No. 3 alarm fire in Yuen Long (3)

     The No. 3 alarm fire broke out at a recycling site at Shan Ha Tsuen in Yuen Long yesterday afternoon (August 28) was brought under control at 11.31pm yesterday and was largely put out at 00.08am today (August 29).

     Firemen used seven jets and mobilised seven breathing apparatus teams to fight the blaze.

     No casualties have been reported so far.




Labour Department highly concerned about fatal work accident that happened yesterday

     The Labour Department (LD) is highly concerned about the work accident that happened in an upper floor office unit in Tsim Sha Tsui, Kowloon yesterday afternoon (August 28), in which a male staff, while placing a file at a height, fell beyond the building onto the ground floor through a window nearby. He was seriously injured and certified dead on spot. The LD is saddened by the death of the staff and has expressed its deepest sympathy to the victim's family.

     The LD's spokesman said, "We commenced immediate on-site investigation as soon as we were notified of the accident and issued a suspension notice to the employer involved, suspending work-above-ground near unlocked windows. The employer cannot resume the work process until LD is satisfied that measures to abate the relevant risk have been taken."

     The spokesman added, "We will complete investigation as soon as possible to identify the cause of the accident, ascertain the liability of the duty holders and recommend improvement measures. We will take actions pursuant to the law if there is any violation of the work safety legislation."

     The general duty provisions of the Occupational Safety and Health Ordinance require employers to provide safe working environments, safe plant and safe systems of work for their employees. Those who contravene the above provisions are liable to a fine of $200,000 and imprisonment for six months.

     In regard to yesterday's accident, the LD will issue a Work Safety Alert through its website and email, giving a brief account of the accident concerned to duty holders, workers' unions, professional bodies of safety practitioners and others, and reminding the industry of the importance of following safety precautionary measures to prevent recurrence of similar accidents.

     The LD will also remind the employer concerned of the liability for employees' compensation under the Employees' Compensation Ordinance, assist family members of the deceased to claim employees' compensation and closely follow up on the case. For those with financial difficulties, the LD will assist them to apply for appropriate emergency funds. Subject to the needs and wishes of family members of the deceased, the LD will also liaise with the Social Welfare Department for financial or other assistance.

     For the sake of securing the safety and health of employees at work, the LD appeals to employers to provide plant and systems of work that are safe and without risks to health. Employees should co-operate with their employers, adopt all safety measures and use personal protective equipment provided properly to avoid endangering their own work safety and that of other workers.

     Firemen are now using seven jets and mobilising seven breathing apparatus teams to fight the blaze.

Response to media enquiries by CE’s Office

     In response to media enquiries today (August 28) on remarks by the Chief Executive, Mrs Carrie Lam, at a closed-door event on August 26, the Chief Executive's Office said the following:

     On the suggestion to establish an independent commission of inquiry to look into the Police's law enforcement actions, the Hong Kong Special Administrative Region (HKSAR) Government considers that the statutory Independent Police Complaints Council (IPCC) is in place to handle the complaints against police officers in relation to various large-scale public order events or incidents, as well as to proactively undertake a fact-finding study on the large-scale public order events which took place after June 9. As the related work of the statutory IPCC is under way, the HKSAR Government is of the view that it is inappropriate to set up another independent commission of inquiry for investigation. The stance of the HKSAR Government has all along been that relevant matters should be dealt with by the established mechanism. The Chief Executive's remarks at the closed-door event on August 26 on views of the police officers mentioned in media reports are statements of fact and are not related to the stance of the HKSAR Government.




Labour Department investigates fatal work accident in Tsim Sha Tsui

     The Labour Department (LD) is investigating a fatal work accident that occurred in Tsim Sha Tsui this afternoon (August 28) in which a man died.
 
     The LD immediately deployed staff to the scene upon receiving a report of the accident, and is now conducting an investigation to look into its cause.
