Missing man in Kwai Chung located

     A man who went missing in Kwai Chung has been located.

     Lee Shu-hang, aged 37, went missing after he left his residence in Kwai Shing West Estate on March 13 morning. His family made a report to Police on March 15.

     The man turned up at Kwai Chung Police Station to cancel the missing person report this morning (March 22).




LegCo Members meet with members of Kwai Tsing and Wong Tai Sin District Councils (with photos)

     Members of the Legislative Council (LegCo) held separate meetings today (March 22) with members of the Kwai Tsing District Council (DC) and the Wong Tai Sin DC respectively at the LegCo Complex to discuss and exchange views on matters of mutual interest.

     During the meeting with the Kwai Tsing DC, LegCo Members discussed and exchanged views with DC members on the requests for constructing lift and footbridge facilities in Kwai Tsing District; the proposal for the Housing Department to install dog latrines in all housing estates in Hong Kong; the concerns about the use of Besser blocks for surfacing pavements; tackling the problem of shortage of parking spaces; and the enhancement of the follow-up work by the Department of Health with regard to the Colorectal Cancer Screening Programme. The meeting was convened by Dr Junius Ho and attended by Mr Abraham Shek, Ms Starry Lee, Mr Chan Han-pan, Ms Alice Mak, Dr Lo Wai-kwok, Mr Andrew Wan, Mr Chu Hoi-dick, Mr Holden Chow, Mr Shiu Ka-chun, Dr Pierre Chan, Mr Lau Kwok-fan, Dr Cheng Chung-tai and Mr Tony Tse.

     As for the meeting with the Wong Tai Sin DC, LegCo Members discussed and exchanged views with DC members on the request for the Government to engage independent third parties to review the workmanship of the canopy structures of buildings in Chuk Yuen (North) Estate; the retrofitting of barrier-free access facilities in Chuk Yuen (North) Estate; the retrofitting of lifts at the footbridge connecting Choi Fai Estate and Choi Wan (II) Estate; the redevelopment of Choi Hung Road Market to provide other community facilities; the provision of a dental clinic with general public sessions in Wong Tai Sin District; and the redevelopment of the Ngau Chi Wan Village Squatter Area. The meeting was convened by Mr Ho Kai-ming and attended by Prof Joseph Lee, Ms Starry Lee, Mr Chan Kin-por, Mr Wong Kwok-kin, Mr Paul Tse, Mr Wu Chi-wai, Mr Chan Han-pan, Dr Lo Wai-kwok, Mr Wilson Or, Mr Chan Chun-ying, Mr Lau Kwok-fan and Mr Jeremy Tam.

Government to sell site in Kai Tak by public tender

     The Lands Department (LandsD) announced today (March 22) that a site, New Kowloon Inland Lot No. 6546 at Kai Tak Area 4C Site 4, Kai Tak, Kowloon, in the 2018-19 Land Sale Programme will be disposed of by public tender. The tender invitation for the lot will commence on March 29 and close on May 10.

     New Kowloon Inland Lot No. 6546 has a site area of about 10 692 square metres and is designated for non-industrial (excluding residential, godown and petrol filling station but including hotel) purposes. The minimum gross floor area and the maximum gross floor area are 48 114 square metres and 80 190 square metres respectively.

     Land sale documents including the Form of Tender, the Tender Notice, the Conditions of Sale and the sale plan of the lot will be available for downloading from the LandsD website (www.landsd.gov.hk), and the sale plan will be available for distribution and inspection by the public, from March 29, when the particulars of the tender will also be gazetted.




Mastermind and members of smuggling syndicate jailed for conspiracy to smuggle

     One mastermind and four members of a smuggling syndicate were convicted and sentenced to 36 to 42 months' imprisonment at the District Court today (March 22) for conspiracy to smuggle, in contravention of the Import and Export Ordinance (IEO).

     Hong Kong Customs and the Marine Police conducted a joint-operation in April last year and detected a suspected smuggling case using speedboats in Lau Fau Shan. A total of 11 014 smartphones and 168 tablets were seized. After follow-up investigation, Customs officers further seized a large amount of packing materials in an industrial building unit in Tuen Mun. The estimated market value of the seizure in the operation was about $9 million.

     Customs welcomes the verdict. The sentences have a strong deterrent effect on sea smuggling activities and the case is significant in the context of Customs enforcement against smuggling syndicates.

     Smuggling is a serious offence. Under the IEO, any person found guilty of importing or exporting unmanifested cargo is liable to a maximum fine of $2 million and imprisonment for seven years.

Pamela Youde Nethersole Eastern Hospital announces sentinel event

The following is issued on behalf of the Hospital Authority:

     The spokesperson for Pamela Youde Nethersole Eastern Hospital (PYNEH) announced a sentinel event today (March 22):
 
     A 29-year-old male patient was admitted to the orthopaedics and traumatology ward of PYNEH yesterday (March 21) for wrist laceration due to a suicide attempt at home. As the patient was assessed to be at high suicidal risk, he was placed under suicide precautions and assigned to a bed near the nurse station. An emergency operation was performed on the same day for the wrist injury. A psychiatric consultation took place in the afternoon for auditory hallucination and the psychiatrist planned to transfer the patient to the psychiatric ward for further management when his physical condition stabilised. The patient's family was informed of the clinical plan and they were encouraged to keep him company in the ward. The patient was emotionally stable after admission and regular observation as a suicide precaution was carried out by nursing staff in the ward.
 
     The duty nurse observed the patient at 1am when he returned to the ward after a CT examination and no abnormality was observed. At 1.14am, the duty nurse at the nurse station noticed a banging sound and immediately rushed to the cubicle concerned. A glass window was found broken and the patient was missing from his bed. The hospital immediately reported the case to the police. Subsequently the patient was found lying on the lawn outside the hospital main block. Immediate resuscitation was undertaken and the patient was transferred to the Accident and Emergency Department. He was certified dead at 1.43am this morning.
 
     The hospital is saddened by the incident and will keep in contact with the patient's family to provide them with the necessary support. The case has been reported to the Hospital Authority Head Office via the Advance Incident Reporting System. A Root Cause Analysis Panel will be set up to look into the incident and propose recommendations.
 
     The incident has also been reported to the coroner for follow-up.
