Appeal for information on missing man (with photo)

     Police today (March 28) appealed to the public for information on a man who went missing.

     Chu Shiu-wah, aged 49, cannot be reached by his family since he was last contacted in March 2018. His family made a report to Police on November 2, 2018.

     He is about 1.7 metres tall, 59 kilograms in weight and of medium build. He has a long face with yellow complexion and short black hair.

     Anyone who knows the whereabouts of the missing man or may have seen him is urged to contact the Regional Missing Person Unit of Kowloon West on 3661 8135 or 9020 6542 or email to rmpu-kw-2@police.gov.hk, or contact any Police station.

Hospital Authority Board approves honorarium revision and pay enhancement proposal

The following is issued on behalf of the Hospital Authority:

     At the Administrative and Operational Meeting today (March 28), the Hospital Authority (HA) Board discussed and approved the enhancement of the Fixed-rate Honorarium (FRH) for doctors and the pay enhancement proposal for Patient Care Assistants (PCAs), Operation Assistants (OpAs) and Executive Assistants (EAs) to boost staff morale, retain staff and attract new recruits to alleviate work pressure of front-line staff. The enhancement measures will take effect on April 1. 
 
     The HA spokesperson said that the Government has recently announced the provision of additional recurrent funding of $700 million for the HA in the 2019-20 Budget to implement a basket of measures to retain staff and improve staff remuneration and promotion opportunities. The additional funding will be allocated to, inter alia, the enhancement of the FRH and pay for PCAs, OpAs and EAs. 
 
     "The FRH for doctors is granted on a monthly basis as recognition to eligible doctors who are required to work consistently long hours in order to maintain adequate medical services for patients. The HA introduced improvements to the FRH in early 2012 to divide the rates into three tiers according to the average weekly work hours and the frequency of overnight on-site call duties. The meeting today endorsed the adjustment proposal of increasing the rate of the first tier from $2,750 to $4,300, the second tier from $4,750 to $7,400 and the third tier from $5,750 to $9,000," the spokesperson said.
 
     With regard to the pay enhancement for PCAs, OpAs and EAs, the spokesperson said a unified pay rise at 8 per cent will be offered to new recruits and serving staff. For instance, the pay range for a PCA IIIB will be adjusted upwards to $11,866 to $14,064 while the pay range for a PCA I will be adjusted upwards to $21,389 to $25,199. Currently, there are around 25 000 PCAs, OpAs and EAs working in the HA.      
 
      A consultancy firm was appointed earlier by the HA to study the manpower issues of PCAs, OpAs and EAs. Upon the completion of the Phase 1 study, the HA has decided to implement the pay enhancement for PCAs, OpAs and EAs to retain staff and attract more new recruits to alleviate the prevailing work pressure of front-line staff. The second phase of the consultancy study will continue to review the grade structure, training and career development with a view to attracting and retaining staff in the long run to serve patients. The HA will continue to listen to views from different stakeholders for consideration in the second phase of the study.  
 
     The HA spokesperson expressed gratitude again to all front-line staff for their dedication to serve the public given the current manpower shortfall.




LegCo committee meetings

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) Subcommittee on Matters Relating to Railways will hold a meeting tomorrow (March 29) at 8.45am in Conference Room 1 of the LegCo Complex. During the meeting, members of the Subcommittee will discuss the incident of the new signalling system testing on Tsuen Wan Line on March 18 and the "Interim Report of the Commission of Inquiry into the Construction Works at and near the Hung Hom Station Extension under the Shatin to Central Link Project".

     The first meeting of LegCo Subcommittee on Control of Obscene and Indecent Articles (Amendment) Regulation 2019 and Allowances to Jurors (Amendment) Order 2019 originally scheduled for tomorrow at 10.45am has been cancelled. 

     Meanwhile, the meeting of LegCo Finance Committee (FC) originally scheduled at 3pm tomorrow in Conference Room 1 of the LegCo Complex will start at 3.15pm (or an earlier time between 3pm and 3.15pm). If the preceding House Committee meeting ends before 3pm, the FC meeting will start at 3pm.

     Following is the speech by the Financial Secretary, Mr Paul Chan, at the Hong Kong Disneyland "Ant-Man and The Wasp: Nano Battle!" opening ceremony today (March 28):

Stephanie (Managing Director of Hong Kong Disneyland Resort, Ms Stephanie Young), Bob (President of Walt Disney Imagineering, Mr Bob Weis), Kevin (President of Marvel Studios, Mr Kevin Feige), Paul (actor Paul Rudd), Peyton (director and producer of "Ant-Man" and "Ant-Man and The Wasp", Peyton Reed), government colleagues, distinguished guests, ladies and gentlemen,
 
     Good afternoon.
 
     I'm delighted to be here, once again, at Hong Kong Disneyland. Just 10 months ago, I opened the show "Moana: A Homecoming Celebration". And here I am, once again, to welcome Ant-Man and the Wasp to Hong Kong.
 
     I'm not saying this is better than giving the Budget Speech, but I don't recall meeting any superheroes that morning in the Legislative Council Building.
 
     With all due respect to Mr Rudd, this is much bigger than Ant-Man. We're here today to formally launch "Ant-Man and The Wasp: Nano Battle!" This high-tech interactive adventure is the first Marvel attraction based on the "Ant-Man and The Wasp" movie at any Disney theme park in the world.
 
     It's also brilliantly linked to Hong Kong Disneyland's "Iron Man Experience". Thrill seekers, myself included of course, get to join Ant-Man, the Wasp and Iron Man as they battle it out with Hydra and the Swarmbots in defence of Hong Kong.
 
     The adventure's state-of-the-art gaming features are cinematic in scope, production values and storytelling. Not surprising, given that "Ant-Man" director Peyton Reed and his movie production team helped in producing this attraction. And that Paul Rudd and Evangeline Lilly, also known as Ant-Man and the Wasp, also star in Disneyland's Nano Battle.
 
     What makes the innovative experience even more inviting is the local storyline created just for Hong Kong Disneyland. And down the road, I know there will be more Marvel superheroes to marvel over, creating Asia's ultimate hub of exciting Marvel experiences at Hong Kong Disneyland in the years to come.
 
     Hong Kong Disneyland has been a major tourist attraction since it opened in 2005, attracting more than 77 million visitors from all over the world to date, here to enjoy the Disney magic. That, in turn, has brought significant economic benefits and employment opportunities to our tourism-related businesses.
 
     The Disney magic will continue to bring us fabulous attractions, including a reimagined castle with new stage shows, and a novel theme area featuring the princesses Elsa and Anna from the mega-hit movie "Frozen".
 
     Hong Kong's expanding ties with the Mainland of China, including the opening of the Hong Kong-Zhuhai-Macao Bridge and the Hong Kong Section of the high-speed rail between Guangdong, Shenzhen and Hong Kong, will create new markets, and new fans, for Hong Kong Disneyland. Even more so as the vast Guangdong-Hong Kong-Macao Greater Bay Area development comes together, over the years and the decades.
 
     In short, ladies and gentlemen, ants and wasps, as Hong Kong's rewarding connections continue to grow, so, too, will Hong Kong Disneyland's. Together, we will excel.
 
     Together, we will also vanquish Zola and the Swarmbots. I look forward to that in just a few minutes.

SCS visits Sai Kung District (with photos)

     The Secretary for the Civil Service, Mr Joshua Law, today (March 28) visited Sai Kung District, where he exchanged views with District Council (DC) members and young people, followed by a tour of staff quarters for Customs colleagues.

     Accompanied by the Chairman of the Sai Kung District Council, Mr George Ng, and the District Officer (Sai Kung), Mr David Chiu, Mr Law met with DC members and exchanged views on issues that concern them.

     Mr Law then proceeded to Youth College (Yeo Chei Man) of the Vocational Training Council to learn about the teaching facilities there. He also chatted with students to know their efforts in acquiring knowledge and skills in the interactive learning environment for further studies and employment.

     Mr Law later toured the newly completed Yau Yue Wan Customs Staff Quarters, and paid a visit to a family to learn about their adaptation to the new living environment. Yau Yue Wan Customs Staff Quarters provides over 130 units for married officers of the rank and file grade of the Customs and Excise Department.
