Talks with President of Vietnam Tran Dai Quang

Dmitry Medvedev: Dear Vietnamese friends and colleagues, I am happy to welcome you to Moscow. Mr Quang, this is your first visit to Russia in the capacity of president of friendly Vietnam, which we view with appreciation as a major element of the further strengthening of cooperation between our countries.

We know that you have a packed agenda. After this meeting, you will have extended talks with President of Russia Vladimir Putin and meetings with our parliament speakers.

Our relations rest firmly on the traditions of friendship, mutual understanding and cooperation which we developed over decades. I would like to say that now our relations have entered a new stage. Our trade and economic cooperation is now seriously influenced by the Free Trade Agreement between the Eurasian Economic Union and Vietnam. Vietnam is the first country with which the EAEU has signed this agreement. We hope that this will benefit our economies and hence our people.

I would like to use this opportunity to ask you to convey our greetings and best wishes to our Vietnamese friends and colleagues, General Secretary of the Vietnamese Communist Party Central Committee Nguyen Phu Trong and Prime Minister Nguyen Xuan Phuc.

Once again, I hope you have a successful visit.

Tran Dai Quang (via interpreter): Mr Medvedev, dear Russian and Vietnamese friends. I am glad that I have come to Russia as President of Vietnam in the year of the 100th anniversary of the Great October Revolution. I am grateful to the Russian leaders and the Moscow government for the warm welcome they have given to me and my delegation.

I am particularly glad to be able to meet with you again during this visit in order to discuss our practical actions and to revitalise our comprehensive strategic partnership and multifaceted cooperation so as to elevate our relations to a higher level and deepen and expand them to the benefit of our people and peace and stability in the region and the world.

I would like to use this occasion to convey warm greetings to you, Mr Medvedev, from General Secretary Nguyen Phu Trong and Prime Minister Nguyen Xuan Phuc and other party and government leaders of Vietnam. We are willing not just to revitalise our relations on the basis of a comprehensive strategic partnership but also to strengthen and expand them in other areas and through various means, including party ties. We also propose promoting interaction between our people.

Dmitry Medvedev extends condolences to Premier of the State Council of the People’s Republic of China Li Keqiang on the landslide in the province of Sichuan

“On behalf of the Government of the Russian Federation and myself personally, I would like to extend my deepest condolences on the landslide in the province of Sichuan, which caused loss of life and devastation.”

“I would like to express my sympathy and support to the families and friends of the deceased and wish a speedy recovery to all those injured,” the message reads in part.




Message to the Shell team

Dear friends,

2017 is a special year for your company, as it marks 125 years since Shell first came to Russia. Please accept my sincere congratulations on this remarkable anniversary.

It was in this country that the Samuel family company family company essentially first decided to go into the oil business. It achieved incredible success, becoming one of the world’s biggest oil companies. Shell has never lost touch with Russia. During World War II it played an active role in supplying oil products and food to the USSR. War veterans remember this and are grateful to all those who brought victory closer.

Today Shell is firmly integrated into our national economy and is one of our biggest foreign investors. Its companies and joint ventures are involved in various business areas: from exploration and production of mineral resources to the manufacture of fuel and lubricants and their sale at filling stations. The construction of Russia’s first LNG plant on Sakhalin, which uses cutting-edge technology, became one of your company’s largest projects. Shell’s support helped open the door to Russian energy resources in the Asia-Pacific Region, which substantially strengthened energy security in the Far East and overall in the Asia-Pacific Region.

Friends, our partnership has stood the test of time. I am confident that this remarkable anniversary of our successful, mutually beneficial cooperation will give a fresh impetus to take it even further and foster new ideas for joint progress.

The talks focused on Russian-Brazilian trade, investment, industrial, research and technology, cultural and humanitarian cooperation.

Meeting with President of Brazil Michel Temer

Dmitry Medvedev: This is your first visit to Russia in your new capacity. But we have met many times before, both in Russia and in Brazil. In 2015, we chaired a meeting of the High-Level Commission on Cooperation in Moscow. Our meetings have always been noted for a high level of mutual understanding, because our countries maintain friendly relations. Brazil is Russia’s key partner in Latin America.

Your visit is very important for the further development of our relations, especially since we will mark 190 years of diplomatic relations between our countries next year.

Similar economic processes are ongoing in our countries. This is why we need to look at what happens in a friendly country so as to make use of the solutions our partners find.

Our goal in our bilateral relations is to promote trade, which declined last year for economic reasons. But this year’s trend is quite positive: bilateral trade has increased by 30 percent. We must support these positive developments and diversify mutual trade, including in high tech industries, which have been developing positively both in Russia and in Brazil.

Michel Temer (via interpreter): Our cooperation has always been productive, especially in trade, the economy and other areas. Our key goal now is to implement new initiatives designed to increase Russian investment in Brazil and Brazilian investment in Russia.

We have noticed that inflation has decreased in Russia. Brazil can report a similar trend: we have brought inflation down to 3.6 percent. The same is true about the interest rate, which has been reduced considerably from the previous level of 14.5 percent. In other words, the situation in Brazil is improving.

I have come to Russia in order to encourage Russian investors to invest in various sectors of the Brazilian economy. There are over 50 sectors, including energy, oil and gas, which could be of economic interest for Russia.

Our relations are based on friendship and trust. We are working now to avoid double taxation. This could be a major advantage for Brazil and Russia alike.

Dmitry Medvedev: You have already met with the Russian President, and I know that the talks were focused on a broad range of issues and fully reflected the multifaceted cooperation between Russia and Kyrgyzstan.

This cooperation is constantly developing despite economic difficulties. The economy is improving in both countries.

Now we are implementing major projects, both bilateral and within the Eurasian Economic Union.

Almazbek Atambayev: Every one of our meetings gives us an opportunity to discuss bilateral problems and also to outline plans for the future.

We have succeeded in bringing relations between Kyrgyzstan and Russia to the level of fraternal, friendly and, most importantly, strategic relations.
