Temporary closure of WSD’s Customer Enquiry Centres and H2OPE Centre

     In view of the extreme conditions, which will continue at least until noon today (September 8), the Water Supplies Department announced that the Customer Enquiry Centres of the department will be closed until further notice. For enquiries on account matters, please call the department's 24-hour Customer Services Hotline on 2824 5000.

     Separately, the H2OPE Centre (Water Resources Public Education Centre) has also been closed until further notice.

Please broadcast the following as soon as possible and repeat it at suitable intervals:

     The Marine Department today (September 8) reminded masters, coxswains and persons-in-charge of vessels navigating in Hong Kong waters to proceed at a safe speed and exercise extreme caution because restricted visibility of less than 2 nautical miles has been reported.

     Appropriate sound signals shall be made when underway or at anchor. All vessels must comply with the International Regulations for Preventing Collision at Sea.

     Also, when radar is used without the benefit of adequate plotting facilities, the information obtained from the equipment is rather limited and should be construed accordingly.

     Visibility reports are broadcast by the Vessel Traffic Centre (VTC) on VHF channels 02, 12, 14, 63 and 67.

     In the event of an accident, a report shall be made immediately to the VTC at Tel: 2233 7801.




Notification for extension of tender closing time due to extreme conditions

     The Central Tender Board and the Public Works Tender Board announce that the closing time for tenders to be received through the Government Secretariat Tender Box or the Public Works Tender Box at noon today (September 8) has been extended to noon on September 11 (Monday) due to extreme conditions.




Service suspension of Children Community Vaccination Centre, Private Clinic COVID-19 Community Vaccination Stations and outreach teams of Home Vaccination Service

Please broadcast the following as soon as possible and repeat it at suitable intervals:

     The Government today (September 8) announced that due to extreme conditions caused by extensive flooding and serious traffic disruption, owing to torrential rain brought by the trough of low pressure associated with remnant of Haikui, the Children Community Vaccination Centre and Private Clinic COVID-19 Vaccination Stations under the COVID-19 Vaccination Programme are closed this morning and their vaccination service will be suspended.

     Affected persons can make a new vaccination appointment through the booking system on the website of the COVID-19 Vaccination Programme (booking.covidvaccine.gov.hk) from the next day of the original booking.

     The Home Vaccination Service scheduled has also been cancelled. The relevant medical organisations will contact affected persons for updated vaccination arrangements.

     As the Black Rainstorm Signal has been issued by the Hong Kong Observatory, along with the extensive flooding and serious traffic disruption across various areas in Hong Kong, the arrangements of the Legislative Council (LegCo) committee meeting today (September 8) as well as public services in the LegCo Complex will be as follows:

     The meeting of Bills Committee on Road Traffic Legislation (Enhancing Personalized Point-to-point Transport Services) (Amendment) Bill 2023 and Taxi-Driver-Offence Points Bill will not be held today.

Public services in LegCo Complex

     The services of the LegCo Public Complaints Office, the LegCo Library, the LegCo Archives as well as guided tours and education service will be suspended.
