LegCo to consider Banking (Amendment) Bill 2025

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting next Wednesday (June 4) at 11am in the Chamber of the LegCo Complex. During the meeting, the Second Reading debate on the Banking (Amendment) Bill 2025 will resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.

     On Government motion, the Chief Secretary for Administration will move a proposed resolution under Article 73(7) of the Basic Law and section 7A of the Hong Kong Court of Final Appeal Ordinance relating to the appointment of a judge of the Hong Kong Court of Final Appeal from another common law jurisdiction. The proposed resolution is set out in Appendix 1.

     On Members' motions, Mr Yang Wing-kit will move a motion on reviewing the development strategy for public markets. The motion is set out in Appendix 2. Mr Michael Tien will move an amendment to Mr Yang Wing-kit's motion.

     Dr Lo Wai-kwok will move a motion on establishing a top-level dedicated structure to devise a population policy. The motion is set out in Appendix 3. Mr Kenneth Leung and Ms Nixie Lam will move separate amendments to Dr Lo Wai-kwok's motion.

     Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.

Framework agreement on co-operation in Mirs Bay pilotage between Hong Kong and Shenzhen renewed

     The Government announced today (May 30) that the Marine Department (MD) has renewed the framework agreement on co-operation in Mirs Bay pilotage with the Transport Bureau of the Shenzhen Municipal People's Government, with the Shenzhen Maritime Safety Administration being a newly added signatory. The framework agreement will come into effect on June 1 this year with a validity period of three years.
 
     The purpose of the framework agreement is to enhance the navigational safety of vessels in the waters of Mirs Bay and to improve the efficiency of vessels calling at the Shenzhen East Port Area. The framework agreement specifies the scope of pilotage services for vessels, pilot deployment, charging arrangements, pilot management and entry/exit arrangements. According to the framework agreement, vessels that are required to be under compulsory pilotage as stipulated in the laws of both Hong Kong and Shenzhen will be piloted by a single Hong Kong or Shenzhen qualified pilot throughout the entire voyage to or from the Shenzhen East Port Area through Mirs Bay, and the service will be charged once. Compared with the previous requirement for vessels to be guided by pilots from Hong Kong and Shenzhen in separate segments, the pilotage co-operation arrangement effectively reduces operating costs of shipping and port entities, and improves the efficiency and safety of pilotage operations.
 
     A spokesperson for the MD said, "Since the initial signing of the framework agreement in 2022, the pilotage co-operation in Mirs Bay between Hong Kong and Shenzhen has been smooth and efficient, and well-received by the trade. Therefore, we welcome the renewal of the framework agreement with Shenzhen in order to continue to provide convenience for the trade in marine transportation, deepen co-operation between Hong Kong and Shenzhen in pilotage services, as well as foster the high-quality development of ports in the Guangdong-Hong Kong-Macao Greater Bay Area."




Distinctive arts on offer at LCSD parks (with photo)

     Members of the public are invited to visit the new phase of the Arts Fun Fair to be launched by the Leisure and Cultural Services Department (LCSD) at Kowloon Park from this Sunday (June 1). Visitors can enjoy the beautiful scenery of the park while appreciating a wide range of handicrafts and artworks.
 
     The 27th phase of the Arts Fun Fair at Kowloon Park runs from June 1 until May 31 next year, and will be open from 1pm to 7pm on Sundays and public holidays at the park's Loggia. There will be 13 stalls displaying and selling craftworks including floral artworks and ornaments, as well as art services including painting and calligraphy.
 
     The Arts Fun Fair aims at enhancing public interest in the arts and enriching the arts atmosphere in Hong Kong. It will also make the park more appealing and enjoyable for park visitors, a spokesman for the LCSD said.
 
     "The Arts Fun Fair at Kowloon Park has been well received by the general public. In addition to the fair, other specialised facilities in the park, such as the Sculpture Walk, the Water Garden and the Maze Garden, also win the hearts of visitors enjoying fun-filled weekends," the spokesman said.
 
     In addition to the fun fair at Kowloon Park, the Arts Corner at Hong Kong Park has also commenced.
 
     The 25th phase of the Hong Kong Park's Arts Corner is now open from noon to 6pm every Saturday, Sunday and public holiday. It will continue until December 31 at the outdoor area near the Flagstaff House Museum of Tea Ware inside the park. There are 10 stalls in operation featuring fabric crafts and ornaments as well as stalls providing arts services including painting and portrait sketching.

“Hong Kong Filmography Volume IX” now on sale (with photos)

     The ninth volume of the Hong Kong Filmography series produced by the Hong Kong Film Archive (HKFA) of the Leisure and Cultural Services Department (LCSD) is now available for purchase.
 
     The Hong Kong Filmography series aims at outlining the history of Hong Kong cinema and offering readers a valuable resource for further research by providing information of Hong Kong films, including genres, release dates, production companies, casts and crews, synopses, filmmakers' notes, film stills and more. The Hong Kong Filmography series, from Volume I (revised edition) to Volume VIII, covers over 7,000 films produced between 1914 and 1979. The newly released Volume IX documents 339 Hong Kong films from 1980 to 1982, including 328 fiction films and 11 documentaries.
 
     The 1980s was a golden era for Hong Kong films. In the early part of the decade, local films outperformed foreign ones at the box office. Well-developed cinema circuits competed fiercely with one another, while Shaw Brothers, Golden Harvest and Cinema City stood out as the three major film production companies. In addition, an increase in the volume of film productions, the numerous acclaimed works of the emerging new wave directors, and the establishment of the Hong Kong Film Awards were all testaments to the vibrancy of the local film industry during this period.
 
     Hong Kong Filmography Volume IX is printed in traditional Chinese, with 240 pages including six full-colour pages. It is priced at $280 and now available at the HKFA box office. From now until July 31, during the period of the Hong Kong Pop Culture Festival 2025, a 10 per cent discount is available for a purchase of two or more copies of the Hong Kong Filmography series at the HKFA box office while stocks last. Quotations invited for tenancies at Hong Kong-Zhuhai-Macao Bridge Hong Kong Port

     The Government Property Agency (GPA) is inviting three separate quotations for the government properties at (i) Shop No. 508, (ii) Shop No. 509 and (iii) Shop No. 510, on the First Floor, Passenger Clearance Building, 33 Shun Fai Road, Hong Kong-Zhuhai-Macao Bridge Hong Kong Port, Lantau, Hong Kong, each for a three-year tenancy subject to the provisions for renewal for a further term of two years.

     The three premises should only be used for general retail and/or services purposes. Details are available in the respective Quotation Notices and Forms of Tenancy Agreement.

     The quotation notices were uploaded today (May 30) to the GPA Property Portal: www.gpaproperty.gov.hk/en/index.html. Quotation documents are available for collection at the GPA, 9/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon, during the period from 9am to 6pm from Monday to Friday, except public holidays. The documents can also be downloaded from the GPA Property Portal.

     Interested bidders who wish to conduct a site inspection of the premises should make a prior appointment with the GPA by calling 3842 6918 or 3842 6915 by June 5.

     Bidders must submit their quotations by placing them in the GPA Quotation Box placed at the Ground Floor Lobby, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon, before noon on June 20. Late quotations will not be accepted.
