Man arrested for murder

     Police arrested a 26-year-old man at Hong Kong International Airport last night (December 6) in suspected connection with a murder case reported in Aberdeen on the same day.

     At about 8am yesterday, Police received a report that a man was found drowning at the sea off Wah Fu (I) Estate. He was certified dead after being sent to hospital. Investigation confirmed that the deceased was the 65-year-old father of the arrested man.

     Initial investigation revealed that the arrested man was suspected of disposing the dead body of his father into the sea off Wah Fu (I) Estate after assaulting his father with a knife.

     The arrested man is being detained for further enquiries.

     Investigation by the District Crime Squad Team 1 of Western District is underway.

Pamela Youde Nethersole Eastern Hospital announces sentinel event

The following is issued on behalf of the Hospital Authority:

      The spokesperson for Pamela Youde Nethersole Eastern Hospital (PYNEH) announced a sentinel event today (December 7):
 
      An 86-year-old female patient was arranged to have Computerised Tomography virtual colonoscopy in PYNEH today (December 7). During the examination, insufflation of gas into the colon was required with a small water-filled balloon placed at the anus to avoid leakage of gas. The patient was noted to have pneumo-retroperitoneum afterwards, indicating the possibility of rectum perforation caused by the rupture of the balloon due to accidental inflation with gas. An emergency operation to repair the rectum has been performed and the patient is now in a stable condition.
 
      The hospital is very concerned about the case and has met with the family to give an explanation and apology. The incident has been reported to the Hospital Authority Head Office and has been categorised as a sentinel event. A root cause analysis panel will be set up to look into the incident. The report will be submitted to the Hospital Authority within eight weeks.
 




Missing woman in Kwai Chung located

     Police located a woman who went missing in Kwai Chung.

     Zhang Cheng, aged 36, went missing after she was last seen in a hostel on Tai Loong Street on October 7 evening. The staff of the hostel made a report to Police on October 8.

     The woman was located at Queen Elizabeth Hospital yesterday afternoon (December 6). She sustained no injuries and no suspicious circumstances were detected.    




Heritage Museum to commemorate renowned Cantonese opera artist Ng Kwan-lai through film programme and exhibition (with photos)

     Renowned Cantonese opera artist Ng Kwan-lai passed away on September 26. To commemorate this opera great, the Hong Kong Heritage Museum has organised a film programme complemented by a small display of Ng's belongings and memorabilia under the title of "A Star on the Stage and on the Silver Screen – The Stage Art of Ng Kwan Lai", allowing visitors to revisit Ng's spectacular performing career.
 
     Curated by the Hong Kong Film Archive, the film programme will be held at the Heritage Museum's Theatre on 1/F during December and feature eight movies starring Ng. These are "Patriotic Heroine" (1960), "The Unroyal Prince" (1960), "The Marriages of the Two Princesses" (1958), "The Courtship of the Queen" (1961), "Lui Bo" (1961), "The Impartial and Incorruptible Judge Pao" (1967), "The Ambitious Prince" (1965) and "A Merry Maid" (1967).
 
     The small display, featuring items including Ng's costumes, headgear and scripts as well as photos related to the plays she performed in the past, is now being held at the museum's Cantonese Opera Heritage Hall and will run until February 25, next year.

     Ng Kwan-lai achieved extraordinary accomplishments in all four basic aspects of Cantonese opera – singing, acting, delivery of lines and martial arts. She joined a number of large troupes including Lai Sing Opera Troupe, Fei Fan Heung Opera Troupe and Chung Sun Sing Opera Troupe, and performed with renowned artists like Mak Bing-wing, Ho Fei-fan, Fung Wong Nui and Lam Kar-sing. They successfully built a repertory of Cantonese opera classics such as "Two Immortals at the Pavilion of the Moon", "Presenting a Sword at Hundred-Flower Pavilion" and "The Story of Chu Pin's Loyalty to the Sung Dynasty" which won huge popular acclaim.

Hong Kong and Guangdong strengthen co-operation in cleaner production to improve environmental quality in Guangdong-Hong Kong-Macao Greater Bay Area

     The Environment Bureau of the Hong Kong Special Administrative Region (HKSAR) Government and the Department of Industry and Information Technology of Guangdong Province (GDDIIT) today (December 7) held the fifth meeting of the Hong Kong-Guangdong Joint Working Group on Cleaner Production (JWGCP) in Guangzhou. A presentation ceremony for the Hong Kong-Guangdong Cleaner Production Partners Recognition Scheme (the Scheme) was also held to commend the efforts of some 150 enterprises in pursuing cleaner production.
 
     The fifth meeting of the JWGCP was co-chaired by the Secretary for the Environment of the HKSAR Government, Mr Wong Kam-sing, and the Director-General of GDDIIT, Mr Tu Gaokun, to discuss and review the work progress in 2018, as well as to promote the development of the Guangdong-Hong Kong-Macao Greater Bay Area and facilitate co-operation in ecological and environmental protection.

     The JWGCP agreed that the implementation of the Guangdong-Hong Kong-Macao Greater Bay Area as a national strategy has provided new opportunities for Hong Kong-Guangdong environmental co-operation. At today's meeting, the JWGCP also agreed on the 2019 work plan, which focuses on the continuous promotion of the use of cleaner production technologies to reduce volatile organic compounds by relevant industries and the joint implementation of the Scheme. In addition, both sides will promote the adoption of cleaner production technologies for energy saving by high energy consumption industries, and encourage Hong Kong-owned enterprises to participate in training related to acceptance procedures for cleaner production audits and undertaking cleaner production audits.

     The meeting was attended by representatives of the Environment Bureau, the Environmental Protection Department (EPD), the Trade and Industry Department and the Innovation and Technology Commission of the HKSAR Government; and by representatives of GDEDIIT, the Department of Ecology and Environment and the Department of Science and Technology of Guangdong Province.

    The 10th presentation ceremony for the Scheme was also held in Guangzhou this afternoon. This year, a total of 153 enterprises were commended as Hong Kong-Guangdong Cleaner Production Partners to recognise their efforts in pursuing cleaner production. Of these, 50 and 75 Hong Kong-owned manufacturing enterprises were commended as Excellent Partners and Partners respectively. Other commended enterprises included two sourcing enterprises and 26 environmental technology service providers.

     Officiating at today's ceremony were Mr Wong and Mr Tu. The ceremony was also joined by over 200 representatives from the Hong Kong and the Guangdong governments, as well as members of trades and industries and enterprises of both places.

     Hong Kong and Guangdong have been jointly promoting cleaner production to tackle environmental pollution in the region. By adopting cleaner production, enterprises can improve their environmental performance and reduce pollutant emissions in addition to increasing their economic benefits through energy saving and waste reduction.

     The Cleaner Production Partnership Programme was launched by the EPD in collaboration with GDDIIT in 2008, with more than 3 000 funding applications approved to date. Both sides jointly launched the Scheme in 2009 to encourage enterprises to adopt cleaner production technologies and practices by commending enterprises that pursue and promote cleaner production.
