating to antiquities and monuments.

Government invites market to submit expression of interest regarding development of multi-storey buildings for modern industries

     â€‹The Government today (June 30) invites interested parties to submit expression of interest (EOI) for the first batch of five sites for multi-storey buildings for modern industries (MSBs) located in Hung Shui Kiu/Ha Tsuen New Development Area (HSK/HT NDA) and near Yuen Long InnoPark, in order to finalise the tender documents with reference to the market feedback.
      
     A spokesperson for the Development Bureau (DEVB) said, "With a view to achieving the dual objectives of promoting the development of industries and consolidating brownfield operations in a land-efficient manner, the DEVB has reserved about 72 hectares of land in HSK/HT NDA, Yuen Long South Development Area, etc, mainly for the development of MSBs for industrial uses."
      
     Logistics and/or vehicle maintenance will be designated as the major uses of the first batch of five sites at HSK/HT and Yuen Long to promote the development and upgrading of relevant industries. These sites are expected to be rolled out progressively for tender starting from the fourth quarter of 2023.  In addition, the DEVB will request the developer to, under specific land sale conditions, set aside no less than 30 per cent of the floor space to be taken up by the Government ("Designated Portion"). An agency would be appointed by the Government to manage the Designated Portion for leasing to brownfield operators displaced by Government projects, so that brownfield operations contributing to the local economy can be consolidated and accommodated in a more orderly and efficient manner.
      
     The spokesperson indicated that, unlike industrial sites put up for sale by tender before, the said requirement for handing over 30 per cent of the floor space to the Government is a novel arrangement. The Government therefore invites the market to submit EOI, and the views and suggestions so collected will facilitate the Government in formulating more precisely the development parameters for subsequent land sale arrangements and tenders.
      
     The brochure of the invitation for EOI has been uploaded on the websites of the DEVB (www.devb.gov.hk/en/issues_in_focus/index.html) and the Lands Department (www.landsd.gov.hk). Interested parties must deposit their EOI in the designated box of Room 2129-30, 21/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, by noon on August 31 (Thursday).

Government proposes amendments to update regulations on merchant shipping for compliance with international standards

     The Government gazetted today (June 30) to propose legislative amendments to seven regulations under the Merchant Shipping (Safety) Ordinance (Cap. 369), the Merchant Shipping (Prevention and Control of Pollution) Ordinance (Cap. 413) and the Merchant Shipping (Local Vessels) Ordinance (Cap. 548), to incorporate into local legislation the latest relevant requirements of the International Maritime Organization (IMO), namely the International Convention for the Safety of Life at Sea, the International Convention on Load Lines, the International Convention for the Prevention of Pollution from Ships, the International Maritime Solid Bulk Cargoes Code (IMSBC Code), and the International Maritime Dangerous Goods Code (IMDG Code).

     The seven regulations to be amended are the Merchant Shipping (Safety) (Load Lines) Regulations (Cap. 369AD), the Merchant Shipping (Safety) (Life-saving Appliances and Arrangements, Musters and Training) Regulation (Cap. 369AY), the Merchant Shipping (Safety) (IMSBC Code) Regulation (Cap. 369AZ), the Merchant Shipping (Safety) (Radiocommunications) Regulation (Cap. 369BB), the Merchant Shipping (Safety) (Construction and Survey) Regulation (Cap. 369BD), the Merchant Shipping (Prevention of Oil Pollution) Regulations (Cap. 413A), and the Merchant Shipping (Local Vessels) (General) Regulation (Cap. 548F).

     The proposed amendments include the requirement for the installation of water level detector for certain multiple-hold cargo ships, the unified interpretation of the accepted conditions of equilibrium after flooding, the modernisation of the Global Maritime Distress and Safety System, as well as the regular revision of the IMSBC Code and the IMDG Code.

     A spokesman for the Transport and Logistics Bureau said, "The Hong Kong Special Administrative Region Government has been sparing no effort in implementing the latest IMO requirements through local legislation so as to keep pace with the international standards. The proposed amendments will also contribute to enhancing maritime safety."

     The Panel on Economic Development of the Legislative Council, as well as the Hong Kong Fleet Operation Advisory Committee and the Local Vessels Advisory Committee of the Marine Department, have been consulted on the legislative proposal. Members supported the proposal.

     The legislative proposal will be tabled at the Legislative Council for negative vetting on July 5.
